【摘要】：主動(dòng)適應(yīng)、積極引領(lǐng)新常態(tài),助推產(chǎn)業(yè)轉(zhuǎn)型升級、支撐經(jīng)濟(jì)中高速發(fā)展,迫切需要構(gòu)建和完善有利于創(chuàng)新驅(qū)動(dòng)發(fā)展的產(chǎn)業(yè)技術(shù)政策體系。從新常態(tài)下產(chǎn)業(yè)轉(zhuǎn)型與產(chǎn)業(yè)技術(shù)政策的內(nèi)涵和相互關(guān)系入手,研究總結(jié)典型國家產(chǎn)業(yè)技術(shù)政策的基本走向、特點(diǎn)以及對我國完善產(chǎn)業(yè)技術(shù)政策的借鑒與啟示。以區(qū)域創(chuàng)新能力連續(xù)7年保持全國第一的江蘇省為例,以問題為導(dǎo)向,摸清江蘇省產(chǎn)業(yè)技術(shù)政策制度框架和基本現(xiàn)狀,研究分析江蘇省產(chǎn)業(yè)轉(zhuǎn)型升級對產(chǎn)業(yè)技術(shù)政策和制度的需求,緊扣新常態(tài)的要求與特征,探索完善產(chǎn)業(yè)技術(shù)政策的制度框架與實(shí)踐舉措。
[Abstract]:In order to adapt to the new normal actively, promote the industrial transformation and upgrade, support the rapid development of economy, it is urgent to construct and perfect the industrial technology policy system which is conducive to innovation-driven development. Starting with the connotation and mutual relationship between industrial transformation and industrial technology policy under the new normal, this paper studies and summarizes the basic trend and characteristics of industrial technology policy in typical countries, as well as the reference and enlightenment to the perfection of industrial technology policy in China. Taking Jiangsu Province, where the regional innovation ability has been in the first place in the country for seven consecutive years, as an example, and taking the problem as the guide, we can find out the framework and basic status of industrial technology policy system in Jiangsu Province. This paper studies and analyzes the demand of industrial technology policy and system for industrial transformation and upgrading in Jiangsu Province, closely follows the requirements and characteristics of the new normal, and explores the institutional framework and practical measures to perfect industrial technology policy.
