【摘要】：“互聯(lián)網(wǎng)+”大背景下國際貿易繁榮發(fā)展,伴隨“一帶一路”戰(zhàn)略提出,跨境電商服務需求進一步擴大,跨境電商已經(jīng)成為了新的貿易連接平臺,跨境電商行業(yè)的競爭實質上是國際物流服務能力水平的競爭。本文旨在通過構建跨境電商環(huán)境下國際物流服務能力評價指標體系和評價模型,對國際物流服務提供商進行評價。論文綜合運用文獻分析法、問卷調查法、數(shù)理統(tǒng)計分析方法和實證分析法等,開展相關研究工作。通過梳理跨境電子商務、保稅物流、物流服務能力等理論,結合對相關文獻資料的整理與綜述,了解了國內對跨境電商環(huán)境下國際物流服務能力研究的相關情況。在此基礎上,開展實地調研,結合國際物流服務能力影響要素及評價指標體系構建的原則、步驟等方面的闡述,分析了影響跨境電商環(huán)境下國際物流服務能力評價的因素,從運輸能力、客戶服務能力、增值服務能力、信息服務能力、配套服務能力以及資源整合能力六個方面,初步建立了跨境電商環(huán)境下國際物流服務能力評價指標體系,采用定性與定量相結合的分析方法,對評價指標體系進行篩選優(yōu)化。然后,在運用層次分析法和熵權法組合賦權方法確定指標權重的基礎上,建立模糊綜合評價模型進行評價研究。最后以金霞跨境電商產(chǎn)業(yè)園為例進行實證分析,以驗證本文建立的評價指標體系和評價模型的合理性,再根據(jù)評價結果和調研中發(fā)現(xiàn)的問題,提出相應的對策建議。評價結果表明金霞跨境電商產(chǎn)業(yè)園國際物流服務能力水平為“一般”。根據(jù)評價結果提出了對策建議來提升園區(qū)國際物流服務水平。結果表明,本文建立的跨境電商環(huán)境下國際物流服務能力評價指標體系一定合理性與實用性,并且評價模型是科學有效的,對跨境電商環(huán)境下國際物流服務能力進行評價研究,不僅可以提升國際物流服務提供商的整體服務水平,還能增強整體競爭力,推動整個行業(yè)優(yōu)化發(fā)展,促進跨境電子商務與國際物流業(yè)協(xié)同發(fā)展。本文研究成果還可以為相關政府部門政策制定提供決策依據(jù)。
[Abstract]:The prosperity and development of international trade under the background of "Internet", with the "Belt and Road" strategy proposed, the demand for cross-border e-commerce services has further expanded, and cross-border e-commerce has become a new trade link platform. The competition of cross-border ecommerce industry is essentially the competition of international logistics service level. The purpose of this paper is to evaluate the international logistics service providers by constructing the evaluation index system and evaluation model of international logistics service capability under the environment of cross-border e-commerce. In this paper, literature analysis, questionnaire survey, mathematical statistical analysis and empirical analysis are used to carry out relevant research work. By combing the theories of cross-border electronic commerce, bonded logistics, logistics service capability and so on, and combining with the relevant literature and materials, this paper studies the domestic and international logistics service capability research in the context of cross-border e-commerce. On the basis of this, the paper carries out field investigation, and analyzes the factors that affect the evaluation of international logistics service capability under the environment of cross-border e-commerce, combining with the elaboration of the influencing factors of international logistics service capacity and the principles and steps of the evaluation index system. From six aspects of transportation capacity, customer service ability, value-added service ability, information service ability, supporting service ability and resource integration ability, the evaluation index system of international logistics service capability under the environment of cross-border e-commerce is established. The qualitative and quantitative analysis method was used to select and optimize the evaluation index system. Then, the fuzzy comprehensive evaluation model is established on the basis of using AHP and entropy weight method to determine the index weight. Finally, taking Jinxia cross-border ecommerce industry park as an example to verify the rationality of the evaluation index system and evaluation model established in this paper, and then according to the evaluation results and the problems found in the investigation, the corresponding countermeasures and suggestions are put forward. The evaluation results show that the international logistics service level of Jinxia cross-border ecommerce industry park is "average". According to the evaluation results, the paper puts forward countermeasures and suggestions to improve the international logistics service level of the park. The results show that the evaluation index system of international logistics service capability established in this paper is reasonable and practical, and the evaluation model is scientific and effective. It can not only enhance the overall service level of international logistics service providers, but also enhance the overall competitiveness, promote the optimization and development of the whole industry, and promote the coordinated development of cross-border e-commerce and international logistics industry. The research results of this paper can also provide the decision basis for the policy-making of relevant government departments.
