【摘要】：能源問題日漸成為全球關(guān)注的焦點(diǎn)。鑒于日趨緊張的能源供求關(guān)系，研究能源供應(yīng)者與能源消費(fèi)者間關(guān)系，尤其是其中的能源政策則顯得更為重要。文中選擇俄羅斯和歐盟作為研究對象，主要是因?yàn)閮烧叻謩e作為全球最大的能源供應(yīng)者以及能源消費(fèi)者，雙方不僅在能源問題上存在大量合作的空間，而且在能源合作上實(shí)質(zhì)各有所求。這很大程度取決于如何通過其能源政策實(shí)現(xiàn)國家利益。而通過研究俄羅斯對歐盟的能源政策，能發(fā)現(xiàn)俄能源政策取得的效果更為明顯，通過分析，，這歸因于其能源政策更具針對性，這有利于俄羅斯通過能源政策更為有效地實(shí)現(xiàn)其國家利益。最后通過反思俄羅斯目前能源政策的不足，并根據(jù)研究所得對能源供應(yīng)國、消費(fèi)國以及過境國等提出了相應(yīng)的建議，為日后研究能源領(lǐng)域相關(guān)問題提供參考依據(jù)。
[Abstract]:Energy issues are becoming the focus of global attention. In view of the increasingly tense relationship between energy supply and demand, the relationship between energy suppliers and energy consumers is studied. In particular, the energy policy is more important. Russia and the European Union are chosen as the research subjects, mainly because they are respectively the world's largest energy supplier and energy consumers. There is not only a lot of room for cooperation on energy issues between the two sides. And there are substantial differences in energy cooperation. This depends to a large extent on how to achieve national interests through its energy policy, and by studying Russia's energy policy towards the European Union. It can be found that the effect of Russian energy policy is more obvious, through analysis, this is attributed to its energy policy is more targeted. This will help Russia to realize its national interests more effectively through its energy policy. Finally, by reflecting on the shortcomings of Russia's current energy policy, and according to the study of energy suppliers. Consumer and transit countries put forward the corresponding suggestions to provide reference for future research on energy related issues.
