【摘要】：開發(fā)區(qū)等產(chǎn)業(yè)園區(qū)之間的惡性競爭是困擾我國區(qū)域與城市經(jīng)濟(jì)社會(huì)發(fā)展、干擾其空間布局的重要因素。城鄉(xiāng)規(guī)劃作為一種協(xié)調(diào)沖突與矛盾、促進(jìn)統(tǒng)籌與整合的有效工具,在引導(dǎo)區(qū)域產(chǎn)業(yè)園區(qū)協(xié)同發(fā)展方面缺乏具體有效的技術(shù)方案。文章針對(duì)這一現(xiàn)實(shí)矛盾和技術(shù)薄弱環(huán)節(jié),系統(tǒng)梳理了相關(guān)研究成果,介紹了技術(shù)研究背景和過程,在借鑒博弈論、競合關(guān)系理論以及其他多學(xué)科空間競爭相關(guān)理論的基礎(chǔ)上,構(gòu)建了區(qū)域產(chǎn)業(yè)園區(qū)統(tǒng)籌整合規(guī)劃的技術(shù)框架,并以唐山市為例進(jìn)行了應(yīng)用研究。文章提出,區(qū)域產(chǎn)業(yè)園區(qū)統(tǒng)籌整合規(guī)劃應(yīng)從區(qū)域產(chǎn)業(yè)園區(qū)整體、群體和個(gè)體三個(gè)視角切入,在區(qū)域、市域、分區(qū)和區(qū)(縣、市)四個(gè)層面展開,從園區(qū)產(chǎn)業(yè)、空間、功能、共享性支撐體系、管理經(jīng)營體制與政策五個(gè)維度著手,構(gòu)建全方位的規(guī)劃引導(dǎo)體系,提高園區(qū)群、城市群的共建共享和協(xié)同發(fā)展水平。
[Abstract]:The vicious competition among industrial parks such as development zones is an important factor that puzzles the regional and urban economic and social development of our country and interferes with its spatial layout. Urban and rural planning, as an effective tool to coordinate conflicts and contradictions, promote coordination and integration, is lack of concrete and effective technical plan in guiding the coordinated development of regional industrial parks. Aiming at this realistic contradiction and weak link of technology, this paper systematically combs the related research results, introduces the background and process of technology research, and draws lessons from game theory, competition relation theory and other related theories of multi-disciplinary space competition. The technical framework of integrated planning of regional industrial parks is constructed, and the application of Tangshan City is studied. The paper puts forward that the overall integration planning of regional industrial park should be carried out from three angles of view: the whole, the group and the individual, from the four levels of region, city, district and district (county, city), and from the industry, space and function of the park. In order to improve the level of co-construction and co-development of urban agglomeration, the shared support system, management system and policy should be set up to build a comprehensive planning and guidance system.
