【摘要】：陜西省洛川縣是陜北蘋果的發(fā)祥地之一,到目前來(lái)看,洛川蘋果已經(jīng)成為陜西省乃至全國(guó)蘋果的代表符號(hào)。自從改革開(kāi)放以來(lái),隨著農(nóng)村土地、資本和勞動(dòng)力三大基本生產(chǎn)要素不斷被市場(chǎng)機(jī)制配置,加之互聯(lián)網(wǎng)電子商務(wù)的迅猛發(fā)展,洛川縣已經(jīng)成為我國(guó)農(nóng)村生態(tài)循環(huán)經(jīng)濟(jì)發(fā)展的典型縮影。本文通過(guò)分析洛川蘋果產(chǎn)業(yè)發(fā)展適宜的自然生態(tài)條件和社會(huì)經(jīng)濟(jì)趨勢(shì),回顧洛川蘋果種植的發(fā)展歷史,綜合評(píng)估洛川蘋果產(chǎn)業(yè)化發(fā)展給農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展與生態(tài)環(huán)境所帶來(lái)的變化,以及所產(chǎn)生的經(jīng)濟(jì)效益和社會(huì)效益,對(duì)比剖析洛川蘋果產(chǎn)業(yè)正在或者將要面臨的制約因素、瓶頸障礙,通過(guò)查詢以一些資料和當(dāng)?shù)卣奈募c一系列數(shù)據(jù)分析提出了洛川蘋果必須從轉(zhuǎn)變農(nóng)業(yè)經(jīng)營(yíng)方式,提升從事蘋果產(chǎn)業(yè)的相關(guān)人員對(duì)于這方面產(chǎn)業(yè)的相關(guān)知識(shí),加強(qiáng)科技手段、完善相關(guān)產(chǎn)業(yè)在整個(gè)社會(huì)當(dāng)中的服務(wù)體系、進(jìn)一步發(fā)展電子現(xiàn)代物流、增強(qiáng)產(chǎn)業(yè)抵御風(fēng)險(xiǎn)能力等方面入手,發(fā)揮好政府在職能轉(zhuǎn)變中的積極作用以及市場(chǎng)在資源配置中的決定作用,逐漸形成政府與市場(chǎng)“雙有效”的驅(qū)動(dòng)機(jī)制,促使洛川蘋果走上更為高端的商品化、產(chǎn)業(yè)化、集約化道路以及促進(jìn)當(dāng)?shù)剞r(nóng)村經(jīng)濟(jì)進(jìn)一步地發(fā)展。
[Abstract]:Luochuan County in Shaanxi Province is one of the birthplaces of apples in Northern Shaanxi. So far, Luochuan apple has become the representative symbol of apples in Shaanxi Province and even all over the country. Since the reform and opening up, along with the rural land. Capital and labor force three basic factors of production are constantly allocated by the market mechanism, coupled with the rapid development of Internet e-commerce. Luochuan County has become a typical epitome of the development of rural ecological circular economy in China. This paper reviews the development history of apple planting in Luochuan by analyzing the suitable natural ecological conditions and social and economic trends for the development of apple industry in Luochuan. The changes brought about by the industrialization of apple in Luochuan on the rural economic and social development and ecological environment, as well as the economic and social benefits brought about by the development of apple industrialization in Luochuan were comprehensively evaluated. Comparative analysis of the apple industry in Luochuan is or will be faced with the constraints, bottlenecks. Through the inquiry with some information and local government documents and a series of data analysis proposed that Luochuan apple must change the mode of agricultural management to enhance the relevant personnel engaged in apple industry related knowledge of this industry. Strengthen the means of science and technology, improve the service system of related industries in the whole society, further develop electronic modern logistics, enhance the ability of industry to resist risks and so on. Giving full play to the positive role of the government in the transformation of functions and the decisive role of the market in the allocation of resources, the driving mechanism of "double effective" between the government and the market is gradually formed, which urges the apple of Luochuan to move to a more high-end commercialization. Industrialization, intensive road and promote the further development of local rural economy.
