【摘要】：電力行業(yè)是關(guān)系國(guó)計(jì)民生的重要行業(yè),面臨中國(guó)第十三個(gè)五年計(jì)劃時(shí)期的全面到來(lái),如何在產(chǎn)業(yè)政策和地區(qū)產(chǎn)業(yè)發(fā)展規(guī)劃的指引下合理健康快速的發(fā)展是每一個(gè)電力行業(yè)從業(yè)人員應(yīng)該思考的問(wèn)題。山東省是我國(guó)重要的人口大省、經(jīng)濟(jì)大省和資源大省,尤其是近幾年來(lái),山東省GDP以較快速度增長(zhǎng),勢(shì)頭良好。自華潤(rùn)集團(tuán)2008年與山東省簽署戰(zhàn)略合作協(xié)議后,集團(tuán)所在各利潤(rùn)板塊的投資正在積極穩(wěn)步推進(jìn)。其中,電力板塊作為產(chǎn)業(yè)發(fā)展的重點(diǎn),地位舉足輕重。本文通過(guò)華潤(rùn)電力在山東發(fā)展的脈絡(luò)梳理,回顧山東省“十三五”國(guó)民經(jīng)濟(jì)社會(huì)發(fā)展綱要中對(duì)能源行業(yè)的主要要求及發(fā)展情況,深入分析了華潤(rùn)電力在山東業(yè)務(wù)區(qū)域內(nèi)的發(fā)展現(xiàn)狀及管理模式,通過(guò)分析產(chǎn)業(yè)發(fā)展的環(huán)境條件,剖析重點(diǎn)項(xiàng)目的內(nèi)外部環(huán)境,提出華潤(rùn)電力在山東產(chǎn)業(yè)發(fā)展未來(lái)的發(fā)展規(guī)劃。在研究上,運(yùn)用美國(guó)哈佛大學(xué)的企業(yè)競(jìng)爭(zhēng)戰(zhàn)略理論專家、著名戰(zhàn)略學(xué)家邁克爾·波特教授的“波特五力”概念,對(duì)華潤(rùn)電力山東區(qū)域進(jìn)行了SWOT分析,得出如下結(jié)論:在山東電力市場(chǎng)國(guó)家能源政策的轉(zhuǎn)變、經(jīng)濟(jì)形勢(shì)的研究、近來(lái)電力市場(chǎng)的發(fā)展?fàn)顩r等,判定較之前幾年,將來(lái)的市場(chǎng)機(jī)會(huì)并不多。但是因?yàn)槿A潤(rùn)電力在山東發(fā)展幾年來(lái),積累了諸如機(jī)組和設(shè)備新、儲(chǔ)備項(xiàng)目點(diǎn)多、資本運(yùn)作能力強(qiáng)大、同行業(yè)中具有先進(jìn)的技術(shù)水平等優(yōu)勢(shì),所以分析得出,未來(lái)一段時(shí)間內(nèi),當(dāng)市場(chǎng)機(jī)會(huì)不多,企業(yè)具有較大優(yōu)勢(shì)時(shí),要采取多樣化戰(zhàn)略。由此得出華潤(rùn)電力“十三五”期間在山東發(fā)展對(duì)策及建議,以達(dá)到基業(yè)長(zhǎng)青的目的:創(chuàng)新商業(yè)模式;全力貫徹落實(shí)大區(qū)管控模式;成立區(qū)域售電公司;組織能力建設(shè);承擔(dān)企業(yè)落實(shí)責(zé)任。
[Abstract]:The electric power industry is an important industry that has a bearing on the national economy and people's livelihood, facing the comprehensive arrival of the 13th five-year Plan period in China. How to develop reasonably, healthily and rapidly under the guidance of industrial policy and regional industrial development plan is the question that every power industry practitioner should think about. Shandong Province is an important province of population, economy and resources in our country. Especially in recent years, the GDP of Shandong Province has increased rapidly and has a good momentum. Since 2008, China Resources Group signed a strategic cooperation agreement with Shandong Province, the Group's profit sector investment is actively and steadily advancing. Among them, the electric power plate as the industry development focal point, the position is decisive. This paper reviews the main requirements and development of energy industry in the outline of national economic and social development in Shandong Province during the 13th five-year Plan by combing the development of China Resources Electric Power in Shandong Province. The present situation and management mode of China Resources Electric Power in Shandong business area are analyzed deeply. By analyzing the environmental conditions of industrial development and the internal and external environment of key projects, the future development plan of China Resources Electric Power in Shandong Province is put forward. In the research, using the concept of "five powers" by Professor Michael Porter, a famous strategist and an expert in the theory of enterprise competitive strategy at Harvard University in the United States, this paper makes a SWOT analysis of the Shandong region of China Resources Electric Power. The conclusions are as follows: in Shandong power market, the transformation of national energy policy, the study of economic situation, the recent development of electricity market, and so on, the market opportunities in the future are not many compared with those in the previous few years. However, since the development of China Resources Power in Shandong over the past few years has accumulated advantages such as new units and equipment, a large number of reserve projects, a strong capital operation capacity, and an advanced level of technology in the same industry, the analysis shows that in the future, in a period of time, When the market opportunity is not many, the enterprise has the bigger advantage, should adopt the diversification strategy. Therefore, the countermeasures and suggestions for the development of China Resources Electric Power in Shandong Province during the 13th five-year Plan period are drawn in order to achieve the purpose of sustainable development of the base industry: innovation of business model; full implementation of regional control and control mode; establishment of regional power sales companies; organizational capacity-building; Take responsibility for the implementation of the enterprise.
