【摘要】：改革開(kāi)放以來(lái),我國(guó)經(jīng)濟(jì)持續(xù)增長(zhǎng),科技創(chuàng)新不斷推動(dòng)與融合之下,全國(guó)各地誕生了諸多產(chǎn)業(yè)園區(qū),其中許多科技創(chuàng)新產(chǎn)業(yè)園在國(guó)家和地方政府的支持下,取得了相當(dāng)?shù)某删汀５灿邢喈?dāng)一部分科技產(chǎn)業(yè)園區(qū)運(yùn)營(yíng)并不成功,一些園區(qū)甚至淪為“鬼城”、“荒城”。對(duì)科技產(chǎn)業(yè)園區(qū)而言,制定正確的發(fā)展戰(zhàn)略,從而更好地利用國(guó)家社會(huì)經(jīng)濟(jì)發(fā)展的機(jī)遇,變得特別重要。遼寧是東北老工業(yè)基地的主要部分,大連市作為遼寧發(fā)展的排頭兵,在科技創(chuàng)新發(fā)展方面一直處于前列。在眾多的已經(jīng)建立和正在籌劃建立的產(chǎn)業(yè)園區(qū)中,科技創(chuàng)新與現(xiàn)代服務(wù)業(yè)占據(jù)了大半江山。但這些高新產(chǎn)業(yè)園區(qū)的建設(shè)并非一帆風(fēng)順,融資、招商、人才,尤其是戰(zhàn)略方向的選擇等,都會(huì)影響產(chǎn)業(yè)園區(qū)的規(guī)劃與建設(shè)。本文以大連泰達(dá)慧谷產(chǎn)業(yè)園為例,對(duì)其現(xiàn)狀進(jìn)行比較研究,從而找出其發(fā)展的戰(zhàn)略途徑,促進(jìn)其進(jìn)一步的發(fā)展與進(jìn)步。文章以課題研究的背景與意義開(kāi)始,對(duì)其研究的方法與內(nèi)容,研究現(xiàn)狀與創(chuàng)新之處進(jìn)行詳細(xì)的分析,然后對(duì)相關(guān)研究理論進(jìn)行論述,主要包括戰(zhàn)略管理基本理論,生態(tài)工業(yè)園理論以及可持續(xù)發(fā)展理論。第三章對(duì)大連泰達(dá)慧谷產(chǎn)業(yè)園的外部環(huán)境進(jìn)行分析,包括對(duì)國(guó)內(nèi)主要城市同類(lèi)產(chǎn)業(yè)園的發(fā)展概述,大連市相關(guān)產(chǎn)業(yè)園的發(fā)展以及大連市生態(tài)科技創(chuàng)新城的發(fā)展,通過(guò)分析運(yùn)用PEST方法對(duì)其進(jìn)行比較。第四章對(duì)大連泰達(dá)慧谷產(chǎn)業(yè)園的內(nèi)部環(huán)境進(jìn)行分析,包括其總體的發(fā)展歷程,發(fā)展現(xiàn)狀,并運(yùn)用SWOT分析法對(duì)其進(jìn)行優(yōu)勢(shì)、劣勢(shì)與機(jī)遇、威脅的分析。然后對(duì)產(chǎn)業(yè)園的戰(zhàn)略目標(biāo)、布局以及定位方向等進(jìn)行選擇與設(shè)計(jì),針對(duì)設(shè)計(jì)提出相應(yīng)的保障措施,包括組織機(jī)構(gòu)保障、人力資源保障、產(chǎn)業(yè)孵化能力保障、招商融資機(jī)制保障、公共服務(wù)平臺(tái)保障、配套機(jī)制保障等。希望通過(guò)本文的分析,能夠?yàn)榇筮B泰達(dá)慧谷產(chǎn)業(yè)園的發(fā)展提供理論性的建議。
[Abstract]:Since the reform and opening up, the economy of our country has continued to grow, science and technology innovation has been promoted and integrated constantly, many industrial parks of science and technology innovation have been born all over the country, many of which have made considerable achievements under the support of the national and local governments. But there are quite a number of science and technology industrial park operation is not successful, some parks even degenerate into "ghost city", "desolate city." It is particularly important for science and technology industrial parks to formulate correct development strategies and make better use of the opportunities for national social and economic development. Liaoning is the main part of northeast old industrial base, Dalian, as the vanguard of Liaoning's development, has been in the forefront in the development of science and technology innovation. Science and technology innovation and modern service industry occupy most of the industrial parks that have been established and are being planned. However, the construction of these high-tech industrial parks is not smooth, financing, investment, talent, especially the choice of strategic direction, will affect the planning and construction of industrial parks. Taking Dalian Teda Huigu Industrial Park as an example, this paper makes a comparative study on its present situation, so as to find out the strategic way of its development and promote its further development and progress. This paper begins with the background and significance of the research, analyzes the methods and contents of the research, the current situation and innovation of the research, and then discusses the relevant research theories, including the basic theory of strategic management. Eco-industrial park theory and sustainable development theory. The third chapter analyzes the external environment of Dalian Teda Huigu Industrial Park, including an overview of the development of similar industrial parks in major cities in China, the development of related industrial parks in Dalian and the development of Dalian Ecological Science and Technology Innovation City. The PEST method is used to compare it. The fourth chapter analyzes the internal environment of Dalian Teda Huigu Industrial Park, including its overall development process, development status, and use SWOT analysis to analyze its strengths, weaknesses, opportunities and threats. Then the strategic objectives, layout and orientation of the industrial park are selected and designed, and the corresponding safeguard measures are put forward, including organizational security, human resources security, industry hatching ability guarantee, investment and financing mechanism guarantee, etc. Public service platform guarantee, supporting mechanism guarantee and so on. Through the analysis of this paper, we hope to provide theoretical suggestions for the development of Dalian Teda Huigu Industrial Park.
