基于三階段DEA方法的中國房地產(chǎn)業(yè)效率研究

【摘要】:房地產(chǎn)業(yè)是我國的支柱產(chǎn)業(yè),是經(jīng)濟(jì)增長的重要引擎,其興衰起伏對國計(jì)民生有很大影響。經(jīng)過短短幾十年的發(fā)展房地產(chǎn)業(yè)已取得了驕人的成績,但是也出現(xiàn)了諸如庫存高企、重復(fù)建設(shè)、盲目投資的問題,這對資源造成了嚴(yán)重浪費(fèi)。目前我國房地產(chǎn)行業(yè)已從高速增長轉(zhuǎn)向中低速增長的“新常態(tài)”,在這個(gè)關(guān)鍵時(shí)期如何高效率的運(yùn)用現(xiàn)有資源,已成為房地產(chǎn)行業(yè)決勝的關(guān)鍵,探究科學(xué)合理的效率測算方法有助于客觀把握我國房地產(chǎn)業(yè)效率的真實(shí)水平,找出制約效率提升的原因,為房地產(chǎn)業(yè)如何在市場經(jīng)濟(jì)條件下持續(xù)保持競爭力提供參考依據(jù)。本文以我國31個(gè)省(市)房地產(chǎn)業(yè)效率為研究對象,首先對效率的概念及相關(guān)理論進(jìn)行了界定和闡述。其次,定性分析了我國房地產(chǎn)業(yè)的發(fā)展?fàn)顩r。最后運(yùn)用實(shí)證模型從動態(tài)和靜態(tài)的角度測算了我國房地產(chǎn)業(yè)效率。實(shí)證研究主要分為兩個(gè)部分,第一部分采用三階段DEA模型對效率進(jìn)行靜態(tài)評價(jià),該模型能將影響效率評價(jià)的外部環(huán)境和隨機(jī)誤差排除,因而能夠真實(shí)的反映我國房地產(chǎn)業(yè)的效率水平;第二部分利用Malmquist指數(shù)計(jì)算31個(gè)省(市)房地產(chǎn)業(yè)的全要素生產(chǎn)率,對我國房地產(chǎn)業(yè)效率進(jìn)行進(jìn)行動態(tài)分析,找出了引起效率變動的原因。研究結(jié)論主要有:第一,三階段DEA模型測得的我國房地產(chǎn)業(yè)技術(shù)效率均值為0.631,技術(shù)效率水平較低,區(qū)域差異較為明顯,東部地區(qū)始終高于中部和西部地區(qū);第二,在剔除外部環(huán)境和隨機(jī)誤差等因素對效率的影響后,測得第一階段和第三階段的效率值差異較大,規(guī)模效率在第一階段被高估,純技術(shù)效率被低估;第三,三階段DEA方法的實(shí)證結(jié)果表明,規(guī)模報(bào)酬遞增引起的規(guī)模無效率是抑制我國房地產(chǎn)業(yè)技術(shù)效率提升的原因;第四,技術(shù)進(jìn)步是我國房地產(chǎn)業(yè)效率提升的主要驅(qū)動因素。最后從政府和行業(yè)的角度提出了提升房地產(chǎn)業(yè)效率的建議。針對政府,提出了完善市場運(yùn)行機(jī)制,縮小地區(qū)效率差異;加強(qiáng)房地產(chǎn)業(yè)的投資引導(dǎo),注重信息化建設(shè)的建議。針對房地產(chǎn)行業(yè),提出了提高房地產(chǎn)業(yè)規(guī)模與集中度;鼓勵(lì)創(chuàng)新,提升房地產(chǎn)業(yè)發(fā)展中的科技含量的建議。
[Abstract]:Real estate industry is the pillar industry of our country and the important engine of economic growth. Its ups and downs have great influence on the national economy and people's livelihood. After a few decades of development, the real estate industry has made great achievements, but also appeared such as high inventory, repeated construction, blind investment, which caused a serious waste of resources. At present, the real estate industry in our country has changed from a high growth rate to a "new normal" of medium and low growth. How to use existing resources efficiently in this critical period has become the key to the real estate industry's decisive victory. Exploring the scientific and reasonable efficiency calculation method will help us to grasp the real level of real estate efficiency objectively, find out the reasons that restrict the improvement of efficiency, and provide the reference for how to keep the competitiveness of real estate industry under the market economy condition. Taking the efficiency of real estate industry in 31 provinces and cities as the research object, this paper defines and expounds the concept and related theories of efficiency. Secondly, qualitative analysis of the development of real estate industry in China. Finally, the efficiency of China's real estate industry is calculated from the dynamic and static point of view by using the empirical model. The empirical research is divided into two parts. In the first part, a three-stage DEA model is used to evaluate the efficiency. The model can eliminate the external environment and random errors that affect the efficiency evaluation. The second part uses Malmquist index to calculate the total factor productivity of the real estate industry of 31 provinces (cities), and carries on the dynamic analysis to the real estate industry efficiency of our country. Find out the cause of efficiency change. The main conclusions are as follows: first, the average value of technical efficiency of real estate industry measured by three-stage DEA model is 0.631, the level of technical efficiency is low, the regional difference is obvious, the eastern region is always higher than the central and western regions; second, After taking into account the influence of external environment and random error on efficiency, it is found that the efficiency of the first stage and the third stage are greatly different, the scale efficiency is overestimated in the first stage, and the pure technical efficiency is underestimated. The empirical results of the three-stage DEA method show that the scale inefficiency caused by increasing returns of scale is the reason to restrain the technical efficiency improvement of China's real estate industry. Fourthly, technological progress is the main driving factor for the efficiency improvement of China's real estate industry. Finally, from the angle of government and industry, the paper puts forward some suggestions to improve the efficiency of real estate industry. Aiming at the government, this paper puts forward some suggestions on perfecting the market operation mechanism, reducing the regional efficiency difference, strengthening the investment guidance of the real estate industry and paying attention to the information construction. Aiming at the real estate industry, the paper puts forward some suggestions to improve the scale and concentration of the real estate industry, to encourage innovation and to promote the scientific and technological content in the development of the real estate industry.
