【摘要】：農(nóng)業(yè)科技推廣是指通過政府農(nóng)業(yè)主管部門、農(nóng)業(yè)高等院校、農(nóng)業(yè)科研院所或農(nóng)業(yè)經(jīng)營企業(yè)等推廣機(jī)構(gòu)將最新研究成果、技術(shù),通過試驗、示范、培訓(xùn)、指導(dǎo)以及咨詢服務(wù)等途徑,實現(xiàn)科研人員、農(nóng)業(yè)從業(yè)人員相結(jié)合,將最新技術(shù)成果應(yīng)用于農(nóng)業(yè)生產(chǎn)全過程并能產(chǎn)生一定經(jīng)濟(jì)效益的農(nóng)業(yè)科技普及活動。湖南省是柑橘生產(chǎn)的大省,柑橘產(chǎn)業(yè)在湖南省山丘區(qū)農(nóng)村的經(jīng)濟(jì)發(fā)展中占有很重要的位置,目前,湖南省的柑橘產(chǎn)業(yè)科技推廣模式有很多的不足和缺陷,如柑橘產(chǎn)業(yè)科技推廣觀念陳舊,推廣體制不順,推廣機(jī)制存在不足,技術(shù)成果轉(zhuǎn)化率低,農(nóng)技員及務(wù)農(nóng)人員科技素質(zhì)偏低等問題,產(chǎn)生上述問題的原因是多方面的,如湖南柑橘產(chǎn)業(yè)科技推廣觀念缺乏整體性,推廣體制變遷具有路徑依賴性,推廣機(jī)制難以契合柑橘產(chǎn)業(yè)農(nóng)業(yè)科技技術(shù)成果轉(zhuǎn)化,柑橘產(chǎn)業(yè)科技推廣教育培訓(xùn)乏力,柑橘產(chǎn)業(yè)農(nóng)業(yè)科技推廣資金投入不足等原因。針對以上問題,通過總結(jié)國內(nèi)外農(nóng)業(yè)科技推廣的經(jīng)驗教訓(xùn),回顧建國以來我國農(nóng)業(yè)科技推廣的發(fā)展歷程,總結(jié)以農(nóng)業(yè)高校及農(nóng)業(yè)科研院所為主體的農(nóng)業(yè)推廣途徑的經(jīng)驗對湖南省柑橘產(chǎn)業(yè)農(nóng)業(yè)科技推廣提出相應(yīng)的對策。首先樹立湖南柑橘產(chǎn)業(yè)科技推廣生態(tài)文明理念,公共產(chǎn)品觀念新觀念,其次湖南產(chǎn)據(jù)產(chǎn)業(yè)科技推廣體系管理體制上強(qiáng)化縣級農(nóng)業(yè)行政部門的管理,增強(qiáng)鄉(xiāng)鎮(zhèn)對柑橘產(chǎn)業(yè)科技推廣工作的協(xié)管,第三完善湖南柑橘產(chǎn)業(yè)科技推廣機(jī)制,在科技推廣激勵、考評、保障機(jī)制下工夫,第四加強(qiáng)湖南農(nóng)科教相結(jié)合的科技推廣合力,提高柑橘農(nóng)企及吸納橘農(nóng)科技的能力,提高農(nóng)業(yè)科研單位柑橘科技成果轉(zhuǎn)化率,加大農(nóng)業(yè)院校參與科技推廣力度,最后完善湖南農(nóng)業(yè)科技推廣體系配套工程,加強(qiáng)柑橘農(nóng)業(yè)科技推廣信息化建設(shè)和農(nóng)業(yè)科技推廣體系的法規(guī)政策建設(shè)。
[Abstract]:The extension of agricultural science and technology means that the latest research results, technologies, experiments, demonstrations and training are carried out by government departments in charge of agriculture, agricultural institutions of higher learning, agricultural scientific research institutes or agricultural business enterprises, etc. Through guiding and consulting service, we can combine scientific research personnel and agricultural practitioners, apply the latest technical achievements to the whole process of agricultural production and produce certain economic benefits in the popularization of agricultural science and technology. Hunan Province is a big province of citrus production, citrus industry plays an important role in the rural economic development of Hunan's hilly region. At present, Hunan Province's citrus industry science and technology extension model has many shortcomings and defects. For example, the concept of scientific and technological extension in citrus industry is old, the extension system is not good, the extension mechanism is insufficient, the conversion rate of technical achievements is low, and the scientific and technological quality of agricultural technicians and agricultural workers is on the low side. The reasons for the above problems are various. For example, the concept of scientific and technological extension of citrus industry in Hunan lacks integrity, the transformation of extension system is path-dependent, the extension mechanism is difficult to fit in with the transformation of scientific and technological achievements of citrus industry, and the education and training of scientific and technological extension of citrus industry is weak. Citrus industry agricultural science and technology extension funds insufficient investment and other reasons. In view of the above problems, by summing up the experience and lessons of agricultural science and technology extension at home and abroad, this paper reviews the development of agricultural science and technology extension in China since the founding of the people's Republic of China. This paper summarizes the experience of agricultural extension in agricultural universities and institutes of agricultural scientific research, and puts forward corresponding countermeasures for agricultural scientific and technological extension of citrus industry in Hunan Province. First of all, establish Hunan citrus industry science and technology promotion ecological civilization idea, public product idea new idea, secondly Hunan produce according to industry science and technology extension system management system strengthens the county level agriculture administrative department management, Strengthening the coordination and management of the scientific and technological extension of citrus industry in villages and towns, third, perfecting the scientific and technological extension mechanism of Hunan citrus industry, making efforts to encourage, evaluate, and guarantee the scientific and technological extension mechanism of Hunan's citrus industry, and fourth, strengthening the resultant force of scientific and technological extension in Hunan, which combines agricultural science, technology and education. To improve the ability of citrus farming enterprises and absorb orange farmers' science and technology, to increase the conversion rate of citrus scientific and technological achievements of agricultural scientific research units, to increase agricultural colleges' participation in scientific and technological extension, and finally to perfect the supporting project of Hunan agricultural science and technology extension system. Strengthen the information construction of citrus agricultural science and technology extension and the construction of laws and policies of agricultural science and technology extension system.
