【摘要】：湖南武陵山片區(qū)位于湖南中西部,包括湘西州、張家界市、懷化市、邵陽市和常德市、婁底市以及益陽市,共計(jì)43個(gè)縣(市、區(qū))。由于特殊的自然、經(jīng)濟(jì)、社會(huì)、歷史、民族等原因,經(jīng)濟(jì)發(fā)展長期滯后,片區(qū)內(nèi)各省市之間及部分省市內(nèi)部經(jīng)濟(jì)發(fā)展不均衡,人民生活水平低,貧困面廣、程度深。本文以多產(chǎn)業(yè)聯(lián)動(dòng)發(fā)展戰(zhàn)略研究和茶葉全產(chǎn)業(yè)鏈一體化建設(shè)研究為兩大創(chuàng)新研究思路,以茶產(chǎn)業(yè)為切入點(diǎn)和主體產(chǎn)業(yè),市場(chǎng)為導(dǎo)向,整合片區(qū)內(nèi)的特色產(chǎn)業(yè)資源,推動(dòng)湖南武陵山片區(qū)茶產(chǎn)業(yè)發(fā)展戰(zhàn)略聯(lián)盟健康發(fā)展,構(gòu)建起湖南武陵山區(qū)“優(yōu)—優(yōu)”聯(lián)結(jié)一體的經(jīng)濟(jì)發(fā)展模式。此外,通過茶葉全產(chǎn)業(yè)鏈一體化模式的構(gòu)建,開展技術(shù)轉(zhuǎn)移和技術(shù)輻射,培育茶產(chǎn)業(yè)重大技術(shù)及產(chǎn)品創(chuàng)新的產(chǎn)業(yè)集群主體,不斷提升茶產(chǎn)業(yè)整體競(jìng)爭力,最終實(shí)現(xiàn)以茶產(chǎn)業(yè)為主導(dǎo),促進(jìn)湖南武陵山片區(qū)綜合經(jīng)濟(jì)持續(xù)發(fā)展。本文在深刻領(lǐng)會(huì)國家到地方的政策基礎(chǔ)上,采用文獻(xiàn)分析、實(shí)地調(diào)查考察、實(shí)證研究、戰(zhàn)略分析及分析歸納等研究方法,分析了國內(nèi)外研究現(xiàn)狀及趨勢(shì)、該地區(qū)社會(huì)與經(jīng)濟(jì)發(fā)展歷史和現(xiàn)狀；調(diào)查梳理了以茶葉資源為代表的湖南武陵山片區(qū)特色優(yōu)勢(shì)資源；在“區(qū)域經(jīng)濟(jì)”、“產(chǎn)業(yè)聯(lián)動(dòng)”、“價(jià)值鏈”等理論基礎(chǔ)上,結(jié)合湖南武陵山片區(qū)產(chǎn)業(yè)發(fā)展條件與現(xiàn)有基礎(chǔ)以及片區(qū)扶貧攻堅(jiān)的現(xiàn)實(shí),探索構(gòu)建了湖南武陵山區(qū)茶產(chǎn)業(yè)發(fā)展創(chuàng)新模式,并提出以下四個(gè)建議：(1)塑造一個(gè)品牌。整合資源,打造區(qū)域公共品牌“瀟湘”茶。(2)搭建一個(gè)平臺(tái)。即搭建集特色產(chǎn)品展示、文化傳播、公共信息服務(wù)于一體的“大武陵博覽園”。(3)突出一個(gè)特色。從品牌形象設(shè)計(jì)、產(chǎn)品文化詮譯、產(chǎn)品包裝設(shè)計(jì)、整體宣傳推廣中突顯片區(qū)內(nèi)多民族共融的“和”文化特色。(4)構(gòu)建兩種模式。即構(gòu)建茶產(chǎn)業(yè)鏈一體化模式和“優(yōu)—優(yōu)”聯(lián)結(jié)產(chǎn)業(yè)模式,以帶動(dòng)片區(qū)內(nèi)經(jīng)濟(jì)綜合發(fā)展。研究表明,湖南武陵山片區(qū)是中國茶葉的優(yōu)勢(shì)產(chǎn)區(qū),茶產(chǎn)業(yè)鏈一體化發(fā)展模式的構(gòu)建可通過整合產(chǎn)業(yè)鏈,拓寬產(chǎn)業(yè)幅,這對(duì)于茶產(chǎn)業(yè)發(fā)展乃至片區(qū)整體發(fā)展具有重要的戰(zhàn)略意義。此外,片區(qū)有著優(yōu)良的自然環(huán)境和深厚的人文社會(huì)基礎(chǔ),并具有生產(chǎn)優(yōu)質(zhì)綠茶不可替代的地理環(huán)境,禪茶文化、擂茶文化、黑茶文化等特色鮮明的文化現(xiàn)象起源于此并廣傳世界。將片區(qū)這些優(yōu)勢(shì)資源進(jìn)行有效整合,構(gòu)建片區(qū)“優(yōu)—優(yōu)”產(chǎn)業(yè)聯(lián)結(jié)發(fā)展模式,對(duì)片區(qū)文化軟實(shí)力的增強(qiáng)和區(qū)域內(nèi)部發(fā)展創(chuàng)造了極好條件,并為人類健康以及和諧社會(huì)的構(gòu)建不斷作出重要貢獻(xiàn)。
[Abstract]:The Wulingshan region is located in the central and western parts of Hunan, including Xiangxi, Zhangjiajie, Huaihua, Shaoyang and Changde, Loudi and Yiyang, with a total of 43 counties (cities, districts). Because of the special natural, economic, social, historical and national reasons, the economic development lags behind for a long time, the economic development between the provinces and cities in the region and some provinces and cities is not balanced, the people's living standard is low, the poverty area is wide and the degree is deep. In this paper, the research on the strategy of multi-industry linkage development and the integrated construction of the whole tea industry chain is taken as the two innovative research ideas, the tea industry as the breakthrough point and the main industry as the main industry, the market as the guide, and the integration of the characteristic industrial resources in the region. To promote the healthy development of the strategic alliance of tea industry in Wuling Mountain, Hunan Province, and to construct the economic development model of "excellent and excellent" in Wuling Mountain area of Hunan Province. In addition, through the construction of the integrated model of the whole tea industry chain, the technology transfer and technology radiation are carried out to cultivate the main body of the industry cluster of the major technology and product innovation of the tea industry, so as to continuously enhance the overall competitiveness of the tea industry. Finally, the tea industry is the leading factor to promote the sustainable economic development of Wuling Mountain area in Hunan Province. The history and present situation of social and economic development in this area, the investigation and combing of the characteristic advantage resources of Wuling Mountain region, represented by tea resources, are based on the theories of "regional economy", "industrial linkage", "value chain" and so on. Based on the conditions of industrial development in Wuling Mountain, Hunan Province, and the existing foundation and the reality of helping the poor, this paper explores and constructs the innovative mode of tea industry development in Wuling Mountain area of Hunan Province, and puts forward the following four suggestions: 1) to build a brand. Integrate resources, create regional public brand "Xiaoxiang" tea. 2) build a platform. That is to build a unique product display, cultural dissemination, public information services in one of the "Great Wuling Expo Park". From the brand image design, product culture interpretation, product packaging design, the overall publicity and promotion highlights the "multi-ethnic integration" and "cultural characteristics" and "four" to build two models. That is, to construct the integrated model of tea industry chain and the industrial model of "excellent-excellent" to promote the comprehensive development of economy in the region. The study shows that the Wuling Mountain area in Hunan is the dominant tea producing area in China, and the construction of the integrated development model of tea industry chain can broaden the industrial range by integrating the industrial chain. This for tea industry development and even the overall development of the region has an important strategic significance. In addition, the region has an excellent natural environment and a profound humanistic and social foundation, and has an irreplaceable geographical environment for the production of high-quality green tea, a Zen tea culture and a tea beating culture. Black tea culture and other distinctive cultural phenomena originated from this and spread widely in the world. The effective integration of these advantageous resources in the region and the construction of the development model of the "superior and excellent" industry in the region have created excellent conditions for the enhancement of the soft power of the region's culture and the development of the region within the region. And for human health and the construction of a harmonious society continue to make important contributions.
