【摘要】：產業(yè)結構與經濟發(fā)展密切相關,一國經濟發(fā)展的過程在一定程度上可以視為該國產業(yè)結構的調整過程。當前中國進入了工業(yè)化后期階段,經濟發(fā)展已由高速增長轉為了中高速增長,“新常態(tài)”背景下,我國面臨著復雜而艱巨的任務——既要穩(wěn)增長,又要調結構。從國際經驗來看,許多國家正是在這個時期出現了大的問題,甚至陷入危機,而日本卻通過產業(yè)結構的適時調整呈現出穩(wěn)定增長的景象。對比中國現階段面臨的問題和日本在20世紀70年代面臨的狀況可以發(fā)現,其間存在眾多相似之處。因此,對70年代日本重化型產業(yè)結構的調整的研究可以為當前中國經濟轉型提供借鑒和指導。本文在對產業(yè)結構概念及其調整理論進行研究的基礎上,首先對70年代日本重化型產業(yè)結構調整的背景和原因進行了探究,然后指出了這次產業(yè)結構調整的方向與采取的主要政策措施,并對其取得的成效和存在的問題進行了評述。結果顯示:20世紀70年代日本產業(yè)結構的調整是在日元升值、兩次石油危機和經濟摩擦日益加劇的國際背景下,為解決重化型產業(yè)結構與能源結構、環(huán)境協調發(fā)展、國民化需求和經濟增長動力轉換間的矛盾而進行的;這次的調整的基本方向是從“重、厚、長、大”的資本密集型產業(yè)轉向“輕、薄、短、小”的知識和技術密集型產業(yè),日本政府和企業(yè)主要是通過制定合理的產業(yè)政策、推進技術革新、企業(yè)減量經營、制定節(jié)能措施和開發(fā)新能源措施、加大海外直接投資等途徑來推進產業(yè)結構的調整的;總的來說,這次的調整一方面產生了產業(yè)結構日益高級化、經濟保持穩(wěn)定增長且節(jié)能經濟發(fā)展顯著、出口急劇擴大等顯著成效,但另一方面也存在著對外投資過度導致國內產業(yè)結構“空心化”、國內投資總規(guī)模減小和技術創(chuàng)新不足、經濟增長過度依賴外需等問題。通過以上對日本重化型產業(yè)結構調整過程的全面分析,篇末之處,筆者在對“新常態(tài)”背景下中國產業(yè)結構調整與轉型必要性進行分析的基礎上,從日本70年代調整的過程中得出了對當前中國產業(yè)結構調整的五點啟示,分別是:制定科學合理的產業(yè)政策,并付諸于立法保障;調動企業(yè)的積極性,發(fā)揮企業(yè)在結構升級中的活力;運用“引進、吸收+創(chuàng)新”模式,強化技術創(chuàng)新能力;發(fā)展節(jié)能環(huán)保技術,推動“環(huán)境立國”戰(zhàn)略;產業(yè)結構的調整要兼顧產業(yè)體系的完整性和就業(yè)的穩(wěn)定性等。
[Abstract]:The industrial structure is closely related to the economic development, and the process of a country's economic development can be regarded as the adjustment process of the country's industrial structure to a certain extent. At present, China has entered the late stage of industrialization, and the economic development has changed from high speed growth to medium high speed growth. Under the background of "new normal", China is faced with a complex and arduous task of steady growth and structural adjustment. From the international experience, many countries in this period appeared great problems, even into a crisis, but Japan through the timely adjustment of industrial structure presents a stable growth scene. Comparing the problems faced by China and Japan in the 1970s, we can find that there are many similarities between them. Therefore, the study on the readjustment of Japan's heavy industrial structure in the 1970s can provide reference and guidance for the current economic transformation of China. Based on the study of the concept of industrial structure and its adjustment theory, this paper first explores the background and causes of the readjustment of the industrial structure in Japan in the 1970s. Then it points out the direction and main policy measures of the industrial structure adjustment, and comments on its achievements and problems. The results show that the adjustment of Japan's industrial structure in the 1970s was under the international background of the appreciation of the yen, the two oil crises and the increasing economic friction. In order to solve the problem of heavy industrial structure and energy structure, the environment developed harmoniously. The basic direction of this adjustment is to shift from "heavy, thick, long and large" capital-intensive industries to "light, thin, short and small" knowledge-and technology-intensive industries. The Japanese government and enterprises mainly promote the adjustment of industrial structure by making reasonable industrial policies, promoting technological innovation, reducing business operation, formulating energy-saving measures and new energy development measures, increasing overseas direct investment and so on. In general, on the one hand, this readjustment has produced remarkable results such as increasing industrial structure, maintaining stable economic growth, remarkable economic development in energy conservation, and rapid expansion of exports. On the other hand, there are also some problems, such as over-investment of foreign countries leading to "hollowing" of domestic industrial structure, reduction of total scale of domestic investment and insufficient technological innovation, excessive dependence of economic growth on external demand, and so on. At the end of the article, the author analyzes the necessity of industrial structure adjustment and transformation in China under the background of "New normal". From the process of Japan's adjustment in the 1970s, five enlightenments to the adjustment of China's industrial structure are drawn. They are: formulating scientific and reasonable industrial policies and putting them into legislative protection; arousing the enthusiasm of enterprises. Give full play to the vitality of enterprises in structural upgrading, apply the mode of "introducing, absorbing and innovating", strengthen the ability of technological innovation, develop energy-saving and environment-friendly technologies, and promote the strategy of "establishing a country by environment"; The adjustment of industrial structure should take into account the integrity of industrial system and the stability of employment.
