【摘要】：該文從稅率水平和稅負總成本的視角,定性和定量地分析跨境進口電子商務(wù)(以下簡稱"跨境電商")"4.8新政"和"進境物品稅率新政"的有效性及其對貨物屬性和物品屬性跨境電商的深刻影響�？缇畴娚�"4.8新政"從根本上界定了跨境電商進境商品的貨物屬性,從而本質(zhì)上消除了新政前進境物品寬松監(jiān)管環(huán)境造成的監(jiān)管"洼地"。"進境物品稅率新政"則發(fā)揮了直接和間接效應(yīng),從兩方面提升了跨境電商"4.8新政"的有效性:物品稅率大幅提升的直接效應(yīng)使得物品屬性跨境電商的通關(guān)成本提高,而且其間接效應(yīng)使得進境物品免征稅額對應(yīng)的完稅價格大幅下降,從而壓縮物品屬性跨境電商的"逃避監(jiān)管"和"化整為零"可操作空間。最后針對提升跨境電商新政監(jiān)管效能給出了相關(guān)政策建議。
[Abstract]:From the perspective of the level of tax rate and the total cost of tax burden, This paper qualitatively and quantitatively analyzes the effectiveness of "4.8 New deal" and "New Policy of Import goods tax rate" in cross-border import e-commerce (hereinafter referred to as "cross-border e-commerce") and its profound influence on goods attribute and goods attribute cross-border e-commerce. The "4.8 New deal" for cross-border e-commerce fundamentally defines the property of goods entering the territory of cross-border e-commerce businesses, thereby eliminating essentially the regulatory "depression" created by the lax regulatory environment for goods entering the territory before the New deal. " The new policy of entering goods tax rate "exerts direct and indirect effects, and improves the effectiveness of" 4.8 New deal "in cross-border e-commerce from two aspects: the direct effect of the substantial increase in goods tax rate increases the customs clearance cost of cross-border e-commerce with goods attributes. Moreover, the indirect effect makes the duty-paid price corresponding to the exemption amount of imported goods drop substantially, thus reducing the "escape from supervision" and "piecemeal" operational space of cross-border e-commerce. Finally, some policy suggestions are given to improve the efficiency of the new regulation of cross-border ecommerce.
