【摘要】：地理標(biāo)志是一種重要的知識(shí)產(chǎn)權(quán)。自1994年地理標(biāo)志被納入我國法律體系加以保護(hù)開始,地理標(biāo)志保護(hù)在我國己有21年發(fā)展歷程�；谖覈乩怼夂�、水資源等自然環(huán)境多樣性的特征,我國農(nóng)產(chǎn)品種類,尤其是各具特色的優(yōu)質(zhì)農(nóng)產(chǎn)品資源品類豐富,因此引進(jìn)地理標(biāo)志保護(hù)制度對(duì)我國農(nóng)業(yè)的可持續(xù)化與特色化發(fā)展具有長遠(yuǎn)的意義。本文在研究地理標(biāo)志發(fā)展背景與意義的基礎(chǔ)上,概述了地理標(biāo)志的基本概念與基本特征,并通過對(duì)產(chǎn)業(yè)發(fā)展理論與俱樂部理論的簡單介紹,為地理標(biāo)志保護(hù)促進(jìn)區(qū)域農(nóng)業(yè)經(jīng)濟(jì)發(fā)展提供理論依據(jù)；分析湘潭縣地理標(biāo)志產(chǎn)品“湘蓮”的保護(hù)與發(fā)展現(xiàn)狀以及存在的諸多問題,從而揭示湘蓮地理標(biāo)志發(fā)展過程中遭遇的瓶頸；確定基于研究主題的調(diào)查時(shí)間、范圍、對(duì)象、方法和內(nèi)容等基本要素,對(duì)湘蓮地理標(biāo)志及其認(rèn)知度進(jìn)行消費(fèi)者調(diào)查,并對(duì)調(diào)查結(jié)果進(jìn)行研究分析得出結(jié)論；結(jié)合地理標(biāo)志保護(hù)和發(fā)展理論以及問卷調(diào)查分析報(bào)告,相應(yīng)提出促進(jìn)湘蓮地理標(biāo)志發(fā)展水平的策略及政策建議。
[Abstract]:Geographical indication is an important intellectual property right. Since the geographical indication was brought into the legal system of our country to protect in 1994, the protection of geographical indication has been developing for 21 years in our country. Based on the diversity of the natural environment, such as geography, climate, water resources and so on, the variety of agricultural products in China, especially the high-quality agricultural resources with its own characteristics, is abundant. Therefore, the introduction of geographical indication protection system is of long-term significance to the sustainable and characteristic development of agriculture in China. On the basis of studying the background and significance of the development of geographical indications, this paper summarizes the basic concepts and characteristics of geographical indications, and introduces briefly the theory of industrial development and the theory of clubs. It provides a theoretical basis for the protection of geographical indications to promote the development of regional agricultural economy, analyzes the protection and development status of Xianglian, a geographical indication product in Xiangtan County, and the problems existing in the protection and development of Xianglian, a geographical indication product in Xiangtan County. In order to reveal the bottleneck encountered in the development of Xianglian geographical indications, determine the investigation time, scope, object, method and content based on the research topic, and carry out a consumer survey on Xianglian geographical indications and their cognition. Based on the theory of protection and development of geographical indications and the report of questionnaire survey, the author puts forward the strategies and policy suggestions to promote the development level of geographical indications in Xianglian.
