【摘要】：大慶油田物資公司承擔(dān)著油田產(chǎn)能建設(shè)所需的物資保障任務(wù)，，其旗下的大慶物流園區(qū)也在油田整體形勢(shì)影響下，作為油田物資存儲(chǔ)基地之一，履行著油田物資的保障及物流服務(wù)的責(zé)任。在大慶油田油氣持續(xù)發(fā)展的今天以及資源開采量大幅度縮減的未來，如何實(shí)現(xiàn)大慶油田物流服務(wù)持續(xù)發(fā)展，成為大慶油田物資公司的重要課題。在此背景下，本文以大慶油田物流園區(qū)為研究對(duì)象，分析大慶市及油田物流發(fā)展現(xiàn)狀以及優(yōu)劣勢(shì)，提出了大慶油田物流園區(qū)的發(fā)展規(guī)劃方案，提出了物流業(yè)務(wù)進(jìn)一步發(fā)展保障策略，對(duì)大慶油田現(xiàn)代化智能化發(fā)展物流園區(qū)具有重要意義。 本文在對(duì)國(guó)內(nèi)外相關(guān)研究現(xiàn)狀分析與評(píng)述的基礎(chǔ)上，界定了現(xiàn)代物流的新內(nèi)涵，并分析了現(xiàn)代物流的基本屬性與延伸屬性；在整理分析大慶物流產(chǎn)業(yè)現(xiàn)狀、政策與經(jīng)濟(jì)環(huán)境，以及大慶油田物流現(xiàn)狀與環(huán)境的基礎(chǔ)上，對(duì)大慶物流園區(qū)發(fā)展的優(yōu)勢(shì)和劣勢(shì)、機(jī)會(huì)和威脅進(jìn)行詳細(xì)的分析；在分析了大慶市與大慶油田物流園區(qū)市場(chǎng)的需求及供給情況后，提出了大慶油田物流園區(qū)發(fā)展的基本原則、指導(dǎo)思想、總體與分階段目標(biāo)，確立了目標(biāo)市場(chǎng)與運(yùn)營(yíng)模式的定位，在此基礎(chǔ)上，本文按照主次分明的原則，確立了大慶物流園區(qū)發(fā)展的主次園區(qū)定位，并按近遠(yuǎn)期相統(tǒng)籌結(jié)合的原則，分園區(qū)設(shè)計(jì)物流功能分區(qū)與交通運(yùn)輸組織方案；為確保物流園區(qū)的有效發(fā)展，本文從大慶物流園區(qū)的面臨的形勢(shì)任務(wù)現(xiàn)狀出發(fā)，結(jié)合未來發(fā)展趨勢(shì)，設(shè)計(jì)了物流業(yè)務(wù)現(xiàn)代化發(fā)展的信息平臺(tái)，并提出了對(duì)市政府、油田公司兩個(gè)管理機(jī)構(gòu)的政策支持需求，以及促進(jìn)自身健康發(fā)展的對(duì)策與建議。 本文將對(duì)大慶油田建設(shè)和發(fā)展物流園區(qū)，現(xiàn)代化、智能化開展油田及社會(huì)物流業(yè)務(wù)起到積極的推動(dòng)作用，也將給同類企業(yè)的開發(fā)建設(shè)提供提示與參考。
[Abstract]:Daqing Oilfield material Company is responsible for the production capacity construction of the material support tasks, its Daqing Logistics Park also in the overall situation of the oil field, as one of the oil field material storage base. In Daqing oil field oil and gas sustainable development today and the future of resource exploitation greatly reduced, how to realize Daqing oil field logistics service sustainable development. Under this background, this paper takes Daqing Oilfield Logistics Park as the research object, analyzes the current situation and advantages and disadvantages of Daqing oil field logistics development. This paper puts forward the development planning scheme of Daqing Oilfield Logistics Park, and puts forward the further development strategy of logistics business, which is of great significance to the modernization and intelligent development of logistics park in Daqing Oilfield. Based on the analysis and comment on the current situation of domestic and foreign research, this paper defines the new connotation of modern logistics, and analyzes the basic attributes and extended attributes of modern logistics. Based on the analysis of Daqing logistics industry status, policy and economic environment, as well as Daqing oilfield logistics status and environment, this paper analyzes the advantages and disadvantages, opportunities and threats of Daqing logistics park development. After analyzing the market demand and supply of Daqing and Daqing Oilfield Logistics Park, this paper puts forward the basic principles, guiding ideology, overall and phased objectives of the development of Daqing Oilfield Logistics Park. On the basis of the positioning of the target market and the operation mode, this paper establishes the positioning of the primary and secondary park of Daqing logistics park according to the principle of clear priority and order, and the principle of combining the short and long term logistics park as a whole. Design logistics function partition and transportation organization plan in the park; In order to ensure the effective development of logistics park, this paper designs the information platform of logistics business modernization development from the current situation and task situation of Daqing logistics park, combined with the future development trend. It also puts forward the policy support demand for the two management organizations of the municipal government and the oil field company, and the countermeasures and suggestions to promote their healthy development. This paper will play a positive role in the construction and development of logistics park, modernization, intelligent development of oil field and social logistics business in Daqing Oilfield, and will also provide hints and references for the development and construction of similar enterprises.
