文章摘要工業(yè)水資源節(jié)約是節(jié)水工作中的重點(diǎn)領(lǐng)域。因此.了解工業(yè)水資源利用與工業(yè)經(jīng)濟(jì)增長(zhǎng)的關(guān)系以及產(chǎn)業(yè)結(jié)構(gòu)變化對(duì)工業(yè)水資源節(jié)約的影響具有重大的意義?紤]到中國(guó)區(qū)域間工業(yè)用水的差異性.在對(duì)中國(guó)31個(gè)省份1998-2012年的面板數(shù)據(jù)進(jìn)行面板單位根檢驗(yàn)以及面板協(xié)整檢驗(yàn)的基礎(chǔ)上.構(gòu)建面板協(xié)整方程及其誤差修正模型.并檢驗(yàn)工業(yè)水資源利用與工業(yè)經(jīng)濟(jì)增長(zhǎng)、產(chǎn)業(yè)結(jié)構(gòu)變化之間因果關(guān)系.結(jié)果顯示:工業(yè)水資源利用與工業(yè)經(jīng)濟(jì)增長(zhǎng)、產(chǎn)業(yè)結(jié)構(gòu)變化之間存在著長(zhǎng)期均衡關(guān)系.并且這種長(zhǎng)期均衡關(guān)系對(duì)短期變化具有促進(jìn)作用;在其他條件不變的情況下.工業(yè)經(jīng)濟(jì)增長(zhǎng)1%時(shí).工業(yè)用水量增加0.04% .而在其他條件不變的情況下.工業(yè)比重增加1%時(shí).工業(yè)用水量增加0. 57 010.即在其他條件不變的情況下.產(chǎn)業(yè)結(jié)構(gòu)變化相較于工業(yè)經(jīng)濟(jì)增長(zhǎng)給工業(yè)水資源利用帶來(lái)的影響更加明顯;工業(yè)水資源利用與工業(yè)經(jīng)濟(jì)增長(zhǎng)以及工業(yè)水資源利用與產(chǎn)業(yè)結(jié)構(gòu)變化之間均存在雙向的因果關(guān)系。基于以上結(jié)果可以得知.水資源短缺的確會(huì)成為工業(yè)經(jīng)濟(jì)增長(zhǎng)的制約因素.為保障工業(yè)經(jīng)濟(jì)的可持續(xù)發(fā)展.節(jié)約工業(yè)水資源的利用7需落到實(shí)處。而產(chǎn)業(yè)結(jié)構(gòu)調(diào)整是節(jié)約工業(yè)水資源的有效措施.所以在保障工業(yè)經(jīng)濟(jì)增長(zhǎng)的同時(shí).適當(dāng)調(diào)整產(chǎn)業(yè)內(nèi)部結(jié)構(gòu).使工業(yè)結(jié)構(gòu)比重下降.從而得到工業(yè)水資源利用的節(jié)約。

AbstrIndustrial water saving is an important part of the work of water saving, therefore, it is necessary to realize the relationship between the industrial water usage and the industrial economic growth and the influence which is brought by the industrial structural change to the industrial water saving. Taking the discrepancy between regions in industrial water usage in China into account, we build the panel co-integration equation and the error correction model after doing the unit root test and the co-integration test using the panel data of 31 provinces in China from the year of 1998 to 2012. Then we test the Granger causality of the variables and get the conclusion as follows : firstly, there is a long-term and stable relation between the industrial water usage and the industrial economic growth and the industrial structural change, and the long-term stable relation improves the short-term change of the variables; secondly, with other factors invariant, when the industrial economy increases 1% , the industrial water usage increases 0.04% , but when the industrial rate increases 1% , the industrial water usage increases 0.57% , which indicates that the influence of industrial structural change is more effective than industrial economic growth on industrial water saving; finally, there is a bidirectional causality between the industrial water usage and the industrial economic increase and the industrial structural change. According to the results, we can get the conclusion that water shortage can actually be the restriction of the industrial economic increase but industrial structural adjustment can be an effective method to save industrial water.
