【摘要】：隨著移動互聯(lián)技術發(fā)展、智能手機快速普及和電子商務的異軍突起,移動支付或?qū)⒊蔀樾乱淮鲗еЦ妒侄?同時也成為需要密切關注的監(jiān)管對象。美國移動支付監(jiān)管以支付效率、創(chuàng)新、安全、獲得為目標,尤其關注支付系統(tǒng)的安全和效率、消費者權益保護、數(shù)據(jù)安全和隱私。美國各類監(jiān)管機構持續(xù)跟蹤移動支付的監(jiān)管新需求,移動支付業(yè)務得到了嚴密監(jiān)管。以美國為借鑒,我國移動支付監(jiān)管應進一步明確監(jiān)管主體職責、完善法律法規(guī)體系、堅持準入與業(yè)務雙重監(jiān)管、強化移動支付行業(yè)自律機制。
[Abstract]:With the development of mobile interconnection technology, the rapid popularity of smart phones and the emergence of e-commerce, mobile payment may become a new generation of dominant means of payment, but also need to pay close attention to the regulatory object. U.S. mobile payment regulation aims at payment efficiency, innovation, security, and access, with particular attention to the security and efficiency of payment systems, consumer protection, data security and privacy. U.S. regulators continue to track new demand for mobile payments, which are tightly regulated. Taking the United States as a reference, the supervision of mobile payment in our country should further clarify the responsibility of the subject of supervision, perfect the system of laws and regulations, insist on the dual supervision of access and business, and strengthen the self-discipline mechanism of mobile payment industry.
