【摘要】：湖南邵東縣是我國(guó)民營(yíng)經(jīng)濟(jì)的發(fā)源地之一,也是湖南省第一個(gè)民營(yíng)經(jīng)濟(jì)改革與發(fā)展實(shí)驗(yàn)區(qū)。經(jīng)過(guò)改革開(kāi)放三十多年的發(fā)展調(diào)整,邵東已經(jīng)形成了以打火機(jī)、小五金、皮具箱包、藥材為主的特色產(chǎn)業(yè)集群發(fā)展。這些集群發(fā)展的特色產(chǎn)業(yè)年產(chǎn)值均在10億元以上,而且是吸收了大量農(nóng)村富余勞動(dòng)力和城鎮(zhèn)下崗困難職工的勞動(dòng)密集型產(chǎn)業(yè)。特色產(chǎn)業(yè)集群發(fā)展給當(dāng)?shù)亟?jīng)濟(jì)增長(zhǎng),就業(yè)擴(kuò)大、農(nóng)民收入增加帶來(lái)了非常重要的影響。在當(dāng)前大力開(kāi)展精準(zhǔn)扶貧的背景下,邵東當(dāng)?shù)厝绾瓮ㄟ^(guò)促進(jìn)特色產(chǎn)業(yè)集群發(fā)展帶動(dòng)縣域經(jīng)濟(jì)增長(zhǎng),進(jìn)一步帶動(dòng)本縣乃至周邊地區(qū)縣市貧困人口實(shí)現(xiàn)全面脫貧致富,是值得我們深入研究的一個(gè)重大現(xiàn)實(shí)問(wèn)題。本文以湖南邵東特色產(chǎn)業(yè)集群為研究對(duì)象,從產(chǎn)業(yè)集群的角度研究縣域經(jīng)濟(jì)發(fā)展的一般規(guī)律,探索通過(guò)產(chǎn)業(yè)政策和扶貧政策的協(xié)同,一方面通過(guò)政策引導(dǎo)特色產(chǎn)業(yè)集群帶領(lǐng)特困群眾脫貧致富,另一方面通過(guò)搭建信息平臺(tái)實(shí)現(xiàn)兩方資源對(duì)接,幫助特困群眾實(shí)現(xiàn)自身資源的開(kāi)發(fā)利用促進(jìn)特色產(chǎn)業(yè)集群效應(yīng)擴(kuò)大、附加值有效增加。最終,論文提出了在精準(zhǔn)扶貧政策背景之下,邵東構(gòu)建創(chuàng)新型產(chǎn)業(yè)集群的對(duì)策:一是加強(qiáng)產(chǎn)業(yè)政策與扶貧政策的協(xié)調(diào);二是搭建產(chǎn)業(yè)發(fā)展信息平臺(tái)對(duì)接精準(zhǔn)扶貧對(duì)象;三是通過(guò)政府牽頭建立多元主體協(xié)調(diào)機(jī)制;四是加大對(duì)特色產(chǎn)業(yè)集群發(fā)展的動(dòng)態(tài)監(jiān)控;五是注重引導(dǎo)和扶持特色產(chǎn)業(yè)集群的龍頭企業(yè)。通過(guò)本文對(duì)邵東特色產(chǎn)業(yè)集群發(fā)展的研究,可為我國(guó)內(nèi)陸地區(qū)發(fā)展特色產(chǎn)業(yè)集群、壯大縣域經(jīng)濟(jì)實(shí)力、實(shí)施精準(zhǔn)扶貧提供一些積極的經(jīng)驗(yàn)借鑒意義。
[Abstract]:Shaodong County, Hunan Province, is one of the birthplaces of China's private economy and the first experimental area for the reform and development of private economy in Hunan Province. After more than 30 years of reform and opening-up, Shaodong has formed a special industrial cluster with lighters, hardware, leather bags and medicinal materials. The annual output value of these clusters is more than 1 billion yuan, and it is a labor-intensive industry which absorbs a large amount of rural surplus labor force and urban laid-off workers. The development of characteristic industrial cluster has brought very important influence to local economic growth, employment expansion and farmers' income increase. Under the background of vigorously carrying out accurate poverty alleviation at present, how to promote the growth of county economy by promoting the development of characteristic industrial clusters in Shaodong and how to further promote the poverty-stricken population of this county and even the surrounding counties and cities to achieve all-round poverty alleviation and become rich? It is a major practical problem worthy of our in-depth study. This article takes Hunan Shaodong characteristic industrial cluster as the research object, studies the general law of the county economic development from the angle of the industrial cluster, and explores the synergy between the industrial policy and the pro-poor policy. On the one hand, through policies to guide the special industrial clusters to lead the poor out of poverty to become rich, on the other hand, by building an information platform to achieve the docking of resources between the two sides, to help the special poor people to realize the development and utilization of their own resources, and to promote the expansion of the effects of the The added value will be increased effectively. Finally, the paper puts forward the countermeasures of building innovative industrial cluster under the background of targeted pro-poor policy: first, to strengthen the coordination between industrial policy and pro-poor policy; second, to set up an information platform for industrial development to connect with the target of accurate poverty alleviation; The third is to establish the multi-subject coordination mechanism through the government; the fourth is to strengthen the dynamic monitoring of the development of the characteristic industrial cluster; the fifth is to pay attention to guiding and supporting the leading enterprises of the characteristic industrial cluster. Through the research on the development of Shaodong characteristic industrial cluster, this paper can provide some positive experience significance for the inland area of our country to develop the characteristic industrial cluster, to strengthen the county economic strength, and to carry out the precision poverty alleviation.
