【摘要】：長(zhǎng)期以來(lái),“三農(nóng)”問(wèn)題一直是我國(guó)農(nóng)業(yè)發(fā)展的重中之重,十三五規(guī)劃綱要指出要加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,著力構(gòu)建現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)體系、生產(chǎn)體系、經(jīng)營(yíng)體系,提高農(nóng)業(yè)質(zhì)量效益和競(jìng)爭(zhēng)力,走產(chǎn)出高效、產(chǎn)品安全、資源節(jié)約、環(huán)境友好的農(nóng)業(yè)現(xiàn)代化道路。而目前我國(guó)農(nóng)業(yè)發(fā)展中的突出問(wèn)題為分散經(jīng)營(yíng)、效率低、風(fēng)險(xiǎn)大、產(chǎn)品安全性低、環(huán)境破壞大,解決問(wèn)題的核心是構(gòu)建新型農(nóng)業(yè)發(fā)展的產(chǎn)業(yè)組織模式,培育農(nóng)業(yè)新型經(jīng)營(yíng)主體和服務(wù)主體,加強(qiáng)農(nóng)業(yè)產(chǎn)業(yè)組織創(chuàng)新。同時(shí),陜西省作為農(nóng)業(yè)大省,農(nóng)業(yè)產(chǎn)業(yè)組織模式問(wèn)題尤為突出,因此本文開展了關(guān)于陜西省農(nóng)業(yè)產(chǎn)業(yè)組織模式選擇的研究。本文首先對(duì)農(nóng)業(yè)產(chǎn)業(yè)組織模式的研究現(xiàn)狀進(jìn)行了綜述,具體包括農(nóng)業(yè)產(chǎn)業(yè)組織模式的內(nèi)涵、模式的劃分、模式的選擇。然后分析了農(nóng)業(yè)產(chǎn)業(yè)組織的演化過(guò)程,介紹了農(nóng)業(yè)產(chǎn)業(yè)組織理論SCP范式和博弈論分析方法,剖析了陜西省農(nóng)業(yè)產(chǎn)業(yè)組織模式的現(xiàn)狀和存在的問(wèn)題�；诋a(chǎn)業(yè)組織整體效益最大化的總目標(biāo),將經(jīng)濟(jì)效益、社會(huì)效益、質(zhì)量安全和環(huán)境保護(hù)四個(gè)效益最大化作為選擇農(nóng)業(yè)產(chǎn)業(yè)組織模式的具體評(píng)價(jià)目標(biāo),構(gòu)建了農(nóng)業(yè)產(chǎn)業(yè)組織模式選擇指標(biāo)體系,并以AHP-模糊綜合評(píng)價(jià)法和陜西省農(nóng)業(yè)數(shù)據(jù)對(duì)陜西省目前存在的六種主要的農(nóng)業(yè)產(chǎn)業(yè)組織模式進(jìn)行綜合評(píng)價(jià),研究得出適合陜西省農(nóng)業(yè)發(fā)展的農(nóng)業(yè)產(chǎn)業(yè)組織模式為“龍頭企業(yè)+合作社+農(nóng)戶”。最后針對(duì)陜西省農(nóng)業(yè)產(chǎn)業(yè)組織模式的選擇提出了建議和保障措施。
[Abstract]:For a long time, the issue of "agriculture, rural areas and farmers" has been the top priority of China's agricultural development. The 13th Five-Year Plan outline points out that it is necessary to accelerate the transformation of the mode of agricultural development and focus on the construction of a modern agricultural industrial system, a production system, and a management system. To improve the agricultural quality, efficiency and competitiveness, take the road of agricultural modernization with high output efficiency, product safety, resource saving and environmental friendliness. At present, the outstanding problems in the agricultural development of our country are decentralized management, low efficiency, high risk, low product safety and great environmental damage. The core of solving the problem is to build a new industrial organization model for agricultural development. Cultivate new agricultural management and service main body, strengthen agricultural industry organization innovation. At the same time, Shaanxi Province as a big agricultural province, the agricultural industry organization model is particularly prominent, so this paper carried out a study on the choice of agricultural industry organization model in Shaanxi Province. In this paper, the current research situation of agricultural industrial organization model is summarized, including the connotation, division and choice of agricultural industrial organization model. Then it analyzes the evolution process of agricultural industrial organization, introduces the SCP paradigm of agricultural industrial organization theory and the method of game theory analysis, and analyzes the present situation and existing problems of agricultural industrial organization model in Shaanxi Province. Based on the overall goal of maximizing the overall benefit of the industrial organization, this paper takes the economic benefit, the social benefit, the quality safety and the environmental protection as the specific evaluation objectives to select the agricultural industrial organization model. The selection index system of agricultural industrial organization model is constructed, and the six main agricultural industrial organization models in Shaanxi province are comprehensively evaluated by AHP- fuzzy comprehensive evaluation method and agricultural data of Shaanxi Province. The agricultural industrial organization model suitable for agricultural development in Shaanxi Province is "leading enterprise cooperative farmers". Finally, suggestions and safeguard measures are put forward for the selection of agricultural industrial organization model in Shaanxi Province.
