【摘要】：設(shè)施農(nóng)業(yè)蔬菜大棚產(chǎn)業(yè)對于提高農(nóng)民收入以及增加農(nóng)業(yè)效益都具有十分重要的意義。近年來,武漢市政府出臺了諸多政策扶持蔬菜大棚產(chǎn)業(yè)發(fā)展,取得了顯著效果。但是在政府推進(jìn)蔬菜大棚產(chǎn)業(yè)加速發(fā)展的進(jìn)程中逐步呈現(xiàn)出許多問題,比如政府規(guī)劃難以達(dá)標(biāo),尋租腐敗屢禁不止,科技含量尚較落后,農(nóng)民培訓(xùn)效果欠佳,大棚經(jīng)營體系陳舊等。主要是由于以下幾方面原因:武漢市政府組織存在漏洞,規(guī)劃不夠合理,社會腐敗之風(fēng)不止,某些官員自律性不強(qiáng),扶持政策跟不上時代發(fā)展,缺乏培訓(xùn)、科研、營銷體系的創(chuàng)新等。本文基于武漢市蔬菜大棚發(fā)展中存在的問題,詳細(xì)分析了發(fā)生原因。并針對這些原因,提出了改進(jìn)措施。第一,武漢市政府可以從完善各個組織環(huán)節(jié)入手,加政府監(jiān)管;第二,積極引進(jìn)國外先進(jìn)技術(shù),加大科技投入;第三,改善農(nóng)民培訓(xùn)體系;第四,創(chuàng)新大棚經(jīng)營模式,增加大棚使用效率;第五,建立的社會監(jiān)督體制,促進(jìn)政府相關(guān)政策有效落實;第六,加強(qiáng)政府自律管理,從內(nèi)部預(yù)防腐敗,促進(jìn)蔬菜大棚產(chǎn)業(yè)發(fā)展;第七,增強(qiáng)公務(wù)員團(tuán)隊建設(shè),保證公共政策長期有效。
[Abstract]:It is of great significance to improve farmers' income and increase agricultural efficiency in greenhouse industry of protected agriculture. In recent years, Wuhan municipal government issued many policies to support the development of vegetable shed industry, and achieved remarkable results. However, in the process of accelerating the development of the vegetable greenhouse industry, the government has gradually presented many problems, such as the difficulty of government planning to reach the standard, the repeated prohibition of rent-seeking corruption, the backward science and technology content, and the poor effect of farmer training. The management system of big shed is old and so on. Mainly due to the following reasons: there are loopholes in the organization of the Wuhan Municipal Government, the planning is not reasonable, the wind of social corruption does not stop, some officials are not self-disciplined, the support policy can not keep up with the development of the times, lack of training, scientific research, Innovation of marketing system. Based on the problems existing in the development of vegetable shed in Wuhan City, this paper analyzes the causes in detail. In view of these reasons, the improvement measures are put forward. First, the Wuhan municipal government can start from perfecting various organizational links and increase government supervision; second, it can actively introduce advanced technology from abroad and increase scientific and technological input; third, it can improve the farmer training system; fourth, it can innovate the management mode of the greenhouse. To increase the efficiency of greenhouse use; fifth, to establish a social supervision system to promote the effective implementation of relevant government policies; sixth, to strengthen government self-discipline management, to prevent corruption from within, and to promote the development of vegetable greenhouse industry; seventh, Strengthen the construction of the civil service team to ensure the long-term effectiveness of public policies.
