【摘要】：隨著經(jīng)濟的增長與生活水平的提升,居民更加關(guān)注環(huán)境質(zhì)量,北京作為我國的政治、經(jīng)濟、文化中心,其環(huán)境問題日益引起社會的廣泛關(guān)注,同時國家在大力推進京津冀地區(qū)協(xié)同發(fā)展,生態(tài)環(huán)境一體化是重要組成部分,環(huán)境問題愈發(fā)呈現(xiàn)區(qū)域性特征,因此研究京津冀地區(qū)環(huán)保產(chǎn)業(yè)的融資問題具有重要意義。盡管京津冀三地已經(jīng)開展了生態(tài)環(huán)境相關(guān)合作,并取得了一些成效,但仍然存在諸多問題。環(huán)保產(chǎn)業(yè)具有公共物品與外部性的特點,政府財政支持尤為重要,但是環(huán)境治理項目的投資成本較高,政府預(yù)算有限,如何吸引更多資金投入到環(huán)保項目是關(guān)鍵。京津冀地區(qū)的環(huán)保企業(yè)大都規(guī)模較小,可用于貸款抵押的資產(chǎn)較少,存在融資難的問題。政府部門應(yīng)當制定相應(yīng)的政策鼓勵金融機構(gòu)為環(huán)保企業(yè)提供融資服務(wù),同時鼓勵創(chuàng)新融資方式,吸引更多的民間資本甚至國際資本介入京津冀地區(qū)的環(huán)保項目。本文首先運用文獻綜述法陳述了國內(nèi)外有關(guān)環(huán)保產(chǎn)業(yè)以及環(huán)保產(chǎn)業(yè)融資的相關(guān)研究,論述環(huán)保產(chǎn)業(yè)融資的相關(guān)概念,接著運用實證的方法分析了京津冀三地的環(huán)保產(chǎn)業(yè)的融資現(xiàn)狀及困境,借鑒美國環(huán)保產(chǎn)業(yè)的融資經(jīng)驗,提出京津冀地區(qū)環(huán)保產(chǎn)業(yè)的融資對策。
[Abstract]:With the growth of economy and the improvement of living standard, residents pay more attention to environmental quality. As the political, economic and cultural center of China, Beijing's environmental problems have been paid more and more attention to by the society. At the same time, the state is vigorously promoting the coordinated development of Beijing-Tianjin-Hebei region, eco-environmental integration is an important part, environmental problems are more and more regional characteristics, so it is of great significance to study the financing of environmental protection industry in Beijing-Tianjin-Hebei region. Although Beijing, Tianjin and Hebei have carried out eco-environmental cooperation and achieved some results, there are still many problems. Environmental protection industry has the characteristics of public goods and externalities, government financial support is particularly important, but the investment cost of environmental governance projects is high, the government budget is limited, how to attract more funds into environmental protection projects is the key. Most of the environmental protection enterprises in Beijing-Tianjin-Hebei region are small in scale and have fewer assets to be used as collateral for loans, so there is a difficult problem of financing. Government departments should formulate appropriate policies to encourage financial institutions to provide financing services for environmental protection enterprises and encourage innovative financing methods to attract more private capital and even international capital to participate in environmental protection projects in Beijing-Tianjin-Hebei region. First of all, this paper describes the related research on environmental protection industry and environmental protection industry financing at home and abroad, and discusses the related concepts of environmental protection industry financing by means of literature summary method. Then the paper analyzes the financing situation and predicament of environmental protection industry in Beijing-Tianjin-Hebei region by empirical method, and puts forward the financing countermeasures of environmental protection industry in Beijing-Tianjin-Hebei region by drawing lessons from the financing experience of environmental protection industry in the United States.
