【摘要】：林業(yè)是國(guó)民經(jīng)濟(jì)的重要組成部分,是一個(gè)具有事業(yè)和產(chǎn)業(yè)雙重性質(zhì)的部門(mén),肩負(fù)著優(yōu)化生態(tài)環(huán)境和促進(jìn)產(chǎn)業(yè)發(fā)展的雙重使命。盡管林業(yè)在我國(guó)國(guó)民經(jīng)濟(jì)中的地位十分重要,但是林業(yè)產(chǎn)業(yè)產(chǎn)值占國(guó)內(nèi)生產(chǎn)總值的比重很小,2012年僅為7.39%。生態(tài)文明建設(shè)的提出,要求林業(yè)產(chǎn)業(yè)發(fā)展在注重產(chǎn)值增長(zhǎng)的同時(shí)要注重對(duì)“綠色”的追求和經(jīng)營(yíng)。這就要求林業(yè)產(chǎn)業(yè)需進(jìn)行產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和優(yōu)化升級(jí)。林業(yè)企業(yè)經(jīng)濟(jì)發(fā)展過(guò)程中遇到的持續(xù)增長(zhǎng)、提高產(chǎn)業(yè)競(jìng)爭(zhēng)力、增加就業(yè)以及實(shí)現(xiàn)可持續(xù)發(fā)展等關(guān)鍵問(wèn)題的解決,最終都依賴于林業(yè)產(chǎn)業(yè)結(jié)構(gòu)性矛盾的緩和與弱化。就國(guó)有森工集團(tuán)而言,其傳統(tǒng)的不合理的產(chǎn)業(yè)結(jié)構(gòu)己逐漸不能適應(yīng)林業(yè)產(chǎn)業(yè)的發(fā)展和進(jìn)行生態(tài)文明建設(shè)的需求�；谝陨媳尘�,本文通過(guò)運(yùn)用偏離-份額分析法(SSM),從產(chǎn)業(yè)發(fā)展總增長(zhǎng)量、產(chǎn)業(yè)結(jié)構(gòu)分量、競(jìng)爭(zhēng)力分量以及偏離分量等方面,對(duì)我國(guó)國(guó)有森工集團(tuán)林業(yè)產(chǎn)業(yè)發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)的關(guān)系進(jìn)行研究。結(jié)果表明,2003-2012年間,我國(guó)林業(yè)產(chǎn)業(yè)總產(chǎn)值呈現(xiàn)不斷上升趨勢(shì),占國(guó)內(nèi)生產(chǎn)總值(GDP)的比重逐年提高,且增長(zhǎng)速度遠(yuǎn)遠(yuǎn)高于相應(yīng)時(shí)期GDP的增長(zhǎng)速度。隨著林業(yè)產(chǎn)業(yè)的發(fā)展,林業(yè)產(chǎn)業(yè)結(jié)構(gòu)也不斷調(diào)整趨于合理化；2003-2007年和2008-2012年兩個(gè)時(shí)期,龍江森工集團(tuán)和大興安嶺森工集團(tuán)林業(yè)產(chǎn)業(yè)發(fā)展始終快于全國(guó)森工企業(yè)平均水平,到第二個(gè)時(shí)期已經(jīng)同時(shí)具有了產(chǎn)業(yè)結(jié)構(gòu)優(yōu)勢(shì)和區(qū)位優(yōu)勢(shì)；除了內(nèi)蒙古森工集團(tuán)在第二時(shí)期林業(yè)三次產(chǎn)業(yè)發(fā)展落后于全國(guó)平均水平外,其它三個(gè)森工集團(tuán)林業(yè)三次產(chǎn)業(yè)發(fā)展都快于全國(guó)平均水平。從第一時(shí)期到第二時(shí)期,吉林森工集團(tuán)各產(chǎn)業(yè)部門(mén)已經(jīng)化區(qū)位劣勢(shì)為優(yōu)勢(shì),使得其林業(yè)產(chǎn)業(yè)發(fā)展遠(yuǎn)高于全國(guó)平均水平。
[Abstract]:Forestry is an important part of the national economy, is a dual nature of the enterprise and industry, shouldering the dual mission of optimizing the ecological environment and promoting industrial development. Although forestry plays an important role in China's national economy, the proportion of forestry output value to GDP is very small, which is only 7.39% in 2012. The construction of ecological civilization requires the development of forestry industry to pay attention to the pursuit and management of "green" as well as the increase of output value. This request forestry industry needs to undertake industrial structure adjustment and optimize upgrade. The solution of the key problems in the process of forestry enterprises' economic development, such as increasing the competitiveness of industry, increasing employment and realizing sustainable development, all depend on the relaxation and weakening of the structural contradictions of forestry industry. As far as the state-owned forest industry group is concerned, its traditional unreasonable industrial structure has gradually failed to meet the needs of the development of forestry industry and the construction of ecological civilization. Based on the above background, this paper applies the method of deviation-share analysis (SSM) to analyze the total growth, industrial structure, competitiveness and deviation of industrial development. The relationship between forestry industry development and industrial structure of state-owned forest industry group in China is studied. The results show that from 2003 to 2012, the total output value of forestry industry in China showed a rising trend, and the proportion of the gross domestic product (GDP) increased year by year, and the growth rate was much higher than that of GDP in the corresponding period. With the development of forestry industry, the structure of forestry industry has been adjusted and rationalized in 2003-2007 and 2008-2012. The forestry industry of Longjiang Forest Industry Group and Daxing'anling Forest Industry Group has been developing faster than the average level of national forest industry enterprises. In the second period, there have been industrial structure advantages and location advantages at the same time. In addition to the third forestry industry development of Inner Mongolia Forest Industry Group in the second period, the development of forestry industry lags behind the national average. The other three forest industry groups forestry three industry development faster than the national average. From the first period to the second period, the various industrial departments of Jilin Forest Industry Group have turned the location inferiority into the advantage, which makes the forestry industry development far higher than the national average level.
