【摘要】：在政策量化的基礎(chǔ)上,對科技政策組合特征進行了測算與趨勢分析,利用負二項回歸模型對1995-2013年間不同類別組合和同一類政策內(nèi)不同政策組合特征對高技術(shù)產(chǎn)業(yè)創(chuàng)新能力影響及區(qū)域差異進行分析,結(jié)果表明:政策組合的綜合性和一致性大致呈不斷增長的趨勢,且對創(chuàng)新具有促進作用;只有不同類別政策工具組合的均衡性具有明顯上升后平穩(wěn)的趨勢,其他均衡性較低、無明顯上升趨勢,且對創(chuàng)新的效果不穩(wěn)定;科技政策組合特征對高技術(shù)產(chǎn)業(yè)創(chuàng)新的影響存在區(qū)域差異,綜合性和一致性只存在程度上的差異,而均衡性還存在方向上的差異,且南部沿海綜合經(jīng)濟區(qū)整體上優(yōu)于其他地區(qū)。
[Abstract]:On the basis of policy quantification, the characteristics of science and technology policy combination are calculated and analyzed.The negative binomial regression model is used to analyze the influence of different types of combinations and different policy combinations within the same type of policies on the innovation ability of high-tech industries and regional differences between 1995 and 2013.The results show that the integration and consistency of the policy portfolio are increasing and promoting innovation, and only the equilibrium of different policy instruments has the tendency of rising and stable, while the other equilibrium is low.There is no obvious upward trend, and the effect of innovation is not stable. The influence of the combination of science and technology policy on high-tech industry innovation is different in different regions, and there are only differences in degree of comprehensiveness and consistency, and there are differences in the direction of equilibrium.And the southern coastal comprehensive economic zone as a whole superior to other regions.
