濟(jì)南城市產(chǎn)業(yè)空間結(jié)構(gòu)演變與優(yōu)化研究

【摘要】：隨著中國(guó)城鎮(zhèn)化的迅速發(fā)展,城市產(chǎn)業(yè)處于不斷轉(zhuǎn)型與升級(jí),產(chǎn)業(yè)空間結(jié)構(gòu)演變也愈發(fā)劇烈。與此同時(shí),國(guó)家提出的新型城鎮(zhèn)化與轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式也要求加快城市產(chǎn)業(yè)空間結(jié)構(gòu)的重組與優(yōu)化。把握準(zhǔn)城市產(chǎn)業(yè)空間結(jié)構(gòu)演變的特征與規(guī)律,對(duì)優(yōu)化城市空間結(jié)構(gòu)有著重要的作用。濟(jì)南市作為山東省省會(huì),自上世紀(jì)90年代,針對(duì)產(chǎn)業(yè)發(fā)展提出了“騰籠換業(yè)”,現(xiàn)已取得了初步成效,但在產(chǎn)業(yè)發(fā)展的道路上仍存在著諸多問(wèn)題。因此本文以濟(jì)南城區(qū)為研究對(duì)象,運(yùn)用理論分析與實(shí)證研究相結(jié)合的綜合方法,深入探討了2004-2014年間濟(jì)南城市產(chǎn)業(yè)空間結(jié)構(gòu)的演變過(guò)程、影響因素、效應(yīng)以及主要問(wèn)題,最后針對(duì)濟(jì)南城市產(chǎn)業(yè)空間結(jié)構(gòu)演變存在的問(wèn)題,提出今后濟(jì)南產(chǎn)業(yè)發(fā)展的優(yōu)化對(duì)策。論文主要結(jié)論如下:(1)濟(jì)南城市產(chǎn)業(yè)結(jié)構(gòu)不斷優(yōu)化且符合產(chǎn)業(yè)高級(jí)化規(guī)律。2014年濟(jì)南城區(qū)三次產(chǎn)業(yè)結(jié)構(gòu)演變?yōu)?.19:30.57:67.24,已經(jīng)形成了明顯的“三二一”產(chǎn)業(yè)結(jié)構(gòu)特征,產(chǎn)業(yè)結(jié)構(gòu)演變符合產(chǎn)業(yè)高級(jí)化規(guī)律。從業(yè)人員方面,第一產(chǎn)業(yè)從業(yè)人員比重大幅度減少,第三產(chǎn)業(yè)從業(yè)人員呈現(xiàn)出迅速增長(zhǎng)趨勢(shì),從業(yè)人員的演變同樣符合配第克拉克提出的就業(yè)結(jié)構(gòu)演進(jìn)規(guī)律。(2)濟(jì)南城市產(chǎn)業(yè)用地結(jié)構(gòu)和產(chǎn)業(yè)空間布局演變較為強(qiáng)烈。產(chǎn)業(yè)用地結(jié)構(gòu)中第二產(chǎn)業(yè)用地呈現(xiàn)出先快速增長(zhǎng)后緩慢增長(zhǎng)態(tài)勢(shì),且增加的工業(yè)用地主要集中在濟(jì)南中心城區(qū)的邊緣區(qū)或郊區(qū);第三產(chǎn)業(yè)用地則始終呈現(xiàn)出穩(wěn)定增長(zhǎng)趨勢(shì)。第二產(chǎn)業(yè)空間布局演變表現(xiàn)為由城市核心區(qū)向城市外圍區(qū)不斷轉(zhuǎn)移擴(kuò)散,工業(yè)中心已由原來(lái)的歷下區(qū)轉(zhuǎn)移到現(xiàn)在的章丘區(qū),形成了以經(jīng)十路為軸線的產(chǎn)業(yè)帶。第三產(chǎn)業(yè)空間布局演變表現(xiàn)為由單核心模式轉(zhuǎn)變?yōu)槎嗪诵哪Ｊ桨l(fā)展,具體表現(xiàn)為在城市中心區(qū)域呈現(xiàn)出中心極化的現(xiàn)象,在長(zhǎng)清區(qū)和高新區(qū)出現(xiàn)了兩個(gè)次級(jí)中心,但仍處于初期形成階段。(3)濟(jì)南城區(qū)內(nèi)的商業(yè)圈空間布局演變過(guò)程較為復(fù)雜,經(jīng)歷了由“一核獨(dú)大”到現(xiàn)在的多核心式發(fā)展。以城市典型功能區(qū)中的商業(yè)區(qū)為研究對(duì)象,分析了1949-至今濟(jì)南城區(qū)商業(yè)圈的演變過(guò)程,將濟(jì)南城區(qū)內(nèi)的商業(yè)圈的演變歷程分為傳統(tǒng)商業(yè)期和現(xiàn)代商業(yè)期。目前,濟(jì)南城區(qū)內(nèi)商業(yè)區(qū)在空間布局上呈現(xiàn)出多核心商圈分布,其中,泉城路商業(yè)圈始終是最核心的商業(yè)集聚區(qū)。此外,濟(jì)南城區(qū)內(nèi)的中央商務(wù)區(qū)(CBD)也發(fā)生了變化,由原來(lái)的以大觀園為主演變到現(xiàn)在的濟(jì)南東部新城,新中央商務(wù)區(qū)正處于蓬勃發(fā)展階段。(4)濟(jì)南城市產(chǎn)業(yè)空間結(jié)構(gòu)演變過(guò)程對(duì)濟(jì)南城市發(fā)展產(chǎn)生了正負(fù)兩種效應(yīng),且演變影響因素較多。正向效應(yīng)主要表現(xiàn)為促進(jìn)濟(jì)南城市經(jīng)濟(jì)增長(zhǎng)、推進(jìn)濟(jì)南人口城鎮(zhèn)化發(fā)展等六大方面。負(fù)向效應(yīng)主要體現(xiàn)在環(huán)境污染不斷向外圍擴(kuò)張、城市邊界的無(wú)序擴(kuò)張以及城市交通擁堵嚴(yán)重。其演變的影響因素主要包括自然條件、區(qū)位條件、交通條件、政府政策和區(qū)域開(kāi)發(fā)戰(zhàn)略。與此同時(shí),濟(jì)南產(chǎn)業(yè)空間結(jié)構(gòu)演變過(guò)程中也存在著諸多問(wèn)題,因此需要多措并舉優(yōu)化產(chǎn)業(yè)空間布局,如完善產(chǎn)業(yè)政策法規(guī)、實(shí)施產(chǎn)業(yè)集群、加強(qiáng)產(chǎn)業(yè)規(guī)劃布局以及建立創(chuàng)新投入體系等方面進(jìn)行優(yōu)化。
[Abstract]:With the rapid development of China's urbanization, the urban industry is changing and upgrading, and the evolution of the industrial structure has become more and more severe. At the same time, the new type of urbanization and the transformation of the economic development of the country also demands to accelerate the restructuring and optimization of the urban industrial space structure. It is important to grasp the characteristics and laws of the spatial structure of the quasi-urban industrial structure, and have an important role in the optimization of the urban spatial structure. As the capital of Shandong Province, Jinan, as the capital of Shandong Province, has put forward the "the change of the construction of the tenge" for the development of the industry since the 1990s, and has achieved some preliminary results, but there are still many problems in the road of industrial development. Therefore, this paper, taking the city of Jinan as the research object, using the combination of the theory analysis and the empirical research, discusses the evolution process, the influence factors, the effect and the main problems of the urban industrial structure in Jinan in the period 2004-2014. Finally, aiming at the problems existing in the development of the urban industrial structure in Jinan, the paper puts forward the optimization strategy of the development of Jinan's industrial structure in the future. The main conclusions are as follows: (1) The industrial structure of Jinan city is continuously optimized and the industry is advanced. In 2014, the three-time industrial structure of Jinan urban area has been changed to 2.19: 30.57: 67.24, and the obvious "San Eryi" industry structure is formed, and the evolution of the industrial structure is in accordance with the industrial advanced law. In the field of employment, the proportion of workers in the first industry is greatly reduced, and the third-industry practitioners are showing a rapid growth trend, and the evolution of the practitioners is also in line with the evolution of the employment structure proposed by the second clark. (2) The development of the urban industrial land structure and the industrial space layout of Jinan is very strong. The second industrial land in the industrial land structure shows a slow growth after the rapid growth, and the increased industrial land is mainly concentrated in the marginal area or the suburb of the central urban area of Jinan; and the land use of the tertiary industry always shows a steady increase trend. The evolution of the second industrial space layout is the constant transfer of diffusion from the urban core area to the urban peripheral area, and the industrial center has been transferred from the original calendar area to the present Zhangqiu area, forming an industrial belt through the ten-way axis. The evolution of the spatial layout of the tertiary industry is the development of the multi-core mode from the one-core mode, which is embodied as the phenomenon of central polarization in the central region of the city, and two sub-centers in the long-and high-tech zones, but are still in the early stage of formation. (3) The evolution of the spatial layout of the commercial circle in the urban area of Jinan is more complex, and has experienced the multi-core development from the "a single core" to the present. Taking the commercial district in the typical functional area of the city as the research object, the evolution process of the commercial circle in the city of Jinan from 1949 to now is analyzed, and the evolution of the business circle in the city of Jinan is divided into the traditional commercial period and the modern commercial period. At present, the commercial district of Jinan urban area presents a multi-core business circle distribution in the space layout, in which the business circle of the Spring City is always the most core business gathering area. In addition, the central business district (CBD) in the city of Jinan also changed, from the original in the Grand View Park to the present Jinan East New Town, the new CBD is in the vigorous development stage. (4) The evolution of the urban spatial structure of Jinan has both positive and negative effects on the development of Jinan city, and the influence factor is more. The positive effect is mainly to promote the economic growth of Jinan city and promote the development of the population and urbanization of Jinan. The negative effect is mainly reflected in the continuous expansion of the environmental pollution, the disorderly expansion of the urban boundary and the serious traffic congestion in the city. The influencing factors of their evolution mainly include natural conditions, location conditions, traffic conditions, government policies and regional development strategies. At the same time, there are many problems in the process of the development of the spatial structure of Jinan, so it is necessary to optimize the industrial layout of the industry, such as improving the industrial policies and regulations, implementing the industrial cluster, strengthening the layout of the industrial planning and the establishment of an innovative investment system.
