【摘要】：近年來,隨著改革開放與市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,電子商務(wù)在日常生活中得到快速發(fā)展與應(yīng)用,使得我國(guó)目前的電子商務(wù)發(fā)展環(huán)境愈發(fā)完善與成熟。與此同時(shí),農(nóng)業(yè)產(chǎn)業(yè)領(lǐng)域也處于不斷的變化之中,隨著世界互聯(lián)網(wǎng)科技以及市場(chǎng)經(jīng)濟(jì)的競(jìng)爭(zhēng)越來越大,電子商務(wù)對(duì)于農(nóng)業(yè)發(fā)展的作用日益凸顯。如果將電子商務(wù)合理、高效的運(yùn)用于農(nóng)業(yè)當(dāng)中,對(duì)于我國(guó)建設(shè)現(xiàn)代化農(nóng)業(yè)、新型農(nóng)業(yè)等有著巨大的積極影響。翠屏區(qū)目前的農(nóng)業(yè)發(fā)展存在著農(nóng)業(yè)發(fā)展方式落后、資源得不到合理利用等問題,在目前這種情況下,構(gòu)建翠屏區(qū)農(nóng)業(yè)電子商務(wù)體系對(duì)于翠屏區(qū)現(xiàn)代化農(nóng)業(yè)、農(nóng)村經(jīng)濟(jì)的發(fā)展有著重大意義。本文以翠屏區(qū)農(nóng)業(yè)電子商務(wù)體系構(gòu)建為研究?jī)?nèi)容,參考國(guó)內(nèi)外及翠屏區(qū)農(nóng)業(yè)電子商務(wù)體系構(gòu)建方面的文獻(xiàn)與數(shù)據(jù),利用文獻(xiàn)分析法、實(shí)地調(diào)研法梳理了翠屏區(qū)農(nóng)業(yè)發(fā)展現(xiàn)狀,從人才團(tuán)隊(duì)、政策扶持引導(dǎo)、信息基礎(chǔ)設(shè)施建設(shè)、電商平臺(tái)、物流體系這五個(gè)要素入手,對(duì)翠屏區(qū)農(nóng)業(yè)電子商務(wù)現(xiàn)狀以及存在的問題進(jìn)行了分析。通過對(duì)日本、美國(guó)、宜賓市電商產(chǎn)業(yè)園的實(shí)證研究,借鑒其成功經(jīng)驗(yàn),結(jié)合翠屏區(qū)農(nóng)業(yè)電子商務(wù)發(fā)展存在的實(shí)際問題,構(gòu)建了翠屏區(qū)農(nóng)業(yè)電子商務(wù)體系并且建立了以政府為主導(dǎo)、社會(huì)大眾積極參與的監(jiān)督方案。翠屏區(qū)農(nóng)業(yè)電子商務(wù)體系的構(gòu)建必須在政府的指引下進(jìn)行,成立專門的農(nóng)業(yè)電子商務(wù)相關(guān)部門,完善相關(guān)法律法規(guī);吸收大量?jī)?yōu)秀人才,為翠屏區(qū)農(nóng)業(yè)電子商務(wù)的發(fā)展儲(chǔ)備專業(yè)人才,培養(yǎng)出具有新理念、掌握新技能的現(xiàn)代農(nóng)民;政府加大對(duì)農(nóng)村信息基礎(chǔ)設(shè)施的財(cái)政投入,同時(shí)鼓勵(lì)社會(huì)大眾共同參與農(nóng)村信息基礎(chǔ)設(shè)施建設(shè);強(qiáng)化電商平臺(tái)建設(shè)、完善物流體系。最后,通過上述研究,根據(jù)翠屏區(qū)農(nóng)業(yè)經(jīng)濟(jì)發(fā)展水平的實(shí)際情況,提出了適合翠屏區(qū)農(nóng)業(yè)電子商務(wù)發(fā)展的“農(nóng)戶+農(nóng)民協(xié)會(huì)或農(nóng)村合作社+自建電商平臺(tái)或第三方電商平臺(tái)+涉農(nóng)企業(yè)” B2I2F模式。
[Abstract]:In recent years, with the continuous development of reform and opening up and market economy, e-commerce has been rapidly developed and applied in daily life, which makes the development environment of E-commerce in our country more perfect and mature. At the same time, the field of agricultural industry is also in constant change. With the increasing competition of Internet technology and market economy, the role of electronic commerce in agricultural development is becoming increasingly prominent. If the electronic commerce is used in agriculture reasonably and efficiently, it will have a great positive influence on the construction of modern agriculture and new agriculture in our country. The current agricultural development of Cuiping District has some problems, such as the backward way of agricultural development, the lack of rational utilization of resources, and so on. Under such circumstances, the construction of agricultural electronic commerce system in Cuiping district is of great importance to the modernization of agriculture in Cuiping District. The development of rural economy has great significance. This paper takes the construction of agricultural electronic commerce system in Cuiping District as the research content, referring to the literature and data on the construction of agricultural electronic commerce system in Cuiping District, and combing the current situation of agricultural development in Cuiping District by using the method of literature analysis and field investigation. This paper analyzes the current situation and existing problems of agricultural e-commerce in Cuiping District from the five elements of talent team, policy support and guidance, information infrastructure construction, e-commerce platform and logistics system. Through the empirical study on the E-commerce Industrial Park of Japan, the United States and Yibin City, and using its successful experience for reference, combining with the practical problems in the development of agricultural e-commerce in Cuiping District, The system of agricultural e-commerce in Cuiping District is constructed and the supervision program is established, which is led by the government and actively participated by the public. The construction of agricultural electronic commerce system in Cuiping district must be carried out under the guidance of the government, set up specialized agricultural electronic commerce related departments, perfect the relevant laws and regulations, absorb a large number of outstanding talents, To reserve professional talents for the development of agricultural e-commerce in Cuiping District, to cultivate modern farmers with new ideas and new skills, and to increase government financial investment in rural information infrastructure, At the same time, encourage the public to participate in rural information infrastructure construction, strengthen the construction of e-commerce platform, improve the logistics system. Finally, through the above study, according to the actual situation of the level of agricultural economic development in Cuiping District, This paper puts forward the B2I2F model which is suitable for the development of agricultural electronic commerce in Cuiping district.
