文章摘要：本文選取2004-2009年地級(jí)市以上城市工業(yè)的面板數(shù)據(jù)，運(yùn)用空間Durbin面板模型探索環(huán)境規(guī)制、環(huán)境規(guī)制競(jìng)爭(zhēng)與地區(qū)工業(yè)經(jīng)濟(jì)增長(zhǎng)的關(guān)聯(lián)性關(guān)系。實(shí)證結(jié)果發(fā)現(xiàn)：（1）無論是全國(guó)樣本，還是各地區(qū)樣本，提高環(huán)境規(guī)制強(qiáng)度會(huì)減緩地區(qū)經(jīng)濟(jì)增速已經(jīng)成為工業(yè)化推進(jìn)中不可逾越的發(fā)展路徑。（2）環(huán)境規(guī)制競(jìng)爭(zhēng)對(duì)本地經(jīng)濟(jì)增長(zhǎng)效應(yīng)表現(xiàn)為明顯的區(qū)域特征。東部和東北地區(qū)環(huán)境規(guī)制競(jìng)爭(zhēng)具有正向增長(zhǎng)效應(yīng)，中部地區(qū)則具有負(fù)向增長(zhǎng)效應(yīng)，，而西部地區(qū)增長(zhǎng)效應(yīng)不顯著。這既為探索共生型環(huán)境經(jīng)濟(jì)政策，又為制定差別化環(huán)境政策提供決策參考。

Abstr：By applying spatial panel Durbin model, the paper uses industrial panel data of cities at prefecture-level and above during the period 2004-2009 to identify the spatial linkage between environmental regulation, environmental regula- tion competition strategies and industrial economic growth, coming up with the following conclusions： （1） it is a non-negotiable development path during the course of industrialization that the increase in environmental regulation will ham- per industrial economic growth, whether for the whole sample, or regional sam- ples; （2） there are marked regional characteristics for the effect of environmental regulation competition on industrial economic growth. Specifically, significant posi- tive effect is found in eastern and northeastern regions, negative effect is found in the middle region, and no significant effect is found in western regions. The conclusions will provide references for decisions concerning both the linkage of environment and economy and differentiated environmental policies.
