【摘要】：隨著經(jīng)濟的高速發(fā)展,山東省面臨的能源短缺、環(huán)境污染等問題日漸加劇。區(qū)域的可持續(xù)發(fā)展關(guān)鍵在于能源經(jīng)濟環(huán)境系統(tǒng)的科學健康發(fā)展。因此,如何保持能源、經(jīng)濟、環(huán)境的系統(tǒng)發(fā)展,成為整個山東省日益關(guān)注的問題。本文以山東省能源經(jīng)濟環(huán)境系統(tǒng)為研究對象,首先對山東省能源、經(jīng)濟、環(huán)境子系統(tǒng)進行現(xiàn)狀分析;分別選取GDP和三次產(chǎn)業(yè)結(jié)構(gòu),能源消費強度,化學需氧量排放量、SO2排放量和氨氮排放量作為經(jīng)濟、能源、環(huán)境子系統(tǒng)的目標參數(shù),選取三次產(chǎn)業(yè)固定資產(chǎn)投資、一次能源消費總量、環(huán)境污染治理總投資作為各子系統(tǒng)的決策變量,確定模糊變量及其表述形式,構(gòu)建山東省能源、經(jīng)濟、環(huán)境不同優(yōu)先序下的模糊機會約束目標規(guī)劃模型;繼而給出了用于求解模型的混合智能算法的具體步驟;結(jié)合《山東省統(tǒng)計年鑒》所提供的統(tǒng)計數(shù)據(jù)和山東省“十二五”規(guī)劃對山東省能源經(jīng)濟環(huán)境系統(tǒng)進行實證,得到系統(tǒng)優(yōu)化結(jié)果并對其進行分析;最后提出有利于山東省能源經(jīng)濟環(huán)境系統(tǒng)科學發(fā)展的相關(guān)對策建議。本文的模糊模型可以近似反映山東省能源經(jīng)濟環(huán)境系統(tǒng)的內(nèi)在關(guān)系與演化規(guī)律,為山東省能源經(jīng)濟環(huán)境系統(tǒng)發(fā)展提供有效的決策支持。
[Abstract]:With the rapid development of economy, Shandong Province is faced with energy shortage, environmental pollution and other problems. The key to sustainable development of the region lies in the scientific and healthy development of energy economic and environmental system. How to maintain the system development of energy, economy and environment has become a growing concern of the whole Shandong Province. This paper takes the energy economy and environment system of Shandong Province as the research object, first of all, the energy and economy of Shandong Province. The environment subsystem carries on the present situation analysis; GDP and tertiary industrial structure, energy consumption intensity, chemical oxygen demand emissions so 2 emissions and ammonia nitrogen emissions were selected as the target parameters of economic, energy and environmental subsystems. The investment of fixed assets of three industries, the total consumption of primary energy and the total investment of environmental pollution control are selected as the decision-making variables of each subsystem, and the fuzzy variables and their expressions are determined to construct the energy and economy of Shandong Province. Fuzzy chance constrained objective programming model under different priority order of environment; Then the concrete steps of the hybrid intelligent algorithm for solving the model are given. Based on the statistical data provided by the Statistical Yearbook of Shandong Province and the 12th Five-Year Plan of Shandong Province, the energy economy and environment system of Shandong Province is empirically demonstrated, and the system optimization results are obtained and analyzed. Finally, the paper puts forward some countermeasures and suggestions for the scientific development of the energy economy and environment system in Shandong Province. The fuzzy model in this paper can approximately reflect the inherent relationship and evolution law of the energy economy and environment system in Shandong Province. It provides effective decision support for the development of energy economy and environment system in Shandong Province.
