【摘要】：本文利用廣東省21個(gè)地級(jí)市2003-2013年的面板數(shù)據(jù),采用雙重差分的方法檢驗(yàn)了廣東省2008年"雙轉(zhuǎn)移"政策的污染轉(zhuǎn)移效應(yīng)。研究發(fā)現(xiàn),廣東區(qū)際產(chǎn)業(yè)轉(zhuǎn)移的污染轉(zhuǎn)移效應(yīng)與政府產(chǎn)業(yè)政策導(dǎo)向密切相關(guān)。政府只明令禁止東西兩翼及粵北山區(qū)承接污染水資源的產(chǎn)業(yè)。相對(duì)于珠三角地區(qū),東西兩翼及粵北山區(qū)在2008年后工業(yè)廢水的排放總量和排放強(qiáng)度均顯著下降,但工業(yè)廢氣的排放總量和排放強(qiáng)度均顯著增加,工業(yè)煙塵的排放總量和排放強(qiáng)度也在一定程度上有所提高。這種污染轉(zhuǎn)移效應(yīng)并沒(méi)有隨著時(shí)間推移而減弱。不同區(qū)域的效應(yīng)也有所差異,其中粵東污染轉(zhuǎn)移效應(yīng)最強(qiáng),江門(mén)、肇慶和惠州三市次之,粵西第三,粵北污染轉(zhuǎn)移效應(yīng)則不顯著。機(jī)制分析表明,產(chǎn)業(yè)轉(zhuǎn)移顯著增加了東西兩翼及粵北山區(qū)工業(yè)生產(chǎn),工業(yè)生產(chǎn)又使東西兩翼及粵北山區(qū)的污染物排放發(fā)生相應(yīng)變化。本文對(duì)中國(guó)方興未艾的區(qū)際產(chǎn)業(yè)轉(zhuǎn)移具有啟示意義,如何在產(chǎn)業(yè)轉(zhuǎn)移中保護(hù)承接地的生態(tài)環(huán)境是亟待解決的問(wèn)題。
[Abstract]:Based on the panel data from 2003 to 2013 in 21 prefectural cities in Guangdong Province, the double difference method is used to test the pollution transfer effect of the "double transfer" policy in Guangdong Province in 2008. It is found that the pollution transfer effect of industrial transfer in Guangdong is closely related to the industrial policy orientation of the government. The government only forbids east-west and northern Guangdong mountain areas from polluting water resources. Compared with the Pearl River Delta region, the total discharge and intensity of industrial waste water decreased significantly after 2008, but the total emission and intensity of industrial waste gas increased significantly. The total emission and emission intensity of industrial dust are also improved to some extent. This pollution transfer effect has not diminished over time. The effect of pollution transfer was the strongest in eastern Guangdong, followed by Jiangmen, Zhaoqing and Huizhou, the third in western Guangdong, and the less significant in northern Guangdong. The mechanism analysis shows that the industrial transfer significantly increases the industrial production of the east and west wings and the northern Guangdong mountain area, and the industrial production causes the corresponding change of pollutant emission from the east and west wings and the northern Guangdong mountain area. This paper has enlightening significance to the rising regional industrial transfer in China. How to protect the ecological environment in the industrial transfer is an urgent problem to be solved.
