【摘要】：隨著我國人口老齡化程度逐步加深,國民對養(yǎng)老服務的需求快速增加,因此養(yǎng)老產(chǎn)業(yè)得以較快發(fā)展,但卻面臨著擴張期資金不足的問題。本文研究的主要內(nèi)容是我國PPP模式下養(yǎng)老產(chǎn)業(yè)基金的設立及運作方式。文章以金融作為切入點,通過成立養(yǎng)老產(chǎn)業(yè)基金發(fā)行基金份額募集資金,利用PPP模式整合了政府和民間資本兩種途徑,為整個養(yǎng)老產(chǎn)業(yè)的發(fā)展提供資金支持,用強大的資金力量促進養(yǎng)老項目的落地,為解決我國養(yǎng)老產(chǎn)業(yè)資金不足和養(yǎng)老項目落地較慢的問題提供理論和實踐依據(jù)。本文的亮點在于以創(chuàng)新和實用為原則,把養(yǎng)老產(chǎn)業(yè)基金和PPP模式進行整合,設計了養(yǎng)老產(chǎn)業(yè)基金及其進行項目投資的過程。文章整理了產(chǎn)業(yè)基金和PPP模式的國內(nèi)外文獻,歸納出產(chǎn)業(yè)基金和PPP模式的運作方法。搜集了我國養(yǎng)老產(chǎn)業(yè)和PPP模式的發(fā)展數(shù)據(jù),明確了我國養(yǎng)老產(chǎn)業(yè)和PPP模式未來的發(fā)展前景。研究了國外養(yǎng)老產(chǎn)業(yè)運作的經(jīng)驗,指出了可借鑒之處。選取了PPP模式下養(yǎng)老產(chǎn)業(yè)基金投資項目的案例,為后文的基金設計和項目投資運營提供一定的可行性基礎和實踐經(jīng)驗,為后續(xù)章節(jié)的基金設立方案和基金所投資項目運營方案的設計提供引導和借鑒。接下來研究了養(yǎng)老產(chǎn)業(yè)基金當前的政策環(huán)境、基金可行的資金來源及退出方式、PPP模式的整個操作流程,設計出養(yǎng)老產(chǎn)業(yè)基金的設立及運作方案,并以頤養(yǎng)社區(qū)為例設計了基金進行投資的可操作模型。最后探討了基金設立及投資運營過程中面臨的風險,做出了一系列風控措施。本文發(fā)現(xiàn),我國PPP模式下養(yǎng)老產(chǎn)業(yè)基金符合國家法律及引導扶持政策,具備一定的可行性,我國的養(yǎng)老產(chǎn)業(yè)可以借鑒本文設計的基金,可以參考設計的項目投資運營模型,通過PPP模式投資于養(yǎng)老項目。本文PPP模式下養(yǎng)老產(chǎn)業(yè)基金設立及運作模型的設立,有助于改善我國養(yǎng)老產(chǎn)業(yè)擴張期資金供給不足的問題,在為當前養(yǎng)老產(chǎn)業(yè)提供參考模式、改善人口老齡化情況、引導社會資金投資、拉動經(jīng)濟增長方面具備一定的實踐價值。
[Abstract]:With the gradual deepening of the aging of the population in China, the national demand for pension services is increasing rapidly, so the pension industry can develop rapidly, but it is facing the problem of insufficient funds in the expansion period.The main content of this paper is the establishment and operation of pension industry fund under PPP mode in China.This article regards finance as the breakthrough point, raises funds by setting up pension industry fund and issuing fund share, integrates government and folk capital by PPP mode, and provides financial support for the development of the whole pension industry.By using the powerful fund force to promote the landing of the pension project, this paper provides the theoretical and practical basis for solving the problem of the shortage of funds in the pension industry and the slow landing of the pension project in our country.The bright spot of this paper is that the pension industry fund and the PPP model are integrated in the principle of innovation and practicality, and the pension industry fund and the process of project investment are designed.This paper summarizes the domestic and foreign literature on industrial fund and PPP model, and summarizes the operation methods of industrial fund and PPP model.The development data of pension industry and PPP model in China are collected, and the prospect of future development of pension industry and PPP model in China is clarified.This paper studies the experience of overseas pension industry operation and points out the points for reference.This paper selects the case of pension industry fund investment project under PPP mode, and provides some feasible foundation and practical experience for the fund design and project investment operation.It provides guidance and reference for the design of the fund establishment scheme and the project operation plan of the fund investment in the following chapters.Then it studies the current policy environment of the pension industry fund, the feasible fund source and the exit mode of the fund and the whole operation process of PPP mode, and designs the establishment and operation plan of the pension industry fund.Taking the nursing community as an example, the operational model of fund investment is designed.Finally, the paper discusses the risk in the process of fund establishment and investment operation, and makes a series of risk control measures.In this paper, we find that the pension industry fund under the PPP mode of our country accords with the national law and the guidance support policy, and has certain feasibility, the pension industry of our country can draw lessons from the fund designed in this paper, can refer to the project investment operation model of the design.Invest in pension projects through PPP model.In this paper, the establishment and operation model of pension industry fund under PPP mode is helpful to improve the shortage of fund supply in the expansion period of pension industry in our country, and to provide a reference model for the current pension industry and to improve the aging of the population.Guiding social capital investment and stimulating economic growth has certain practical value.
