【摘要】：區(qū)域貿(mào)易協(xié)定不斷出現(xiàn)新成果,推動(dòng)著國(guó)際貿(mào)易新規(guī)制的完善。與傳統(tǒng)貿(mào)易規(guī)則相比,國(guó)際貿(mào)易新規(guī)制將投資納入特惠貿(mào)易協(xié)定,對(duì)電子商務(wù)進(jìn)行了規(guī)定,提出貨物貿(mào)易便利化與自由化,以實(shí)現(xiàn)區(qū)域間的供應(yīng)鏈貿(mào)易合作。我國(guó)自貿(mào)區(qū)作為提升我國(guó)對(duì)外開放水平的試點(diǎn),其在投資、金融和貨物管制及便利化等多個(gè)方面都與國(guó)際貿(mào)易新規(guī)制有不小的差距。應(yīng)通過積極借鑒試用國(guó)際貿(mào)易規(guī)則,抓好基本制度建設(shè),積極探索具有中國(guó)特色的貿(mào)易規(guī)則,做好制度銜接,理順自貿(mào)區(qū)政府與省、市政府的職能,確保事中事后監(jiān)管落實(shí)到位,完善各個(gè)自貿(mào)區(qū)試驗(yàn)重點(diǎn),成就不同的開放型經(jīng)濟(jì),從而實(shí)現(xiàn)我國(guó)自貿(mào)區(qū)經(jīng)濟(jì)的順利發(fā)展,提高我國(guó)對(duì)外開放水平。
[Abstract]:The new achievements of regional trade agreements promote the perfection of new regulation of international trade.Compared with the traditional trade rules, the new regulation of international trade brings investment into preferential trade agreement, regulates the electronic commerce, and puts forward the facilitation and liberalization of goods trade in order to realize the interregional trade cooperation in supply chain.As a pilot to improve the level of China's opening to the outside world, China's free trade zone has a large gap with the new regulation of international trade in many aspects, such as investment, financial and goods control and facilitation.We should actively learn from the international trade rules, do a good job in the construction of the basic system, actively explore the trade rules with Chinese characteristics, do a good job of institutional cohesion, and straighten out the functions of the free trade zone government, the province and the municipal government.In order to realize the smooth development of China's free trade zone and improve the level of opening to the outside world, we should ensure the implementation of supervision after the event, perfect the key points of each free trade zone test, and achieve different open economy.
