【摘要】：現(xiàn)代農(nóng)業(yè)是農(nóng)業(yè)發(fā)展的最新階段,具有要素投入集約化、資源配置市場化、生產(chǎn)手段科技化、產(chǎn)業(yè)經(jīng)營一體化等特征,是農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的方向和趨勢。蘭州百合產(chǎn)業(yè)是蘭州市農(nóng)業(yè)特色產(chǎn)業(yè),具有鮮明的區(qū)域特色、優(yōu)良的產(chǎn)品品質(zhì)、突出的帶動作用和巨大的發(fā)展?jié)摿�。但不同于工業(yè)產(chǎn)業(yè),農(nóng)業(yè)產(chǎn)業(yè)培育周期長、收益見效慢,需要政府長期予以扶持,并配套公共服務(wù)。因此,將蘭州百合產(chǎn)業(yè)作為公共管理問題研究,在現(xiàn)代農(nóng)業(yè)視角下審視蘭州百合產(chǎn)業(yè)發(fā)展現(xiàn)狀,分析存在的問題,提出推動蘭州百合產(chǎn)業(yè)現(xiàn)代化發(fā)展的思路和建議措施,具有重要的現(xiàn)實(shí)意義和指導(dǎo)意義。首先,本文通過文獻(xiàn)研究,分別查閱現(xiàn)代農(nóng)業(yè)和特色農(nóng)業(yè)產(chǎn)業(yè)方面國內(nèi)外研究現(xiàn)狀,概括了農(nóng)業(yè)、現(xiàn)代農(nóng)業(yè)、農(nóng)業(yè)現(xiàn)代化、特色農(nóng)業(yè)等方面的概念,掌握了傳統(tǒng)農(nóng)業(yè)改造理論、農(nóng)業(yè)區(qū)位理論、農(nóng)業(yè)產(chǎn)業(yè)化理論、農(nóng)業(yè)產(chǎn)業(yè)鏈理論、農(nóng)業(yè)比較優(yōu)勢理論等農(nóng)業(yè)發(fā)展方面的理論知識,為在現(xiàn)代農(nóng)業(yè)視角下研究蘭州百合產(chǎn)業(yè)打牢了理論基礎(chǔ)。其次,通過資料查閱和走訪調(diào)研,深入了解了蘭州農(nóng)情和蘭州百合產(chǎn)業(yè)發(fā)展歷程,從自然條件、品種品質(zhì)、產(chǎn)業(yè)基礎(chǔ)、品牌建設(shè)、經(jīng)濟(jì)價(jià)值等方面歸納了蘭州百合產(chǎn)業(yè)特點(diǎn),初步梳理了產(chǎn)業(yè)謀劃站位不高、技術(shù)研發(fā)投入不足、百合產(chǎn)品不夠豐富、一二三產(chǎn)融合不深、協(xié)作機(jī)制尚未形成、行業(yè)標(biāo)準(zhǔn)缺乏統(tǒng)一等存在的主要問題,為下一步運(yùn)用分析方法創(chuàng)造了條件。再次,運(yùn)用SWOT戰(zhàn)略分析法,提出了蘭州百合產(chǎn)業(yè)自然條件、市場需求、政府扶持、生產(chǎn)技術(shù)、百合品質(zhì)、產(chǎn)品種類和文化內(nèi)涵等方面的優(yōu)勢,基礎(chǔ)設(shè)施、發(fā)展后勁、品種質(zhì)量、產(chǎn)業(yè)理念、研發(fā)能力、行業(yè)標(biāo)準(zhǔn)、推介力度等方面的劣勢,“一帶一路”戰(zhàn)略、國家惠農(nóng)政策、互聯(lián)網(wǎng)+農(nóng)業(yè)、消費(fèi)理念更新等方面的機(jī)遇,以及同類產(chǎn)品競爭、生態(tài)環(huán)境破壞、青年農(nóng)民不足、市場價(jià)格波動等方面威脅,形成了SWOT戰(zhàn)略矩陣,提出了相應(yīng)SO、ST、WO、WT戰(zhàn)略。最后,結(jié)合蘭州市農(nóng)業(yè)實(shí)際提出了蘭州百合產(chǎn)業(yè)發(fā)展思路,明確了發(fā)展原則、發(fā)展定位和發(fā)展重點(diǎn),在此基礎(chǔ)上提出了健全良種繁育體系、培育百合優(yōu)良種球,建設(shè)高標(biāo)準(zhǔn)基地、提升標(biāo)準(zhǔn)化水平,發(fā)展精深加工、延伸產(chǎn)業(yè)鏈條,發(fā)展百合新型業(yè)態(tài)、打造旅游觀光產(chǎn)業(yè),建立現(xiàn)代經(jīng)營體系、帶動產(chǎn)業(yè)轉(zhuǎn)型發(fā)展,強(qiáng)化設(shè)計(jì)宣傳、打造優(yōu)質(zhì)名牌等6個(gè)方面24條措施建議。
[Abstract]:Modern agriculture is the latest stage of agricultural development, which has the characteristics of intensive input of elements, marketization of resource allocation, scientific and technological means of production, integration of industrial management, and so on, which is the direction and trend of agricultural industry development. Lanzhou lily industry is an agricultural characteristic industry of Lanzhou city. It has distinct regional characteristics, excellent product quality, outstanding driving effect and great development potential. However, different from industrial industry, agricultural industry has long cultivation cycle and slow benefit, which needs government support for a long time and supporting public services. Therefore, taking the lily industry of Lanzhou as a public management problem, this paper examines the present situation of the development of the lily industry in Lanzhou from the perspective of modern agriculture, analyzes the existing problems, and puts forward some ideas and suggestions for promoting the modernization of the lily industry in Lanzhou. It has important practical significance and guiding significance. First of all, through the literature research, this paper reviews the domestic and foreign research status of modern agriculture and characteristic agricultural industry, summarizes the concepts of agriculture, modern agriculture, agricultural modernization, characteristic agriculture and so on, and grasps the theory of traditional agricultural transformation. Agricultural location theory, agricultural industrialization theory, agricultural industrial chain theory, agricultural comparative advantage theory and other theoretical knowledge of agricultural development, laid a solid theoretical foundation for the study of Lanzhou lily industry from the perspective of modern agriculture. Secondly, through the data reference and the visit investigation, has deeply understood the Lanzhou agriculture situation and the Lanzhou lily industry development process, has summed up the Lanzhou lily industry characteristic from the natural condition, the variety quality, the industry foundation, the brand construction, the economic value and so on. It preliminarily combed the main problems such as low industrial planning station, insufficient investment in technology research and development, insufficient abundance of lily products, not deep integration of one, two, three industries, no cooperation mechanism, and lack of uniformity of industry standards, etc. For the next use of analytical methods to create the conditions. Thirdly, by using SWOT strategic analysis method, the author puts forward the advantages, infrastructure, development stamina, variety quality of Lanzhou lily industry in terms of natural conditions, market demand, government support, production technology, lily quality, product types and cultural connotations, etc. Industry concept, R & D capability, industry standard, promotion strength and so on, Belt and Road strategy, national agricultural policy, Internet agriculture, consumption concept renewal, etc., as well as the competition of similar products, The SWOT strategy matrix is formed due to the ecological environment destruction, the shortage of young farmers and the fluctuation of market price, and the corresponding SOSTT WO WO WT strategy is put forward. Finally, based on the actual situation of Lanzhou City, the author puts forward the idea of the development of Lanzhou lily industry, clarifies the development principle, the development orientation and the development emphases. On the basis of this, the author puts forward a sound breeding system of the improved variety and cultivates the lily fine seed ball. To build a high standard base, to raise the level of standardization, to develop deep processing, to extend the industrial chain, to develop a new type of lily industry, to create a tourist and sightseeing industry, to establish a modern management system, to promote the transformation and development of the industry, and to strengthen the design and publicity, Building high-quality brand and other 6 aspects of 24 measures.
