【摘要】：我國(guó)煤電產(chǎn)業(yè)鏈之間的矛盾自上世紀(jì)一直持續(xù)至今,而解決其間的問(wèn)題更是需要時(shí)間和一系列的改革與措施。煤炭產(chǎn)業(yè)交易機(jī)制、規(guī)則的發(fā)展與優(yōu)化、電力產(chǎn)業(yè)自身的改革與發(fā)展等等,都關(guān)系著煤電產(chǎn)業(yè)鏈未來(lái)的發(fā)展情況,其對(duì)于社會(huì)的穩(wěn)定、經(jīng)濟(jì)的發(fā)展、環(huán)境的保護(hù)和資源的節(jié)約都有重要的貢獻(xiàn)。本文首先針對(duì)我國(guó)煤電產(chǎn)業(yè)鏈存在的問(wèn)題,在詳細(xì)梳理國(guó)內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,對(duì)中國(guó)煤電產(chǎn)業(yè)鏈的協(xié)調(diào)性進(jìn)行了概念的界定及系統(tǒng)的分析,并構(gòu)建了煤電產(chǎn)業(yè)鏈的影響因素體系,分析了中國(guó)煤電產(chǎn)業(yè)鏈的運(yùn)行現(xiàn)狀及存在的問(wèn)題�；赟tackelberg博弈模型以及SCP的范式分析,對(duì)中國(guó)煤電產(chǎn)業(yè)鏈的協(xié)調(diào)性進(jìn)行了定性分析,更深層次的剖析了目前我國(guó)煤電產(chǎn)業(yè)鏈的現(xiàn)狀特征、矛盾所在以及矛盾背后的原因,以及中國(guó)煤電產(chǎn)業(yè)鏈的影響機(jī)理。分析結(jié)果顯示,在目前的市場(chǎng)結(jié)構(gòu)狀態(tài)下,煤炭電力企業(yè)的行為博弈,往往會(huì)加劇雙方的矛盾,導(dǎo)致市場(chǎng)績(jī)效的下降,只有建立合理的利益分配機(jī)制,并堅(jiān)持長(zhǎng)期的戰(zhàn)略聯(lián)盟合作,才可能使煤電產(chǎn)業(yè)鏈持續(xù)、穩(wěn)定的運(yùn)行;對(duì)中國(guó)煤電產(chǎn)業(yè)鏈的協(xié)調(diào)性進(jìn)行定量分析,根據(jù)影響因素體系的研究及定性分析,構(gòu)建出中國(guó)煤電產(chǎn)業(yè)鏈協(xié)調(diào)性評(píng)價(jià)的指標(biāo)體系,鑒于各個(gè)指標(biāo)并不相互獨(dú)立,本文選取網(wǎng)絡(luò)層次分析法來(lái)確定指標(biāo)權(quán)重,它更能合理地反映出復(fù)雜系統(tǒng)內(nèi)各元素之間的依存關(guān)系,并經(jīng)過(guò)綜合評(píng)價(jià)得出,中國(guó)煤電產(chǎn)業(yè)鏈協(xié)調(diào)性水平一般,發(fā)展力有待進(jìn)一步提高。通過(guò)定性分析及定量分析,并基于煤電產(chǎn)業(yè)鏈具有復(fù)雜系統(tǒng)的特征,從煤電交易、煤電節(jié)能、環(huán)境成本及系統(tǒng)性改革四個(gè)方面,提出促進(jìn)中國(guó)煤電產(chǎn)業(yè)鏈協(xié)調(diào)發(fā)展的優(yōu)化策略,并指出要充分加強(qiáng)其內(nèi)在聯(lián)系和外在聯(lián)系,真正做到協(xié)調(diào)統(tǒng)一以促進(jìn)整個(gè)產(chǎn)業(yè)鏈的協(xié)調(diào)發(fā)展。
[Abstract]:The contradiction between coal and electricity industry chain in China has been going on since last century, and it takes time and a series of reforms and measures to solve the problems. The coal industry trading mechanism, the development and optimization of the rules, the reform and development of the electric power industry itself, etc., are all related to the future development of the coal and power industry chain, which will contribute to the stability of society and the development of the economy. The protection of the environment and the conservation of resources have made important contributions. Firstly, aiming at the problems existing in the coal and electricity industry chain of our country, and combing the relevant literature at home and abroad in detail, this paper defines the concept of the coordination of the coal and electricity industry chain in China and makes a systematic analysis. The influencing factors system of coal power industry chain is constructed, and the operation status and existing problems of coal power industry chain in China are analyzed. Based on the Stackelberg game model and the paradigm analysis of SCP, the coordination of coal and electricity industry chain in China is analyzed qualitatively. And the influence mechanism of coal power industry chain in China. The results show that under the current market structure, the behavior game of coal power enterprises will aggravate the contradiction between the two sides and lead to the decline of market performance. And adhere to the long-term strategic alliance cooperation, it is possible to make the coal and electricity industry chain to continue, stable operation; Based on the quantitative analysis of the coordination of the coal and electricity industry chain in China, according to the research and qualitative analysis of the influencing factors system, the index system of the coordination evaluation of the coal power industry chain in China is constructed. In view of the fact that each index is not independent of each other, This paper selects the analytic hierarchy process (AHP) network to determine the index weight, which can reflect the dependency relationship among the elements in the complex system more reasonably, and through the comprehensive evaluation, it is concluded that the coordination level of the coal and power industry chain in China is general. The development power needs to be further improved. Based on the qualitative analysis and quantitative analysis, and based on the characteristics of coal power industry chain with complex system, this paper puts forward the optimization strategy to promote the coordinated development of coal power industry chain in China from four aspects: coal and electricity trading, coal and electricity energy saving, environmental cost and systematic reform. It is pointed out that the internal and external relations should be fully strengthened, and the coordination and unification should be achieved to promote the coordinated development of the whole industrial chain.
