【摘要】：中國(guó)正處于工業(yè)化和城鎮(zhèn)化的快速發(fā)展階段,對(duì)于石油需求持續(xù)增長(zhǎng),在中國(guó)自產(chǎn)有限的情況下,石油缺口逐年增加,2012年中國(guó)石油凈進(jìn)口量達(dá)到了2.84億噸,石油進(jìn)口依存度約為61%。為了應(yīng)對(duì)中國(guó)石油進(jìn)口安全、規(guī)避進(jìn)口來(lái)源地集中于中東地區(qū)風(fēng)險(xiǎn),本文選取尼日利亞作為中國(guó)當(dāng)前階段可以重點(diǎn)開(kāi)發(fā)的油氣資源國(guó)。那么本文研究的焦點(diǎn)問(wèn)題即明確為如何深化中尼石油合作;進(jìn)一步將“合作”界定為兩大方面:一是中尼石油貿(mào)易合作,二是中尼石油項(xiàng)目合作。在這一焦點(diǎn)問(wèn)題和兩大方面指導(dǎo)下,從中尼石油的合作現(xiàn)狀、合作促進(jìn)因素、合作制約因素以及深化中尼石油合作的對(duì)策建議四個(gè)方面進(jìn)行深入探討。首先,本文通過(guò)對(duì)中國(guó)與尼日利亞石油合作現(xiàn)狀分析了解到,無(wú)論在貿(mào)易方面還是項(xiàng)目方面兩國(guó)合作水平都很有限,既說(shuō)明兩國(guó)合作必然存在著制約因素,同時(shí)彰顯了兩國(guó)合作的巨大潛力。正是基于深入合作必要性以及兩國(guó)合作潛力,本文著重探討了中尼石油深入合作的可能性以及可行性:國(guó)際石油格局的演變?yōu)橹心崾秃献魈峁┝司薮蟮暮献骺臻g與機(jī)遇;中國(guó)及其石油企業(yè)已形成的相對(duì)優(yōu)勢(shì)、中尼所具備的有利條件為合作可行性奠定了基礎(chǔ)。再者,本文第4章主要從中尼石油貿(mào)易合作以及中尼石油項(xiàng)目合作兩大方面探討了合作受限的制約因素,其可歸納為四大來(lái)源:跨國(guó)石油公司方面、中國(guó)自身、尼日利亞環(huán)境、大國(guó)博弈。最后,本文主要從發(fā)揮優(yōu)勢(shì)拓展中尼石油貿(mào)易合作空間以及多措并舉把握中尼石油項(xiàng)目合作機(jī)會(huì)兩大方面提出深化中尼石油合作的對(duì)策建議。本文通過(guò)對(duì)于中尼石油合作的研究可以發(fā)現(xiàn),雖然當(dāng)前階段中尼石油合作水平有限,但是兩國(guó)合作意義巨大,并且在有效解決制約因素基礎(chǔ)上可以實(shí)現(xiàn)兩國(guó)合作向縱深發(fā)展。
[Abstract]:Chinese is in a stage of rapid development of industrialization and urbanization, the oil demand continues to rise, in the limited production Chinese, oil gap increased year by year, 2012 Chinese net oil imports reached 2.84 tons, the degree of dependence on oil imports of about 61%. in order to deal with China's oil import security, avoid the source of imports concentrated in the Middle East this paper selects the risk area, oil and gas resources in Nigeria as Chinese currently can focus on developing. Then the focus problem of this study is to clarify how to deepen bilateral oil cooperation; the "cooperation" is defined as two aspects: one is the bilateral cooperation in oil trade, two bilateral oil cooperation projects in the focus. And from two aspects under the guidance of cooperation in bilateral oil cooperation to promote cooperation, factors, constraints and deepen the bilateral oil cooperation policy proposals for four Aspects are discussed. Firstly, based on the Chinese and Nigeria petroleum cooperation situation analysis to understand, no matter in terms of trade and project cooperation level are very limited, which shows that the cooperation between the two countries must exist constraints, and demonstrates the great potential for cooperation between the two countries. It is necessary to further cooperation and potential of cooperation between the two countries based on, this paper focuses on the bilateral oil in-depth cooperation possibility and feasibility: provides great opportunities for cooperation in space and the evolution of the international petroleum pattern for bilateral oil cooperation; oil and its relative advantage China enterprises have been formed, favorable conditions for cooperation with Nepal feasibility foundation. Furthermore, the fourth chapter of this article mainly from Nepal the oil trade cooperation and bilateral oil cooperation projects in two aspects analyzes the restricting factors of limited cooperation, which can be grouped into four Sources: multinational oil companies, Chinese itself, Nigeria environment, big game. Finally, this article mainly from the advantage to expand the bilateral cooperation in oil trade space and take measures to put forward countermeasures and suggestions to deepen the bilateral oil cooperation grasp bilateral oil project opportunities in two aspects. Through the research on the bilateral oil cooperation can be found, although the current stage of the bilateral oil cooperation level is limited, but the cooperation between the two countries have great significance, and constraints can be achieved on the basis of cooperation between the two countries to develop in depth in the effective solution.
