【摘要】:一個(gè)企業(yè)要想獲得持續(xù)、良性的發(fā)展,必然需要高效的組織績效做支撐。而績效管理是企業(yè)管理活動(dòng)中的一個(gè)重要環(huán)節(jié),也是對組織內(nèi)部人員發(fā)揮激勵(lì)作用的重要手段。隨著我國煙草行業(yè)發(fā)展的迫切需要,提高該行業(yè)績效管理水平顯得越來越重要。我國煙草行業(yè)實(shí)施專賣專營管理,從煙草產(chǎn)品的生產(chǎn)到銷售都受到國家的嚴(yán)格監(jiān)管。煙草專賣制度在規(guī)范卷煙規(guī)范銷售和管理的同時(shí),也導(dǎo)致了煙草商業(yè)企業(yè)缺乏競爭壓力與意識(shí),安于現(xiàn)狀,進(jìn)而體現(xiàn)在意識(shí)層面和方法層面,即為煙草商業(yè)企業(yè)的績效管理手段有所缺乏、效果不甚明顯。 我國基層煙草商業(yè)企業(yè)(即:縣級局(分公司或營銷部))是承擔(dān)卷煙銷售和市場監(jiān)管的直接執(zhí)行單位,其績效管理直接影響整個(gè)行業(yè)的經(jīng)營和管理指標(biāo)。因此,加強(qiáng)我國基層煙草商業(yè)企業(yè)的績效管理工作成為一項(xiàng)迫在眉睫的重要工作。 本文以績效管理經(jīng)典理論為基礎(chǔ),對SD煙草公司的績效管理工作進(jìn)行研究,力爭達(dá)到兩方面效果:一方面通過訪談、調(diào)查問卷等方法初步了解了SD煙草公司的績效管理現(xiàn)狀,梳理問題并分析其原因;另一方面基于相關(guān)理論的結(jié)合運(yùn)用,對SD煙草公司的績效管理工作提出改進(jìn)意見。 基于煙草專賣管理體制的特殊行業(yè)背景,本文以SD煙草公司的績效管理體系為研究對象,按照以下六個(gè)部分進(jìn)行了研究:第一章集中論述了研究背景、意義和主題;明確研究所采用的方法和技術(shù)路線;確定研究的思路和具體內(nèi)容安排;指出可能的創(chuàng)新點(diǎn)和理論貢獻(xiàn)。第二章主要介紹績效管理相關(guān)概念、流程和方法并提出本論文所采用的績效管理方法,以此作為研究的理論和方法基礎(chǔ)。第三章對SD煙草公司的績效管理現(xiàn)狀進(jìn)行分析,準(zhǔn)確把握其現(xiàn)實(shí)存在問題,以此作為研究的現(xiàn)實(shí)基礎(chǔ)。第四章對SD煙草商業(yè)企業(yè)的績效管理工作進(jìn)行優(yōu)化設(shè)計(jì),是本文核心。第五章從四個(gè)角度提出SD煙草公司績效管理優(yōu)化保障措施,,這是對第四章的細(xì)化與補(bǔ)充。第六章歸納全文研究結(jié)論和管理啟示,并指出需要進(jìn)一步研究的方向。 本文的創(chuàng)新之處在于提出了基于KPI與MBO系統(tǒng)整合的基層煙草商業(yè)企業(yè)績效考核體系實(shí)施路徑和實(shí)施策略。通過靈活運(yùn)用多種績效考核方法來解決公司績效管理過程中遇到的諸多問題,力求使對策具有針對性和適用性。
[Abstract]:If an enterprise wants to obtain the sustained, healthy development, the inevitable need of efficient organization performance support. Performance management is an important part of enterprise management activities, but also play an important role in the incentive means of personnel within the organization. With the rapid development of China's tobacco industry is the urgent need to improve the performance management level of the industry. It becomes more and more important. The implementation of monopoly management in China tobacco industry, from production to sales of tobacco products are subject to strict regulation. At the same time the national tobacco monopoly system in the standard specification of cigarette sales and management, also led to the tobacco business enterprises lack the competitive pressure and consciousness, the status quo, and reflected in the level of consciousness and method level. Is the tobacco commercial enterprise performance management is lack, the effect is not very obvious.
Our local tobacco business enterprises (i.e.: County Bureau (branch or Sales Department)) is direct execution units bear cigarette sales and market supervision, performance management directly affect the entire industry operation and management indicators. Therefore, strengthening the performance management of China's grassroots tobacco business has become an important task imminent.
This paper is based on the classical theory of performance management, the research on SD tobacco companies performance management work, and strive to achieve two effects: on the one hand, through interviews, questionnaires and other methods of a preliminary understanding of the current situation of performance management of the SD tobacco companies, sort out the problem and analyze the reasons; on the other hand, using a combination of theory based on improved comments on SD tobacco companies's performance management.
The tobacco monopoly management system based on the special industry background, this paper takes SD tobacco companies performance management system as the research object, according to the following six parts were studied: the first chapter discusses the research background, significance and theme; methods and techniques used in this study clearly; to determine the arrangement of research ideas and specific content; point out possible the innovation and contribution to theory. The second chapter mainly introduces the related concepts of performance management, performance management process and methods and put forward the method used in this paper, as the basis of the theory and method of study. In the third chapter, the current situation of performance management of SD tobacco companies for analysis, accurate grasp of the real problems, as the realistic basis of the study in the fourth chapter. SD tobacco business enterprise performance management to optimize the design, is the core of this paper. The fifth chapter puts forward SD tobacco from four angles The optimization of safeguard measures in company performance management is the refinement and supplement to the fourth chapter. The sixth chapter summarizes the research findings and management implications, and points out the direction for further research.
The innovation of this paper is to put forward the system of grassroots tobacco commercial enterprise performance evaluation system based on the integration of KPI and MBO implementation path and implementation strategies. To solve the problems encountered in the process of the performance management of the company through the flexible use of a variety of performance assessment methods, and strive to make countermeasures with pertinence and applicability.
