【摘要】:智能電網(wǎng)分為智能發(fā)電、智能輸電、智能變電及智能變電四大部分。智能配電網(wǎng)為智能電網(wǎng)關(guān)鍵的一環(huán),其直接面向用戶,配電網(wǎng)的穩(wěn)定與否直接關(guān)系到用戶滿意程度、供電質(zhì)量的高低,社會(huì)、企業(yè)、廣大群眾對(duì)電力企業(yè)的直觀印象。在過去一段時(shí)間,配電網(wǎng)的投資建設(shè)相對(duì)來說不足,其電網(wǎng)架構(gòu)、及其自動(dòng)化程度較低,與國(guó)外相比還有不少的差距。因此,近年來國(guó)家給予智能配電網(wǎng)足夠的關(guān)注,在全國(guó)各省市大規(guī)模開展智能配電網(wǎng)建設(shè)。D地區(qū)也是其中一員,智能配電網(wǎng)工程建設(shè)也與其他工程項(xiàng)目相似,由于缺乏高層支持、質(zhì)量和成本控制難度高、用戶介入少、施工中的管理規(guī)范和各項(xiàng)規(guī)章制度不健全,職責(zé)劃分不明晰,在建設(shè)過程中出現(xiàn)了許多的問題,這些問題影響了工程質(zhì)量和施工進(jìn)度,同時(shí)也對(duì)人員的安全產(chǎn)生了不良影響。 如何確保智能配電網(wǎng)系統(tǒng)建成過程中的工程質(zhì)量,是保證智能配電網(wǎng)自動(dòng)化工程后期能否穩(wěn)定、可靠運(yùn)行的關(guān)鍵。本文結(jié)合D市核心區(qū)智能配電網(wǎng)工程建設(shè)施工的特點(diǎn),詳細(xì)論述D市核心區(qū)智能配電網(wǎng)工程建設(shè)全過程中所采取的項(xiàng)目管理方案,包括項(xiàng)目啟動(dòng)準(zhǔn)備工作;制定項(xiàng)目的進(jìn)度計(jì)劃、成本計(jì)劃等工作;在工程實(shí)施中從進(jìn)度控制、成本控制、質(zhì)量控制等方面全方位的項(xiàng)目管理;項(xiàng)目的驗(yàn)收、后期管理及評(píng)估等各方面工作,剖析現(xiàn)在智能配電網(wǎng)項(xiàng)目管理方面的現(xiàn)狀,發(fā)現(xiàn)管理模式的不足。通過與國(guó)際先進(jìn)管理模式相比,找出適合D市智能配電網(wǎng)工程建設(shè)的管理模式。
[Abstract]:Smart grid is divided into four parts: intelligent generation, intelligent transmission, intelligent substation and intelligent substation. Smart distribution network is the key link of smart grid, which is directly oriented to users. The stability of the distribution network is directly related to the degree of customer satisfaction, the level of power supply quality, the society, enterprises, and the masses of the intuitive impression of the power enterprise. In the past period of time. Distribution network investment and construction is relatively inadequate, its power network architecture, and its degree of automation is relatively low, compared with foreign countries, there are still many gaps. Therefore, in recent years, the state gives enough attention to smart distribution network. The smart distribution network construction is also one of them in the provinces and cities of China. The smart distribution network construction is similar to other engineering projects, because of the lack of high-level support, quality and cost control is very difficult. There are many problems in the process of construction, such as less involvement of users, imperfect management rules and regulations, unclear division of responsibilities, and these problems affect the quality of the project and the progress of construction. At the same time, it also has a negative impact on the safety of personnel. How to ensure the engineering quality of the smart distribution network system is to ensure the stability of the intelligent distribution network automation project. According to the characteristics of the construction of the smart distribution network project in the core area of D city, this paper discusses in detail the project management scheme adopted in the whole process of the construction of the intelligent distribution network project in the core area of D city. Including project start-up preparations; Work out project schedule, cost plan and so on; In the implementation of the project from progress control, cost control, quality control and other aspects of the overall project management; This paper analyzes the current situation of smart distribution network project management and finds the deficiency of the management mode through comparing with the international advanced management mode. Find out the management mode suitable for D city intelligent distribution network project construction.
