【摘要】：2008年起,從美國開始爆發(fā)的金融危機,引發(fā)了世界性的經(jīng)濟危機和衰退,使得全球產(chǎn)業(yè)發(fā)展進入了一個新階段。發(fā)展戰(zhàn)略性新興產(chǎn)業(yè),已經(jīng)成為后國際金融危機時期世界各國增強國際競爭力、搶占未來經(jīng)濟發(fā)展高地的重要戰(zhàn)略選擇。我們要深刻認識到培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)是關系到國家全局和長遠發(fā)展的重要抓手,有利于調(diào)整產(chǎn)業(yè)結構、轉變經(jīng)濟發(fā)展方式、促進產(chǎn)業(yè)轉型升級、實現(xiàn)經(jīng)濟社會跨越發(fā)展和可持續(xù)發(fā)展。目前國內(nèi)外戰(zhàn)略性新興產(chǎn)業(yè)大體上都處于起步階段,其發(fā)展過程中自然壟斷、不完全市場、非對稱信息和外部性等原因造成的市場失靈,對其發(fā)展將產(chǎn)生不良影響。該產(chǎn)業(yè)的蓬勃發(fā)展離不開地方政府的扶持和引導,合理定位地方政府經(jīng)濟職能,深入探索地方政府對產(chǎn)業(yè)發(fā)展作用機制等十分必要。本文首先分析了當前世界經(jīng)濟發(fā)展的背景和地方政府推進戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的意義,對比學習研究了國內(nèi)外的相關理論和文獻,明晰了新興產(chǎn)業(yè)、戰(zhàn)略性新興產(chǎn)業(yè)等研究對象的定義以及特征。接著以常州市武進區(qū)推進戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展為切入點,分析了武進區(qū)地方政府推進戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的現(xiàn)有成績以及存在問題。在此基礎上,通過對比研究國內(nèi)外不同地區(qū)推進戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的具體做法,從合理規(guī)劃產(chǎn)業(yè)發(fā)展、推動產(chǎn)業(yè)集群發(fā)展、改革政府施政方式、健全政策體系、加大金融支持力度和大力推進科技創(chuàng)新等六方面,對武進區(qū)政府推動戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展提供建議和意見,為地方政府制定切實可行的戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展政策提供決策參考。本論文以經(jīng)濟學、管理學等學科的相關理論知識為基礎,采用文獻分析法、數(shù)據(jù)分析法、比較分析法、調(diào)查訪談法等研究方法對戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展中地方政府作為進行系統(tǒng)研究。
[Abstract]:Since 2008, the financial crisis that broke out from the United States has led to the worldwide economic crisis and recession, which has made the global industrial development enter a new stage.The development of strategic emerging industries has become an important strategic choice for countries in the post-international financial crisis to enhance their international competitiveness and seize the highlands of economic development in the future.We must profoundly realize that cultivating and developing strategic emerging industries is an important grasp of the overall and long-term development of the country, is conducive to readjusting the industrial structure, changing the mode of economic development, and promoting industrial transformation and upgrading.To realize economic and social leapfrogging development and sustainable development.At present, the strategic emerging industries at home and abroad are generally in their infancy. The market failure caused by natural monopoly, incomplete market, asymmetric information and externality will have a negative impact on their development.The vigorous development of this industry can not be separated from the support and guidance of the local government. It is necessary to rationally locate the economic function of the local government and explore the mechanism of the local government's action on the industrial development.This paper first analyzes the background of the current world economic development and the significance of local governments to promote the development of strategic emerging industries, and studies the relevant theories and literature at home and abroad, and clarifies the emerging industries.The definition and characteristics of strategic emerging industries.Then taking Wujin District of Changzhou as the starting point to promote the development of strategic emerging industries, this paper analyzes the existing achievements and existing problems of the local governments in Wujin District in promoting the development of strategic emerging industries.On this basis, through the comparative study of the specific methods of promoting the development of strategic emerging industries in different regions at home and abroad, from the rational planning of industrial development, the promotion of industrial cluster development, the reform of government administration, the improvement of the policy system,It provides suggestions and opinions for Wujin district government to promote the development of strategic emerging industries, and provides policy references for local governments to formulate feasible policies for the development of strategic emerging industries.Based on the relevant theoretical knowledge of economics and management, this paper adopts literature analysis, data analysis, comparative analysis, etc.The methods of investigation and interview are used to systematically study the local government in the development of strategic emerging industries.
