【摘要】：金融是現(xiàn)代經(jīng)濟(jì)的核心,金融主要是在儲蓄與投資之間建立一座橋梁,自其作用是實現(xiàn)資金在不同部門之間的合理配置:對資金短缺部門進(jìn)行補(bǔ)給,對盈余部門進(jìn)行引流。如此一來可以維護(hù)經(jīng)濟(jì)發(fā)展的平穩(wěn)運行,為產(chǎn)業(yè)結(jié)構(gòu)的成功調(diào)整和合理升級創(chuàng)造有利的外部環(huán)境。已有的研究都在不同程度上證明完善的金融體系對當(dāng)?shù)禺a(chǎn)業(yè)結(jié)構(gòu)的調(diào)整升級具有積極的作用,其中傳統(tǒng)行業(yè)產(chǎn)業(yè)結(jié)構(gòu)的改造升級需要金融體系的支撐,新型行業(yè)產(chǎn)業(yè)結(jié)構(gòu)的創(chuàng)新發(fā)展需要金融體系的支持,因而金融支持在產(chǎn)業(yè)結(jié)構(gòu)發(fā)展中的作用不可忽視。在以重工業(yè)等傳統(tǒng)工業(yè)為動力發(fā)展的歷史環(huán)境中,東北地區(qū)曾經(jīng)是領(lǐng)跑中國經(jīng)濟(jì)的火車頭,東北地區(qū)并以此形成了以重工業(yè)為主要經(jīng)濟(jì)發(fā)展方向的產(chǎn)業(yè)結(jié)構(gòu)。但是隨著經(jīng)濟(jì)的發(fā)展,時代的變遷,以往的傳統(tǒng)工業(yè)并不能滿足我國經(jīng)濟(jì)的發(fā)展,一些新型產(chǎn)業(yè)如雨后春筍營運而生,但東北地區(qū)經(jīng)濟(jì)結(jié)構(gòu)形成周期較長,其改變起來并不是一朝一夕之事,因而并未能快速改變經(jīng)濟(jì)發(fā)展模式,轉(zhuǎn)移發(fā)展重點,人力資本結(jié)構(gòu)相對固化,市場開放水平相對比較低等困境成為制約東北地區(qū)產(chǎn)業(yè)結(jié)構(gòu)升級的關(guān)鍵枷鎖,偏重、偏老、偏大的產(chǎn)業(yè)結(jié)構(gòu)已經(jīng)不能創(chuàng)造曾經(jīng)全國經(jīng)濟(jì)極點的輝煌,無法滿足現(xiàn)有的市場需求。在此環(huán)境下,東北地區(qū)解決歷史遺留經(jīng)濟(jì)問題,重新規(guī)劃經(jīng)濟(jì)發(fā)展的戰(zhàn)略重點,是提升東北地區(qū)經(jīng)濟(jì)發(fā)展水平的必然選擇,其金融支持是所有戰(zhàn)略構(gòu)想和經(jīng)濟(jì)規(guī)劃實現(xiàn)的物質(zhì)基礎(chǔ)和基本保障。首先,本文從理論層面分析了金融支持產(chǎn)業(yè)結(jié)構(gòu)升級的一般作用機(jī)制,并分別從銀行信貸和資本市場兩個角度詳述金融支持產(chǎn)業(yè)結(jié)構(gòu)升級的作用機(jī)理。其次,利用東北地區(qū)金融與產(chǎn)業(yè)宏觀數(shù)據(jù)進(jìn)行實證分析。研究結(jié)果表明,東北三省的金融發(fā)展水平無法有效支撐區(qū)域內(nèi)產(chǎn)業(yè)結(jié)構(gòu)升級,與此同時,由于區(qū)域內(nèi)部經(jīng)濟(jì)發(fā)展水平不高,可進(jìn)行融資的資金數(shù)量不足,在經(jīng)濟(jì)發(fā)展及產(chǎn)業(yè)結(jié)構(gòu)升級的過程中,東北三省之間存在著相互競爭的關(guān)系,這種競爭使得省份之間難以實現(xiàn)相互推動與促進(jìn),難以實現(xiàn)東北三省之間經(jīng)濟(jì)上的互利共贏。因此,要實現(xiàn)東北地區(qū)老工業(yè)基地的真正復(fù)興,就要加大區(qū)域內(nèi)金融行業(yè)的發(fā)展力度,同時要注重產(chǎn)業(yè)結(jié)構(gòu)的不斷優(yōu)化調(diào)整,促進(jìn)二者之間的相互協(xié)調(diào)發(fā)展,實現(xiàn)共同的進(jìn)步,真正創(chuàng)造出金融業(yè)發(fā)展與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整協(xié)調(diào)布局的合理發(fā)展平臺。
[Abstract]:Finance is the core of modern economy. Finance is mainly to build a bridge between savings and investment. Since its function is to realize the rational allocation of funds among different departments: to supply the fund shortage sector and to drain the surplus sector. In this way, we can maintain the smooth operation of economic development and create a favorable external environment for the successful adjustment and reasonable upgrading of industrial structure. Existing studies have proved to some extent that a sound financial system has a positive effect on the adjustment and upgrading of the local industrial structure, and the upgrading of the industrial structure of the traditional industries needs the support of the financial system. The innovative development of new industrial structure needs the support of financial system, so the role of financial support in the development of industrial structure can not be ignored. In the historical environment with heavy industry and other traditional industries as the motive force, the Northeast region was once the locomotive leading the Chinese economy, and thus formed the industrial structure with heavy industry as the main direction of economic development. However, with the development of economy and the change of times, the traditional industries in the past can not satisfy the economic development of our country. Some new industries are springing up and coming into operation, but the economic structure in Northeast China has a long forming period. It did not change overnight. As a result, it failed to change the pattern of economic development quickly, shifting the focus of development, and the structure of human capital was relatively solidified. The relatively low level of market opening has become the key shackles restricting the upgrading of the industrial structure in Northeast China. The industrial structure, which is heavy, old and large, can no longer create the brilliance of the national economic poles and can not meet the existing market demand. In this environment, it is an inevitable choice to improve the level of economic development in Northeast China by solving the economic problems left over from history and replanning the strategic focus of economic development. Its financial support is the material basis and basic guarantee of all strategic ideas and economic planning. First of all, this paper analyzes the general mechanism of financial support industrial structure upgrading from the theoretical level, and describes the mechanism of financial support industrial structure upgrading from the perspective of bank credit and capital market respectively. Secondly, the use of northeast financial and industrial macro data for empirical analysis. The results show that the financial development level of the three Northeast provinces can not effectively support the upgrading of the industrial structure in the region. At the same time, due to the low level of economic development within the region, the amount of funds available for financing is insufficient. In the process of economic development and upgrading of industrial structure, there is a relationship of competition among the three northeastern provinces, which makes it difficult to promote and promote each other among the provinces, and to realize the economic mutual benefit and win-win situation among the three provinces of Northeast China. Therefore, in order to realize the real revival of the old industrial base in Northeast China, it is necessary to intensify the development of the financial industry in the region, at the same time, to pay attention to the continuous optimization and adjustment of the industrial structure, to promote the coordinated development between the two, and to achieve common progress. Truly create a reasonable development platform for the development of financial industry and the optimization and adjustment of industrial structure.
