【摘要】：地方政府在高新技術(shù)產(chǎn)業(yè)發(fā)展過程中發(fā)揮著不可替代的作用。本研究從政府具有自利性和公共性的雙重屬性的角度,以理論分析為主,相關(guān)材料為依據(jù),構(gòu)建政府自利性和公共性的分析框架,分析地方政府發(fā)展高新技術(shù)產(chǎn)業(yè)的行為。研究發(fā)現(xiàn):當(dāng)?shù)胤秸岳耘c公共性一致時,地方政府會積極承擔(dān)發(fā)展高新技術(shù)產(chǎn)業(yè)的職責(zé)和功能,而當(dāng)?shù)胤秸岳院凸残韵嚆r,地方政府往往會重視自身利益而忽視公共利益,導(dǎo)致高新技術(shù)產(chǎn)業(yè)發(fā)展的困境。本文也在此基礎(chǔ)上進一步提出地方政府走出相應(yīng)困境的治理措施。
[Abstract]:Local governments play an irreplaceable role in the development of high-tech industries. From the perspective of the dual attributes of self-interest and publicness of government, this study, based on theoretical analysis and related materials, constructs an analytical framework of government self-interest and publicity, and analyzes the behavior of local governments in developing high-tech industries. It is found that when the self-interest of local government is consistent with the public, the local government will take on the responsibility and function of developing high-tech industry actively, but when the self-interest and publicity of local government are contrary to each other, Local governments tend to attach importance to their own interests and ignore the public interests, leading to the plight of the development of high-tech industries. On the basis of this, this paper further puts forward the local government's governance measures to get out of the corresponding predicament.
