【摘要】：隨著國(guó)際金融合作的加深,近年來(lái)關(guān)于區(qū)域金融合作的研究也逐漸增多,涌現(xiàn)了不少有價(jià)值的研究成果。中俄當(dāng)今的金融合作是在美國(guó)“次貸危機(jī)”、“克里米亞危機(jī)”等大背景下展開(kāi)的。中國(guó)和俄羅斯兩國(guó)間的政治、經(jīng)濟(jì)、文化往來(lái)密切,中俄金融合作卻剛剛起步,金融合作水平層次還較低,范圍較窄,規(guī)模較小。為了共建國(guó)際金融新秩序,對(duì)抗美元霸權(quán),中國(guó)與俄羅斯在金融領(lǐng)域的進(jìn)一步合作成為必然,并呈現(xiàn)出新的趨勢(shì)。“一帶一路”是目前中國(guó)最高的國(guó)家級(jí)頂層戰(zhàn)略,該戰(zhàn)略的實(shí)施也需要最大的鄰國(guó)俄羅斯的支持與參與。俄羅斯推出了遠(yuǎn)東開(kāi)發(fā)戰(zhàn)略,并釋放了一系列積極信號(hào)。中國(guó)邊境區(qū)域性銀行積極尋找與俄羅斯合作的機(jī)會(huì),推行對(duì)俄金融合作戰(zhàn)略升級(jí)。2014年俄羅斯成為中國(guó)提議的亞洲基礎(chǔ)設(shè)施投資銀行的初始成員國(guó)之一。本文對(duì)當(dāng)前形勢(shì)下的中俄金融合作進(jìn)行了較為深入的SWOT分析,認(rèn)為在西方對(duì)俄羅斯嚴(yán)厲制裁的條件下,開(kāi)展金融合作也有一些利好因素,中國(guó)不僅要抓住機(jī)遇發(fā)展與俄羅斯的金融合作,不斷進(jìn)行金融創(chuàng)新和合作升級(jí),重視跨境電商等新興金融需求,更要注意與俄羅斯金融合作過(guò)程中的風(fēng)險(xiǎn),做好風(fēng)險(xiǎn)預(yù)警和防范工作。
[Abstract]:With the deepening of international financial cooperation, the research on regional financial cooperation has gradually increased in recent years, and many valuable research results have emerged. The current financial cooperation between China and Russia is carried out against the background of the subprime mortgage crisis and Crimean crisis in the United States. The political, economic and cultural exchanges between China and Russia are close, but the financial cooperation between China and Russia is just beginning, the level of financial cooperation is still low, the scope is narrow, and the scale is small. In order to build a new international financial order and resist the hegemony of US dollar, the further cooperation between China and Russia in the field of finance becomes inevitable and presents a new trend. "Belt and Road" is China's highest national top level strategy, the implementation of which also requires the support and participation of Russia, the largest neighboring country. Russia launched the far-east development strategy and released a series of positive signals. China's border regional banks are actively looking for opportunities to cooperate with Russia, which became an initial member of China's proposed Asian Infrastructure Investment Bank in 2014. This paper makes a deep SWOT analysis of the financial cooperation between China and Russia under the current situation, and concludes that under the conditions of severe sanctions imposed on Russia by the West, there are also some favorable factors for the development of financial cooperation. China should not only seize the opportunity to develop financial cooperation with Russia, constantly carry out financial innovation and cooperation upgrading, attach importance to cross-border e-commerce and other emerging financial needs, but also pay attention to the risks in the process of financial cooperation with Russia. Do a good job of risk warning and prevention work.
