【摘要】:網(wǎng)絡(luò)計(jì)劃技術(shù)是項(xiàng)目進(jìn)度控制的一種先進(jìn)管理技術(shù)。國(guó)外研究較早,應(yīng)用也相對(duì)成熟,有力促進(jìn)了工程建設(shè)進(jìn)度的控制與質(zhì)量的提升。在我國(guó),,網(wǎng)絡(luò)計(jì)劃技術(shù)有諸多理論研究,同時(shí)也應(yīng)用于不少項(xiàng)目管理團(tuán)隊(duì)和施工單位項(xiàng)目建設(shè),但是由于我國(guó)項(xiàng)目管理人員擺脫不了傳統(tǒng)粗放型管理思維,目前網(wǎng)絡(luò)計(jì)劃技術(shù)仍未充分體現(xiàn)其應(yīng)用的高效性。 本文首先通過(guò)對(duì)相關(guān)文獻(xiàn)的搜集與整理,對(duì)比國(guó)內(nèi)外網(wǎng)絡(luò)計(jì)劃技術(shù)的理論研究與相關(guān)應(yīng)用案例,分析我國(guó)目前實(shí)際項(xiàng)目管理活動(dòng)中網(wǎng)絡(luò)計(jì)劃技術(shù)應(yīng)用存在的問(wèn)題與不足。同時(shí)指出我國(guó)網(wǎng)絡(luò)計(jì)劃技術(shù)的理論研究現(xiàn)狀,尤其是對(duì)網(wǎng)絡(luò)圖關(guān)鍵線路的優(yōu)化研究較為充分,國(guó)內(nèi)研究人員基于模糊理論、神經(jīng)網(wǎng)絡(luò)等先進(jìn)的理論算法提出了諸多優(yōu)化方案。但是在實(shí)際的項(xiàng)目管理活動(dòng)中,由于建設(shè)方、監(jiān)理方以及施工方管理者與具體工作實(shí)施者自身的專業(yè)素養(yǎng)不足或傳統(tǒng)思維沒(méi)有扭轉(zhuǎn),導(dǎo)致利用網(wǎng)絡(luò)計(jì)劃技術(shù)編制的網(wǎng)絡(luò)圖并沒(méi)有得到有效的遵循與實(shí)施,甚至被相關(guān)工作人員忽視。 基于我國(guó)應(yīng)用網(wǎng)絡(luò)計(jì)劃技術(shù)存在的問(wèn)題,我們分析并提出了增強(qiáng)網(wǎng)絡(luò)計(jì)劃技術(shù)應(yīng)用性的對(duì)策。從準(zhǔn)備工作階段、網(wǎng)絡(luò)圖繪制階段到項(xiàng)目具體的實(shí)施與控制階段分別提出相應(yīng)的對(duì)策,旨在增強(qiáng)網(wǎng)絡(luò)計(jì)劃技術(shù)的實(shí)用性。 此外,我們還以慶陽(yáng)石化公司新建與搬遷項(xiàng)目為實(shí)例,針對(duì)該項(xiàng)目存在的工期緊、原有進(jìn)度計(jì)劃不合理等問(wèn)題,采用網(wǎng)絡(luò)計(jì)劃技術(shù)重新編制了慶陽(yáng)石化項(xiàng)目的網(wǎng)絡(luò)計(jì)劃圖,同時(shí)明確描述了項(xiàng)目的重要里程碑點(diǎn),確保施工單位能夠明確了解項(xiàng)目進(jìn)度情況,準(zhǔn)確把握項(xiàng)目周期。為保障編制的網(wǎng)絡(luò)計(jì)劃圖能夠得到有效實(shí)施,我們還設(shè)立了施工協(xié)調(diào)會(huì)制度、完善了獎(jiǎng)懲制度,同時(shí)也加強(qiáng)了與非生產(chǎn)部門的溝通管理,最終達(dá)到工程進(jìn)度的最優(yōu)控制,順利完成搬遷工程。
[Abstract]:The network planning technology is an advanced management technology of project progress control . The overseas research is relatively early and the application is relatively mature , which greatly promotes the control and the quality improvement of the project construction progress . In China , the network planning technology has many theoretical studies and is also applied to many project management teams and construction unit project construction , but because the project management personnel of our country can not get rid of the traditional rough management thinking , the current network planning technology still does not fully reflect the efficiency of its application . This paper first analyzes the problems and deficiencies of the application of the network planning technology in our country by collecting and arranging the relevant literatures , comparing the theoretical research and the relevant application cases of the network planning technology at home and abroad . At the same time , it points out that the theory research situation of the network planning technology in China is more adequate . In the actual project management activities , the network map produced by the network planning technology has not been effectively followed and implemented because of the lack of professional accomplishment or traditional thinking of the construction party , the supervision party and the construction manager and the specific job implementer , and even ignored by the relevant staff . Based on the problems existing in the network planning technology in our country , we analyze and put forward the countermeasures to enhance the application of the network planning technology . From the preparation work stage , the network chart drawing stage to the project specific implementation and control stage respectively put forward the corresponding countermeasures , aiming at enhancing the practicability of the network planning technology . In addition , we take Qingyang Petrochemical Company ' s new and relocation project as an example . The network plan drawing of Qingyang Petrochemical Project is re - established with the network planning technology . It also clearly describes the important milestone points of the project , and ensures that the construction unit can clearly understand the project progress and accurately grasp the project cycle . In addition , the construction coordination system is established to perfect the rewards and punishment system . At the same time , the communication management with the non - production department is strengthened , and finally the relocation project is completed successfully .
