【摘要】：旅游產(chǎn)業(yè)是當(dāng)前新形勢下我國經(jīng)濟(jì)加速發(fā)展的核心驅(qū)動力,也是全方位貫徹落實(shí)“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”五大發(fā)展理念的綜合優(yōu)勢產(chǎn)業(yè)。旅游產(chǎn)業(yè)的發(fā)展實(shí)際上是旅游產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展的過程。政府通過制定相關(guān)旅游產(chǎn)業(yè)政策,不僅能保障旅游市場經(jīng)濟(jì)的健康運(yùn)行,讓市場能積極發(fā)揮其對資源的基礎(chǔ)性調(diào)節(jié)作用,保證旅游市場的發(fā)展和完善;另一方面,旅游產(chǎn)業(yè)政策也可以調(diào)節(jié)和限制旅游市場上存在的市場失靈現(xiàn)象,避免由于旅游發(fā)展而產(chǎn)生的外部性失靈、公共性失靈和市場信息不對稱等的發(fā)生而造成的旅游資源破壞和環(huán)境污染。本文選取數(shù)據(jù)包絡(luò)分析法(DEA)中的BCC模型和DEA-Malmquist指數(shù)方法,對內(nèi)蒙古旅游產(chǎn)業(yè)政策的有效性進(jìn)行測度和評價(jià)。選取內(nèi)蒙古第三產(chǎn)業(yè)從業(yè)人數(shù)、固定資產(chǎn)投資、旅行社數(shù)量和星級賓館數(shù)量作為投入指標(biāo),以國內(nèi)旅游收入、國內(nèi)旅游人數(shù)、入境旅游人數(shù)和外匯收入作為產(chǎn)出指標(biāo),結(jié)合內(nèi)蒙古旅游產(chǎn)業(yè)的特點(diǎn),分析了2005-2015年內(nèi)蒙古自治區(qū)12個(gè)盟市的旅游產(chǎn)業(yè)效率,揭示其時(shí)序變化與空間差異特征,深入分析了內(nèi)蒙古旅游產(chǎn)業(yè)政策對內(nèi)蒙古旅游產(chǎn)業(yè)的影響,并在此基礎(chǔ)上提出了提高內(nèi)蒙古旅游產(chǎn)業(yè)政策有效性的相關(guān)政策建議。這對內(nèi)蒙古制定理性而科學(xué)的旅游產(chǎn)業(yè)政策提供更科學(xué)的依據(jù),為我國加快旅游產(chǎn)業(yè)發(fā)展提供了一種新的思路。
[Abstract]:Tourism industry is the core driving force of accelerating the development of our economy under the new situation, and it is also the comprehensive advantage industry of carrying out the five development ideas of "innovation, coordination, green, opening and sharing". The development of tourism industry is actually the process of economic development of tourism industry. By formulating relevant tourism industry policies, the government can not only guarantee the healthy operation of the tourism market economy, but also enable the market to play its role in the fundamental regulation of resources and ensure the development and perfection of the tourism market. The tourism industry policy can also regulate and limit the market failure in the tourism market, and avoid the externality failure caused by the tourism development. Public failure and market information asymmetry caused by the destruction of tourism resources and environmental pollution. In this paper, the BCC model and DEA-Malmquist index method of data Envelopment Analysis (DEA) are selected to measure and evaluate the effectiveness of tourism policy in Inner Mongolia. The third industry employed in Inner Mongolia, fixed assets investment, the number of travel agencies and the number of star hotels as input indicators, with domestic tourism income, domestic tourism, inbound tourism and foreign exchange income as output indicators, Combined with the characteristics of Inner Mongolia tourism industry, this paper analyzes the tourism industry efficiency of 12 cities in Inner Mongolia Autonomous region from 2005 to 2015, reveals its temporal changes and spatial differences, and deeply analyzes the impact of Inner Mongolia tourism industry policy on Inner Mongolia tourism industry. On this basis, the paper puts forward some policy suggestions to improve the policy effectiveness of Inner Mongolia tourism industry. This provides a more scientific basis for the formulation of rational and scientific tourism industry policies in Inner Mongolia and provides a new way of thinking for speeding up the development of tourism industry in China.
