【摘要】：京津冀協(xié)同發(fā)展的根本目標(biāo)是建設(shè)具有國(guó)際競(jìng)爭(zhēng)力和重要影響力的現(xiàn)代化新型首都圈,打造環(huán)渤海地區(qū)創(chuàng)新發(fā)展的新引擎,輻射和帶動(dòng)全國(guó)發(fā)展。以此為出發(fā)點(diǎn),分析了河北省產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的戰(zhàn)略價(jià)值以及當(dāng)前京津冀產(chǎn)業(yè)分工的基本格局,認(rèn)為實(shí)現(xiàn)京津冀區(qū)域產(chǎn)業(yè)水平分工是河北省產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的戰(zhàn)略目標(biāo),河北省優(yōu)質(zhì)要素持續(xù)流出和京津冀區(qū)域產(chǎn)業(yè)垂直分工格局是實(shí)現(xiàn)這一目標(biāo)面臨的兩大困難。建議通過改革京津冀"分灶吃飯"的財(cái)稅體制、建立京津冀一體化的社會(huì)發(fā)展和公共服務(wù)機(jī)制、建設(shè)新型城鎮(zhèn)化與城鄉(xiāng)統(tǒng)籌示范區(qū)、謀劃建設(shè)若干高端產(chǎn)業(yè)發(fā)展載體和平臺(tái)等措施推動(dòng)河北省產(chǎn)業(yè)轉(zhuǎn)型升級(jí)。
[Abstract]:The fundamental goal of the coordinated development of Beijing, Tianjin and Hebei is to build a new modern capital circle with international competitiveness and important influence, to create a new engine of innovation and development around the Bohai Sea, and to radiate and promote the development of the whole country. Taking this as the starting point, this paper analyzes the strategic value of the industrial transformation and upgrading of Hebei Province and the basic pattern of industrial division of labor between Beijing, Tianjin and Hebei at present, and holds that realizing the horizontal division of industry in the Beijing-Tianjin-Hebei region is the strategic goal of the industrial transformation and upgrading of Hebei Province. The continuous outflow of high quality elements in Hebei Province and the vertical industrial division pattern in Beijing-Tianjin-Hebei region are two major difficulties in realizing this goal. It is suggested that through the reform of the fiscal and taxation system of Beijing, Tianjin and Hebei, the social development and public service mechanism of the integration of Beijing, Tianjin and Hebei should be established, and a new type of urbanization and urban and rural overall planning demonstration area should be built. Plan to build a number of high-end industrial development carrier and platform measures to promote industrial transformation and upgrading in Hebei Province.
