【摘要】：新一輪科技革命與產(chǎn)業(yè)革命正孕育興起,以科技創(chuàng)新為核心的國際競爭日趨激烈,中國經(jīng)濟步入“新常態(tài)”,“一帶一路”戰(zhàn)略深入開展,“長江經(jīng)濟帶”戰(zhàn)略扎實推進,創(chuàng)新驅(qū)動戰(zhàn)略全面啟動,為科技創(chuàng)新與產(chǎn)業(yè)結(jié)構(gòu)高級化營造了良好的發(fā)展環(huán)境;重慶市內(nèi)科技創(chuàng)新與產(chǎn)業(yè)相關(guān)政策為科技創(chuàng)新與產(chǎn)業(yè)結(jié)構(gòu)高級化發(fā)展提供了制度保障。在推動人類文明發(fā)展的進程中,科技創(chuàng)新與產(chǎn)業(yè)結(jié)構(gòu)高級化之間形成了自身的動力機制,科技創(chuàng)新能否有效促進產(chǎn)業(yè)結(jié)構(gòu)高級化,怎樣促進產(chǎn)業(yè)結(jié)構(gòu)高級化,均是值得研究、探討的問題。通過理論研究,發(fā)現(xiàn)科技創(chuàng)新可以驅(qū)動產(chǎn)業(yè)結(jié)構(gòu)高級化發(fā)展。利用重慶市1997-2014年的科技創(chuàng)新及產(chǎn)業(yè)相關(guān)的數(shù)據(jù),分別對重慶市科技創(chuàng)新發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀進行了分析。從科技創(chuàng)新環(huán)境、知識創(chuàng)造能力、知識流動能力、企業(yè)技術(shù)創(chuàng)新能力、高�？萍紕�(chuàng)新能力、科技創(chuàng)新效益六因素分析了重慶市科技創(chuàng)新發(fā)展現(xiàn)狀,并利用熵權(quán)法評價了直轄以來的科技創(chuàng)新能力。最終發(fā)現(xiàn),重慶市科技創(chuàng)新發(fā)展中存在科研經(jīng)費投入不足、科技人才相對匱乏、科技成果產(chǎn)出率欠佳、科技知識交流不充分等問題。從產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)業(yè)就業(yè)結(jié)構(gòu)、產(chǎn)業(yè)投資結(jié)構(gòu)分析了產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀,并利用產(chǎn)業(yè)結(jié)構(gòu)層次系數(shù)法對重慶直轄以來的產(chǎn)業(yè)結(jié)構(gòu)高級化水平進行測度,最終發(fā)現(xiàn),重慶市產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化中趨于合理化,在高級化進程中存在三次產(chǎn)業(yè)比例不協(xié)調(diào),勞動力轉(zhuǎn)移成效不高,人力、資本投入效率較低等問題�？萍紕�(chuàng)新環(huán)境、知識創(chuàng)新能力、知識流動能力對重慶科技創(chuàng)新能力影響最大,RD經(jīng)費支出、專利申請受理量、技術(shù)市場交易額分別對科技創(chuàng)新環(huán)境、知識創(chuàng)造能力、知識流動能力的影響最大,最終選擇RD經(jīng)費支出、專利申請受理量、技術(shù)市場交易額為自變量,產(chǎn)業(yè)結(jié)構(gòu)層次系數(shù)為因變量,運用VAR模型,通過ADF檢驗、Johansen檢驗、Granger因果檢驗、脈沖響應(yīng)函數(shù)及方差分解就科技創(chuàng)新對產(chǎn)業(yè)結(jié)構(gòu)高級化的影響進行實證分析。結(jié)果表明,RD經(jīng)費支出、專利申請受理量、技術(shù)市場交易額均對產(chǎn)業(yè)結(jié)構(gòu)高級化有正向影響,其中貢獻度最大的是RD經(jīng)費支出,其次是專利申請受理量,技術(shù)市場交易額貢獻度最小。根據(jù)上述現(xiàn)狀分析結(jié)果及實證研究結(jié)果,本文得出以下結(jié)論:第一,科技創(chuàng)新可以有效推動產(chǎn)業(yè)結(jié)構(gòu)高級化;第二,重慶市科技創(chuàng)新能力逐漸提升,但其發(fā)展過程中仍然存在些許問題;第三,重慶市產(chǎn)業(yè)結(jié)構(gòu)趨于合理化,人力與資本是產(chǎn)業(yè)高級化進程中的主要阻礙因素;第四,重慶市產(chǎn)業(yè)結(jié)構(gòu)高級化的主要驅(qū)動力是科研投入的增加;第五,科技成果產(chǎn)出效率提高可以促進產(chǎn)業(yè)結(jié)構(gòu)高級化;第六,技術(shù)市場交易對產(chǎn)業(yè)結(jié)構(gòu)高級化存在正向影響,但不顯著。為促進科技創(chuàng)新推動重慶市產(chǎn)業(yè)結(jié)構(gòu)高級化,本文提出了五個建議:一是建立協(xié)同創(chuàng)新體系,提高科技與產(chǎn)業(yè)創(chuàng)新能力;二是調(diào)整科研投入結(jié)構(gòu),創(chuàng)造良好科技創(chuàng)新環(huán)境;三是實施科技創(chuàng)新人才戰(zhàn)略,彌補科技人才短板;四是加速科技成果轉(zhuǎn)化,助推科技向產(chǎn)業(yè)化發(fā)展;五是搭建資源共享平臺,促資源向新興產(chǎn)業(yè)集聚。

Through theoretical research, it is found that scientific and technological innovation can drive the advanced development of industrial structure through theoretical research. Using the data of scientific and technological innovation and industry related in Chongqing for 1997-2014 years, the present situation of technological innovation development and industrial structure development in Chongqing is analyzed. The innovation environment, the ability of knowledge creation, the ability of knowledge flow, the ability of enterprise technology innovation, the ability of scientific and technological innovation in Colleges and universities, and the benefit of scientific and technological innovation are the six factors to analyze the present situation of the development of science and technology innovation in Chongqing City, and to evaluate the scientific and technological innovation ability of the municipality directly under the central government by entropy weight method. Finally, the investment of scientific research in the development of scientific and technological innovation in Chongqing has been put into practice. Insufficient scientific and technological talents, poor production rate of scientific and technological achievements and inadequate exchange of scientific and technological knowledge. The industrial structure, industrial employment structure and industrial investment structure were used to analyze the status of industrial structure development, and the industrial structure level coefficient method was used to measure the level of industrial structure of Chongqing since the central government was directly under the central government, and finally found, The optimization of industrial structure in Chongqing tends to be rationalized, and there are three disproportions of industrial proportions in the advanced process, poor labor transfer effect, human resources and low capital input efficiency. Scientific and technological innovation environment, knowledge innovation ability and knowledge flow ability have the greatest impact on the technological innovation ability of Chongqing, RD expenditure and patent application The amount of technology market trading volume has the greatest impact on the innovation environment of science and technology, the ability of knowledge creation and the ability of knowledge flow. Finally, we choose the RD expenditure, the amount of patent application, the trade volume of the technology market as independent variable, the factor of the industrial structure level as the dependent variable, the VAR model, the ADF test, the Granger causality test, the pulse test, and the pulse test. The response function and variance decomposition are used to make an empirical analysis on the effect of technological innovation on industrial structure advanced. The results show that the RD expenditure, the amount of patent application and the trade volume of the technology market have a positive impact on the advanced industrial structure, of which the largest contribution is the expenditure of RD, the next is the amount of patent application and the technology market transaction. According to the results of the above analysis and the results of the empirical study, this paper draws the following conclusions: first, the scientific and technological innovation can effectively promote the advanced industrial structure; second, the scientific and technological innovation ability of Chongqing is gradually improved, but there are still some problems in the process of development; third, the industrial structure of Chongqing tends to be rationalized and manpower. And capital is the main hindrance factor in the process of industrial upgrading; fourth, the main driving force for the upgrading of Chongqing's industrial structure is the increase of scientific research input; fifth, the improvement of the output efficiency of scientific and technological achievements can promote the advanced industrial structure; sixth, the technical market transaction has a positive impact on the industrial structure, but it is not significant. The innovation of science and technology promotes the advanced industrial structure of Chongqing. This paper puts forward five suggestions: first, to establish a cooperative innovation system to improve the ability of science and technology and industry innovation; two, to adjust the structure of scientific research and to create a good environment for scientific and technological innovation; the three is to implement the strategy of scientific and technological innovation and make up for the short board of scientific and technological talents; and four to speed up the transformation of scientific and technological achievements, Boosting the development of science and technology to industrialization; the five is to build a resource sharing platform and promote resources to new industries.
