【摘要】：高新技術(shù)產(chǎn)業(yè)的迅速發(fā)展為增加我國(guó)勞動(dòng)力就業(yè)、保證國(guó)民經(jīng)濟(jì)穩(wěn)定快速增長(zhǎng)以及促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)有序調(diào)整、升級(jí)等方面做出了重大貢獻(xiàn)。為了使產(chǎn)業(yè)的發(fā)展模式得到創(chuàng)新以及升級(jí)傳統(tǒng)產(chǎn)業(yè),我國(guó)各個(gè)地區(qū)都把高新技術(shù)產(chǎn)業(yè)的發(fā)展放到了很重要的位置,江門市作為珠三角經(jīng)濟(jì)圈的重要成員,其高新技術(shù)產(chǎn)業(yè)也得到了較快的發(fā)展,產(chǎn)業(yè)結(jié)構(gòu)也逐步合理。廣東省一直是改革開(kāi)放的排頭兵,江門市高新技術(shù)產(chǎn)業(yè)的發(fā)展與廣東省其他發(fā)達(dá)地區(qū)相比有很大進(jìn)步的空間。目前國(guó)內(nèi)外學(xué)者系統(tǒng)比較了高新技術(shù)產(chǎn)業(yè)與傳統(tǒng)產(chǎn)業(yè)對(duì)于經(jīng)濟(jì)發(fā)展的不同貢獻(xiàn),研究了現(xiàn)有的政府政策對(duì)高新技術(shù)產(chǎn)業(yè)的影響、高新技術(shù)產(chǎn)業(yè)的帶動(dòng)效應(yīng)、高新技術(shù)企業(yè)認(rèn)定評(píng)價(jià)體系、高新技術(shù)企業(yè)的發(fā)展規(guī)律等,但是在深入探討政府稅收減免政策對(duì)高新技術(shù)產(chǎn)業(yè)的影響和高新技術(shù)企業(yè)與政府的博弈等方面的學(xué)術(shù)成果尚且不多。本研究基于以上實(shí)踐、理論與事實(shí)背景,參閱大量文獻(xiàn),通過(guò)對(duì)江門市高新技術(shù)企業(yè)數(shù)據(jù)的分析,我們摸清了江門市高新技術(shù)產(chǎn)業(yè)的發(fā)展水平,并探究了稅收減免政策對(duì)高新技術(shù)產(chǎn)業(yè)發(fā)展的影響,建立了企業(yè)和政府的博弈模型,對(duì)高新技術(shù)企業(yè)的認(rèn)定進(jìn)行了理論探究。文章依托從江門市科技局獲取的數(shù)據(jù)資料,選取江門市高新技術(shù)企業(yè)2010年—2013年的面板數(shù)據(jù)為研究樣本,系統(tǒng)梳理了國(guó)家促進(jìn)江門市高新技術(shù)產(chǎn)業(yè)發(fā)展的政策,比較了江門市與珠三角其他城市的經(jīng)濟(jì)指標(biāo),探究了稅收優(yōu)惠政策能否促進(jìn)RD的投入,以及用生產(chǎn)全要素計(jì)量模型來(lái)實(shí)證研究企業(yè)RD投入能否促進(jìn)企業(yè)的成長(zhǎng),并且建立了企業(yè)和政府的博弈模型。全文綜合運(yùn)用理論梳理、模型驗(yàn)證以及實(shí)證研究相結(jié)合的方法,充分借鑒了統(tǒng)計(jì)學(xué)、計(jì)量經(jīng)濟(jì)學(xué)、信息經(jīng)濟(jì)學(xué)等眾多學(xué)科的理論知識(shí),并借助SPSS、Eviews等軟件進(jìn)行模型設(shè)定以及模型檢驗(yàn)。研究主要得出了以下結(jié)論:(1)稅收減免在當(dāng)期看來(lái)會(huì)減少國(guó)家、地方政府的收入,但是著眼于長(zhǎng)遠(yuǎn),稅收減免能有效提高高新技術(shù)企業(yè)的研發(fā)投入,助力企業(yè)做大做強(qiáng),健康發(fā)展,進(jìn)而提高整個(gè)地區(qū)的經(jīng)濟(jì)實(shí)力。(2)稅收減免政策對(duì)企業(yè)引進(jìn)人才的作用很小。(3)政府的政策支持不會(huì)有效激勵(lì)企業(yè)加大開(kāi)發(fā)新產(chǎn)品的力度,反而會(huì)阻礙新產(chǎn)品的產(chǎn)值。(4)企業(yè)研發(fā)投入對(duì)企業(yè)的成長(zhǎng)具有較大的促進(jìn)作用。本研究最后給出了促進(jìn)江門市高新技術(shù)產(chǎn)業(yè)進(jìn)一步優(yōu)化的建議,并通過(guò)分析江門市高新技術(shù)產(chǎn)業(yè)發(fā)展的局限,指出了其未來(lái)發(fā)展的方向,以期為相關(guān)的政策制定者提供政策改進(jìn)意見(jiàn)。
[Abstract]:The rapid development of high-tech industry has made great contributions to increasing the employment of labor force, ensuring the steady and rapid growth of the national economy and promoting the orderly adjustment and upgrading of industrial structure. In order to make the mode of industrial development innovative and upgrade traditional industries, the development of high-tech industries has been placed in a very important position in all regions of China. Jiangmen City is an important member of the Pearl River Delta economic circle. Its high-tech industry has also obtained the fast development, the industrial structure also gradually reasonable. Guangdong Province has always been the vanguard of reform and opening up. The development of high and new technology industry in Jiangmen City has great room for progress compared with other developed areas in Guangdong Province. At present, scholars at home and abroad have systematically compared the different contributions of high-tech industry and traditional industry to economic development, studied the influence of existing government policies on high-tech industry, and the driving effect of high-tech industry. The evaluation system of high-tech enterprises, the development law of high-tech enterprises, etc., but there are few academic achievements in deeply discussing the influence of government tax relief policy on high-tech industry and the game between high-tech enterprises and the government. Based on the above practice, theoretical and factual background, and referring to a large number of documents, through the analysis of the data of high and new technology enterprises in Jiangmen City, we have found out the level of development of high and new technology industry in Jiangmen City. The paper also explores the influence of tax relief policy on the development of high-tech industry, establishes the game model between enterprises and government, and makes a theoretical study on the identification of high-tech enterprises. Based on the data obtained from Jiangmen City Science and Technology Bureau, this paper selects the panel data of Jiangmen high-tech enterprises from 2010 to 2013 as the research sample, and systematically combs the national policies to promote the development of Jiangmen high-tech industry. This paper compares the economic indicators of Jiangmen City with that of other cities in the Pearl River Delta, probes into whether the preferential tax policy can promote R D input, and empirically studies whether R D investment can promote the growth of enterprises by using the full factor econometric model of production. And set up the game model of enterprise and government. The full text synthetically uses the theory combing, the model verification and the demonstration research unifies the method, has drawn lessons from the statistics, the econometrics, the information economics and so on many disciplines theory knowledge, And with the help of SPSS Eviews and other software model setting and model verification. The main conclusions of the study are as follows: 1) tax relief will reduce the income of the state and local governments in the current period, but with a view to the long term, tax relief can effectively increase the R & D investment of high-tech enterprises and help enterprises to become bigger and stronger. Developing healthily, thus improving the economic strength of the whole region. (2) the tax relief policy has very little effect on enterprises to introduce talents.) the policy support of the government will not effectively encourage enterprises to intensify the development of new products. On the contrary, it will hinder the output value of new products. Finally, the paper gives some suggestions to promote the further optimization of high and new technology industry in Jiangmen City, and points out the direction of its future development by analyzing the limitations of the development of high and new technology industry in Jiangmen City. In order to provide policy improvement advice for the relevant policy makers.
