【摘要】：本文以產(chǎn)業(yè)政策為重點,深入研究政府供給側(cè)政策的基本理論思路。供給側(cè)政策是實施"供給側(cè)結(jié)構(gòu)性改革"的重要手段之一。討論政府實行經(jīng)濟政策須區(qū)分理論與實務(wù)。兩者具有不同的邏輯:前者注重抽象思維邏輯,后者傾向于具象思維邏輯。在漫長的經(jīng)濟發(fā)展史上,政府發(fā)揮作用主要體現(xiàn)在供給側(cè)。市場經(jīng)濟是一種需要有治理結(jié)構(gòu)安排的制度。認(rèn)識和研究政策干預(yù)的可行邊界,是更好發(fā)揮政府作用的一個關(guān)鍵問題�，F(xiàn)實世界中的政府經(jīng)濟政策面臨多方面的協(xié)調(diào)和適應(yīng)性問題。實現(xiàn)產(chǎn)業(yè)政策和競爭政策的協(xié)調(diào),是中國市場經(jīng)濟制度建設(shè)和完善政策體系的重要內(nèi)容。產(chǎn)業(yè)政策必須充分體現(xiàn)競爭友好精神,即在實施產(chǎn)業(yè)政策中維護公平競爭秩序,尊重競爭參與權(quán)利,堅持競爭優(yōu)先原則。
[Abstract]:This paper focuses on industrial policy and deeply studies the basic theory of government supply-side policy. The supply-side policy is one of the important means to carry out the structural reform on the supply side. It is necessary to distinguish between theory and practice when discussing the government's economic policy. They have different logic: the former pays attention to abstract thinking logic, the latter tends to concrete thinking logic. In the long history of economic development, the role of the government is mainly reflected in the supply side. Market economy is a kind of system that needs to have management structure arrangement. Understanding and studying the feasible boundaries of policy intervention is a key issue to better play the role of government. In the real world, the government's economic policy faces many problems of coordination and adaptability. To realize the coordination of industrial policy and competition policy is an important content in the construction of Chinese market economy system and the improvement of policy system. Industrial policy must fully embody the spirit of competition friendliness, that is, to maintain fair competition order, respect the right to participate in competition and adhere to the principle of competition priority in the implementation of industrial policy.
