【摘要】：文章在綜合借鑒全球各類創(chuàng)新中心提法的基礎(chǔ)上,闡述了產(chǎn)業(yè)科技創(chuàng)新中心的概念和特征,辨析了產(chǎn)業(yè)科技創(chuàng)新中心和科技創(chuàng)新中心的異同,對(duì)美國(guó)硅谷、臺(tái)灣新竹、印度班加羅爾、日本筑波等世界知名產(chǎn)業(yè)科技創(chuàng)新中心的發(fā)展路徑進(jìn)行了歸納,凝練出它們共同的做法和舉措,并通過(guò)梳理這些產(chǎn)業(yè)科技創(chuàng)新中心的建設(shè)經(jīng)驗(yàn),對(duì)江蘇建設(shè)具有全球影響力的產(chǎn)業(yè)科技創(chuàng)新中心進(jìn)行了頂層設(shè)計(jì),著眼于培育新的經(jīng)濟(jì)增長(zhǎng)點(diǎn)和搶占未來(lái)發(fā)展制高點(diǎn)的戰(zhàn)略目標(biāo),系統(tǒng)提出了獲取世界級(jí)科技成果、培育世界級(jí)創(chuàng)新型企業(yè)、打造世界級(jí)科技園區(qū)、集聚世界級(jí)領(lǐng)軍人才四個(gè)戰(zhàn)略路徑,為江蘇突破在全球產(chǎn)業(yè)鏈中的低端技術(shù)鎖定、價(jià)值鎖定和市場(chǎng)鎖定,形成更多國(guó)際產(chǎn)業(yè)先發(fā)引領(lǐng)優(yōu)勢(shì)提供重要的決策支撐。
[Abstract]:On the basis of synthetically drawing lessons from all kinds of innovation centers in the world, this paper expounds the concept and characteristics of industrial science and technology innovation centers, differentiates and analyzes the similarities and differences between industrial science and technology innovation centers and technological innovation centers, and analyzes the differences and similarities between the industrial science and technology innovation centers and the Hsinchu centers in Taiwan. Bangalore, India, Tsukuba, Japan, and other world-renowned industrial science and technology innovation centers have been summed up, condensed out their common practices and initiatives, and through combing the construction experience of these industrial science and technology innovation centers, The top-level design of Jiangsu's industrial scientific and technological innovation center with global influence is carried out, with a view to fostering new economic growth points and the strategic goal of seizing the commanding heights of future development, the paper systematically proposes to obtain world-class scientific and technological achievements. Cultivate world-class innovative enterprises, build world-class science and technology parks, gather world-class leaders in the four strategic paths, for Jiangsu to break through the low-end technology locking, value locking and market locking in the global industrial chain. The formation of more international industry first-hand leading advantages to provide important decision-making support.
