【摘要】：現(xiàn)代農(nóng)業(yè)示范區(qū)是我國農(nóng)業(yè)規(guī)�；l(fā)展的新形式,是探索區(qū)域農(nóng)業(yè)現(xiàn)代化道路的必然舉措,是推動技術發(fā)展與應用、提升農(nóng)產(chǎn)品競爭力的重要途徑,是突破現(xiàn)有的體制機制、實現(xiàn)城鄉(xiāng)一體化發(fā)展的必然選擇。本文根據(jù)晉中現(xiàn)代農(nóng)業(yè)發(fā)展的現(xiàn)實和國家確立的晉中現(xiàn)代農(nóng)業(yè)示范區(qū)的發(fā)展要求,對晉中市示范區(qū)的基本條件進行了分析,重點研究了晉中市四個縣區(qū)的區(qū)位交通、自然地理和資源條件,同時也分析了晉中市四個縣區(qū)的經(jīng)濟發(fā)展條件,論述其發(fā)展的三大產(chǎn)業(yè)產(chǎn)值、人口狀況和各產(chǎn)業(yè)發(fā)展實際狀況,突出其在特色產(chǎn)業(yè)上的優(yōu)勢,并從物質(zhì)裝備水平、科技推廣水平、經(jīng)營管理水平、支持水平、產(chǎn)出水平及可持續(xù)發(fā)展水平六個維度進行了分析,運用SWOT分析法,通過比較優(yōu)勢與劣勢,機遇與挑戰(zhàn),具體指出了晉中市現(xiàn)代農(nóng)業(yè)示范區(qū)發(fā)展存在的問題,諸如園區(qū)內(nèi)農(nóng)業(yè)規(guī)模擴張有限,農(nóng)產(chǎn)品精深加工能力薄弱,產(chǎn)業(yè)間融合較弱,資金短缺和人才科技缺乏等。立足總體布局,通過分析糧食發(fā)展布局、蔬菜發(fā)展布局、果木發(fā)展布局、休閑觀光產(chǎn)業(yè)發(fā)展布局、農(nóng)產(chǎn)品加工業(yè)及農(nóng)產(chǎn)品物流業(yè)發(fā)展布局相關狀況,說明晉中市現(xiàn)代農(nóng)業(yè)示范區(qū)在面臨困難的同時還有較大發(fā)展空間,最后提出了鼓勵土地承包經(jīng)營權依法合理流轉、培育新型農(nóng)民主體、拓寬融資渠道、發(fā)展特色優(yōu)勢產(chǎn)業(yè)和強化科技水平等發(fā)展對策。
[Abstract]:The modern agricultural demonstration area is a new form of large-scale development of agriculture in China, an inevitable measure to explore the road of regional agricultural modernization, an important way to promote the development and application of technology, and an important way to enhance the competitiveness of agricultural products, as well as a breakthrough in the existing system and mechanism. The inevitable choice to realize the development of urban and rural integration. Based on the reality of modern agricultural development in Jinzhong and the development requirements of Jinzhong modern agricultural demonstration area established by the state, this paper analyzes the basic conditions of Jinzhong city demonstration area, and focuses on the location traffic of four counties and districts in Jinzhong city. At the same time, it analyzes the economic development conditions of four counties and districts in Jinzhong City, discusses the output value of the three major industries, the population situation and the actual conditions of the development of each industry, and highlights its advantages in the characteristic industries. From the material equipment level, the science and technology promotion level, the management level, the support level, the output level and the sustainable development level six dimensions carries on the analysis, through the comparative superiority and the inferiority, the opportunity and the challenge. The problems existing in the development of modern agricultural demonstration area in Jinzhong City are pointed out, such as the limited expansion of agricultural scale in the park, the weak ability of intensive processing of agricultural products, the weak integration between industries, the shortage of funds and the lack of talent and science and technology. Based on the overall layout, through the analysis of the grain development layout, the vegetable development layout, the fruit and wood development layout, the leisure and sightseeing industry development layout, the agricultural product processing industry and the agricultural product logistics development layout related situation, It shows that the modern agricultural demonstration area of Jinzhong city faces difficulties and has great room for development at the same time. Finally, it proposes to encourage the rational circulation of the right of land contract management according to law, to cultivate new farmers' main body, and to widen the financing channels. Develop characteristic advantage industry and strengthen science and technology level to wait for development countermeasure.
