禹州市空心村治理研究

【摘要】：改革開發(fā)以來,尤其是農(nóng)村家庭聯(lián)產(chǎn)承包責任制確定以來,隨著農(nóng)村剩余勞動力的不斷增多,城市化的穩(wěn)步推進,農(nóng)村人口向城市轉移成為了一個不可逆轉的趨勢,它一方面為我國城市發(fā)展提供了穩(wěn)定的勞動力來源;另一方面卻造成了農(nóng)村人口的流失,農(nóng)村空心化的不斷惡化。筆者以禹州市空心村治理為主線,借鑒中外專家學者的觀點,深入分析禹州市空心村現(xiàn)狀、產(chǎn)生原因以及近年來禹州市政府在空心村治理上的典型案例,結合中外類似情況的經(jīng)驗做法,提出城鎮(zhèn)化、中心村和村內(nèi)集約三種方式化解空心村的措施。第一章緒論部分主要介紹了禹州市空心村研究背景,研究意義以及在論文寫作中用到的幾個基本概念,筆者試圖通過整個第一章的描述為論文的整體敘述框架搭建做好前期準備工作。第二章禹州市空心村形成包括禹州市概況綜述、禹州市空心村現(xiàn)狀以及空心村形成的原因三部分內(nèi)容,筆者通過對禹州市當前經(jīng)濟社會發(fā)展狀況的整體敘述試圖使讀者了解禹州市當前社會發(fā)展階段,從而對空心村形成的背景有個大致的了解;筆者以禹州市空心村現(xiàn)狀為背景深入分析空心村形成的原因;再結合第三章現(xiàn)階段禹州市空心村治理過程中已經(jīng)采取的措施,以及對典型樣本村的深入剖析總結出禹州市空心村治理存在的問題。第四章著重在于對中外類似經(jīng)驗做法的介紹,國內(nèi)方面主要介紹了河南永城、山東濰坊、白云區(qū)鐘落潭鎮(zhèn)以及杭州市杭嘉湖地區(qū),國外主要介紹了德國、日本、法國的經(jīng)驗做法。第五章筆者結合中外經(jīng)驗,針對禹州市空心村治理過程中的問題提出城鎮(zhèn)化方式、中心村整合方式和城鄉(xiāng)一體化方式化解空心村三種空心村治理措施。最后一章對本篇論文進行一個總結,并對空心村治理研究這個當前新型城鎮(zhèn)化背景下繞不開的課題進行了前景展望。筆者在空心村治理措施上著重以當前國家提出的新型城鎮(zhèn)化為背景,創(chuàng)新性的融入國家互聯(lián)網(wǎng)戰(zhàn)略,將農(nóng)村空心村的治理和互聯(lián)網(wǎng)的發(fā)展戰(zhàn)略相結合,以互聯(lián)網(wǎng)在線教育、農(nóng)村電子商務、農(nóng)業(yè)物聯(lián)網(wǎng)為重要支點,深入剖析他們之間的聯(lián)系,最終得出國家的互聯(lián)網(wǎng)戰(zhàn)略的發(fā)展完全可以助推農(nóng)村空心化的解決。農(nóng)村空心化歸根結底還是城鄉(xiāng)二元結構造成的惡果,從長遠來看要從根本上解決空心村問題,還是要實現(xiàn)城鄉(xiāng)公共服務均等化的目標。
[Abstract]:Since the reform and development, especially since the rural household contract responsibility system has been determined, with the increase of rural surplus labor force and the steady progress of urbanization, the transfer of rural population to urban has become an irreversible trend. On the one hand, it provides a stable source of labor for the urban development of our country; on the other hand, it results in the loss of rural population and the worsening of rural hollowness. Taking the governance of the hollow village in Yuzhou as the main line and drawing on the views of Chinese and foreign experts and scholars, the author deeply analyzes the present situation of the hollow village in Yuzhou, the causes and the typical cases of the governance of the hollow village in Yuzhou in recent years. Combined with the experience and practice of similar situations at home and abroad, this paper puts forward the measures of resolving hollow villages in three ways: urbanization, central village and intensive village. The first chapter introduces the background of Yuzhou hollow village research, the significance of the research and some basic concepts used in the paper writing. The author tries to do the preparatory work for the whole narrative frame of the thesis through the description of the whole chapter. The second chapter of Yuzhou hollow village formation includes Yuzhou City overview, Yuzhou hollow village status and the causes of the formation of the hollow village three parts, The author tries to make readers understand the current stage of the social development of Yuzhou through the overall description of the current economic and social development of Yuzhou, so as to have a general understanding of the background of the formation of the hollow village; Taking the present situation of the hollow village in Yuzhou as the background, the author deeply analyzes the reasons for the formation of the hollow village, and combines with the measures taken in the process of governance of the hollow village in Yuzhou City at the present stage in the third chapter. And the typical sample village in-depth analysis summed up Yuzhou hollow village governance problems. The fourth chapter focuses on the introduction of similar experiences and practices between China and foreign countries. At home, it mainly introduces Yongcheng in Henan, Weifang in Shandong, Zhongluotan Town in Baiyun District and Hangzhou Hangzhou in Hangzhou. Foreign countries mainly introduce Germany and Japan. Experience and practice in France. In the fifth chapter, the author puts forward three kinds of hollow village governance measures, such as urbanization, integration of central village and integration of urban and rural areas, in view of the problems in the process of governance of the hollow village in Yuzhou. In the last chapter, a summary of this paper is given, and the prospect of the research on the governance of hollow villages is prospected under the background of the new urbanization. In the governance measures of hollow villages, the author focuses on the background of the new urbanization proposed by the country, innovatively integrates the national Internet strategy, combines the governance of rural hollow villages with the development strategy of the Internet, and uses the Internet online education. E-commerce in rural areas, agricultural Internet of things as an important fulcrum, in-depth analysis of the relationship between them, and finally concluded that the development of the country's Internet strategy can help solve the hollowing out of rural areas. In the final analysis, the hollowing out of the countryside is the result of the dual structure of urban and rural areas. In the long run, the problem of hollow villages should be solved fundamentally, or the goal of equalization of urban and rural public services should be achieved.
