【摘要】：我國是農(nóng)業(yè)大國,有幾千年的農(nóng)耕歷史,“三農(nóng)”問題關(guān)系到國家經(jīng)濟(jì)發(fā)展和社會穩(wěn)定,是全面建成小康社會工作中的重中之重。改革開放以來,雖然我國農(nóng)業(yè)發(fā)展取得了巨大成就,當(dāng)前依然面臨著農(nóng)業(yè)基礎(chǔ)設(shè)施薄弱現(xiàn)代化進(jìn)展慢、耕地面積不斷減少糧食安全問題凸顯等諸多挑戰(zhàn)。為了加快農(nóng)業(yè)產(chǎn)業(yè)發(fā)展,全國各地積極開展農(nóng)業(yè)發(fā)展研究和探索。扶綏縣是廣西重要的糧食和糖料生產(chǎn)基地,近年來農(nóng)業(yè)產(chǎn)業(yè)有較快發(fā)展,同時也面臨著諸多的制約。本文主要以廣西扶綏縣農(nóng)業(yè)產(chǎn)業(yè)為研究對象,通過資料收集整理分析、實(shí)地調(diào)研、半結(jié)構(gòu)式訪談及部門座談會等方法,對扶綏縣農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的現(xiàn)狀及問題進(jìn)行研究,研究結(jié)論如下:當(dāng)前農(nóng)作物種植面積和產(chǎn)量基本保持穩(wěn)定,增產(chǎn)存在一定困難,農(nóng)業(yè)基礎(chǔ)設(shè)施還不夠完善、土地流轉(zhuǎn)和機(jī)械化程度不高、農(nóng)業(yè)投融資體系不健全。在對現(xiàn)狀和存在問題深入分析的基礎(chǔ)上,結(jié)合扶綏縣“十三五”時期國民經(jīng)濟(jì)發(fā)展重要方向,提出糧食產(chǎn)業(yè)建設(shè)糧食高產(chǎn)基地、推廣高產(chǎn)技術(shù)使用、做好病蟲害防治,經(jīng)濟(jì)作物加快甘蔗“雙高”基地建設(shè)、大力發(fā)展無公害蔬菜、澳洲堅(jiān)果、產(chǎn)業(yè)、大力建設(shè)“優(yōu)果工程”、發(fā)展劍麻基地等方向,并提出了“加快完善農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)、大力提高農(nóng)業(yè)機(jī)械裝備水平、建立健全農(nóng)業(yè)產(chǎn)業(yè)發(fā)展服務(wù)體系、推進(jìn)農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革、拓寬農(nóng)業(yè)投入渠道強(qiáng)化資金保障”的農(nóng)業(yè)產(chǎn)業(yè)發(fā)展保障措施。本文選擇扶綏縣作為樣板研究其農(nóng)業(yè)產(chǎn)業(yè)發(fā)展,一方面可以從扶綏縣實(shí)際情況出發(fā),借鑒國內(nèi)外先進(jìn)發(fā)展經(jīng)驗(yàn),指出扶綏縣農(nóng)業(yè)產(chǎn)業(yè)發(fā)展方向,為扶綏縣農(nóng)業(yè)發(fā)展提供建議;另一方面,國內(nèi)關(guān)于西部欠發(fā)達(dá)地區(qū)縣域農(nóng)業(yè)產(chǎn)業(yè)發(fā)展的研究較少,以扶綏縣為研究對象有重要意義。
[Abstract]:China is a big agricultural country with a history of several thousand years. The problem of "agriculture, countryside and farmers" is related to the national economic development and social stability, and is the most important part of the work of building a well-off society in an all-round way.Since the reform and opening up, although China's agricultural development has made great achievements, it is still facing many challenges, such as the weak modernization of agricultural infrastructure, the continuous reduction of cultivated land area and food security.In order to speed up the development of agricultural industry, all over the country to actively carry out agricultural development research and exploration.Fusui County is an important food and sugar production base in Guangxi. In recent years, agricultural industry has developed rapidly, but also faces many constraints.In this paper, the agricultural industry in Fusui County of Guangxi is taken as the research object. Through the methods of data collection and analysis, field investigation, semi-structural interview and departmental forum, the paper studies the present situation and problems of the agricultural industry development in Fusui County.The research results are as follows: at present, the planting area and yield of crops are basically stable, there are some difficulties in increasing production, the agricultural infrastructure is not perfect, the degree of land circulation and mechanization is not high, and the system of agricultural investment and financing is not perfect.Based on the deep analysis of the present situation and the existing problems, combined with the important direction of the national economy development during the 13th Five-Year Plan period of Fusui County, it is proposed that the grain industry should build a high-yield grain production base, popularize the use of high-yield techniques, and do a good job in the prevention and control of diseases and pests.Cash crops accelerate the construction of sugarcane "double high" bases, vigorously develop pollution-free vegetables, macadamia nuts, industry, vigorously build "excellent fruit projects", and develop sisal bases, and put forward the direction of "speeding up the construction of agricultural infrastructure."To improve the level of agricultural machinery and equipment, to establish and perfect the agricultural industry development service system, to promote the agricultural supply-side structural reform, and to broaden the channels of agricultural investment and strengthen the financial guarantee "the agricultural industry development guarantee measures."This paper chooses Fusui County as a model to study the development of its agricultural industry. On the one hand, it can start from the actual situation of Fusui County, draw lessons from the advanced development experience at home and abroad, point out the development direction of agricultural industry in Fusui County, and provide suggestions for the agricultural development of Fusui County.On the other hand, there are few researches on the development of agricultural industry in counties in the underdeveloped areas of western China, so it is of great significance to take Fusui County as the object of study.
