【摘要】：人類社會在經(jīng)歷工業(yè)文明時期,經(jīng)濟飛速發(fā)展,但地球的生態(tài)環(huán)境飽受負荷。生態(tài)文明的理念應(yīng)運而生,保護地球的資源環(huán)境是刻不容緩重要工作。在生態(tài)文明發(fā)展過程中,林業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整發(fā)揮著重要作用。林業(yè)產(chǎn)業(yè)橫跨國民經(jīng)濟三次產(chǎn)業(yè),林業(yè)產(chǎn)業(yè)結(jié)構(gòu)的合理性將直接影響到林業(yè)經(jīng)濟的發(fā)展。所謂合理性,具有相對性。從根本上說,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整貫穿于一個產(chǎn)業(yè)的發(fā)展的始終。產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的過程就是提高效益的過程,反之,要想進一步提高經(jīng)濟效益,則必須進行產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整。結(jié)構(gòu)的調(diào)整是永遠存在的。當(dāng)今社會的發(fā)展不僅需要經(jīng)濟效益,更需要兼顧生態(tài)效益。因此根據(jù)生態(tài)文明對林業(yè)產(chǎn)業(yè)結(jié)構(gòu)提出的要求,對林業(yè)產(chǎn)業(yè)結(jié)構(gòu)進行合理的調(diào)整,從而提高社會的經(jīng)濟效益和生態(tài)效益,使人類社會可持續(xù)發(fā)展。本文以福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)為研究對象,以與林業(yè)產(chǎn)業(yè)聯(lián)系最直接相關(guān)的生態(tài)環(huán)境為切入角度,探索研究生態(tài)文明的背景下福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展,旨在發(fā)掘福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)今后發(fā)展切實有效的途徑,尋找林業(yè)產(chǎn)業(yè)的潛力,從而推動福建省林業(yè)經(jīng)濟持續(xù)穩(wěn)定增長。本文運用主導(dǎo)產(chǎn)業(yè)選擇與可持續(xù)發(fā)展等相關(guān)理論和運用模型分析方法,圍繞福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)進行研究。首先通過圖表描述福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀,運用偏離份額分析法找出福建省林業(yè)產(chǎn)業(yè)的優(yōu)勢產(chǎn)業(yè)及缺乏競爭力的產(chǎn)業(yè);其次運用灰色關(guān)聯(lián)分析法將林業(yè)產(chǎn)業(yè)與生態(tài)環(huán)境的進行關(guān)聯(lián)后再探討林業(yè)產(chǎn)業(yè)結(jié)構(gòu),推導(dǎo)出林業(yè)產(chǎn)業(yè)結(jié)構(gòu)與生態(tài)文明的關(guān)系;再次根據(jù)生態(tài)文明對林業(yè)產(chǎn)業(yè)結(jié)構(gòu)的要求,通過GM(1,1)的模型預(yù)測對2016-2020年福建省林業(yè)產(chǎn)業(yè)結(jié)構(gòu)的發(fā)展進行預(yù)測,在生態(tài)文明建設(shè)的背景下,林業(yè)三產(chǎn)產(chǎn)值繼續(xù)保持增長,作為優(yōu)勢產(chǎn)業(yè)的林業(yè)第三產(chǎn)業(yè)的比重有明顯的的提升;最后分析林業(yè)產(chǎn)業(yè)調(diào)整發(fā)展的有利因素與制約因素,對未來發(fā)展福建省兼顧生態(tài)效益的林業(yè)產(chǎn)業(yè)提出建議。根據(jù)研究結(jié)果本文提出基于生態(tài)文明建設(shè)的背景下未來林業(yè)產(chǎn)業(yè)調(diào)整方向應(yīng)該為:立足林業(yè)第一產(chǎn)業(yè),維持福建省區(qū)位自然資源優(yōu)勢,發(fā)揮生態(tài)效應(yīng);推動第二產(chǎn)業(yè)轉(zhuǎn)型升級,提高林業(yè)第二產(chǎn)業(yè)整體的競爭力;大力發(fā)展第三產(chǎn)業(yè),成為拉動福建林業(yè)經(jīng)濟增長的新動力。通過不斷推進福建省林業(yè)產(chǎn)業(yè)的可持續(xù)發(fā)展以及林業(yè)產(chǎn)業(yè)結(jié)構(gòu)的健康發(fā)展,從而推動福建省林業(yè)產(chǎn)業(yè)持續(xù)的發(fā)展及林業(yè)產(chǎn)業(yè)結(jié)構(gòu)健康的發(fā)展以及生態(tài)文明建設(shè)水平的發(fā)展。
[Abstract]:Human society has experienced rapid economic development in the period of industrial civilization, but the earth's ecological environment has been burdened. The concept of ecological civilization emerged as the times require, and it is urgent to protect the earth's resources and environment. In the process of ecological civilization development, forestry industrial structure adjustment plays an important role. The rationality of forestry industry structure will directly affect the development of forestry economy. So-called rationality, has relativity. Fundamentally speaking, the adjustment of industrial structure runs through the development of an industry from beginning to end. The process of industrial structure adjustment is the process of improving efficiency. Otherwise, if we want to further improve economic efficiency, we must adjust the industrial structure. Structural adjustment is permanent. The development of today's society needs not only economic benefits, but also ecological benefits. Therefore, according to the requirements of ecological civilization on forestry industrial structure, the forestry industrial structure should be adjusted reasonably, so as to improve the social economic and ecological benefits and make the sustainable development of human society. In this paper, the forestry industry structure of Fujian Province is taken as the research object, and the ecological environment which is most directly related to the forestry industry is taken as the angle to explore the development of the forestry industry structure of Fujian Province under the background of studying the ecological civilization. The purpose of this paper is to explore the practical and effective ways to develop the forestry industry structure in Fujian Province in the future, and to find the potential of the forestry industry so as to promote the sustained and stable growth of forestry economy in Fujian Province. Based on the theory of leading industry selection and sustainable development and the method of model analysis, this paper studies the structure of forestry industry in Fujian Province. Firstly, the paper describes the present situation of forestry industry structure in Fujian Province, and finds out the advantage industry and the uncompetitive industry of Fujian forestry industry by the method of deviation share analysis. Secondly, the relationship between forestry industry structure and ecological civilization is deduced after the forestry industry is connected with ecological environment by grey relational analysis, and then, according to the requirements of ecological civilization, the relationship between forestry industry structure and ecological civilization is deduced. The development of forestry industry structure in Fujian Province from 2016 to 2020 was forecasted by the model of GMZ1). Under the background of the construction of ecological civilization, the output value of forestry third production continued to increase, and the proportion of forestry tertiary industry, which was the dominant industry, was obviously increased. Finally, the favorable and restrictive factors for the adjustment and development of forestry industry are analyzed, and suggestions are put forward for the future development of forestry industry in Fujian Province, which takes ecological benefits into account. According to the research results, this paper puts forward that the future forestry industry adjustment direction under the background of ecological civilization construction should be: base on forestry primary industry, maintain Fujian's regional natural resources advantage, give play to ecological effect; promote the transformation and upgrading of secondary industry. Improving the competitiveness of the forestry secondary industry and developing the tertiary industry become the new driving force of Fujian forestry economic growth. Through promoting the sustainable development of forestry industry and the healthy development of forestry industry structure in Fujian Province, the sustainable development of forestry industry in Fujian Province, the healthy development of forestry industry structure and the development of ecological civilization construction level are promoted.
