【摘要】：我國“十三五”發(fā)展規(guī)劃提出京津冀協(xié)同發(fā)展,打造世界級現(xiàn)代化城市群的國家戰(zhàn)略。同時(shí)。自由貿(mào)易試驗(yàn)區(qū)、北方經(jīng)濟(jì)中心、國家重點(diǎn)支持開發(fā)開放的國家級新區(qū)建設(shè)的實(shí)施,對天津?yàn)I海新區(qū)既是千·載難逢的歷史機(jī)遇,也是產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和提升的嚴(yán)峻挑戰(zhàn)。經(jīng)過多年的發(fā)展,濱海新區(qū)現(xiàn)代產(chǎn)業(yè)體系初步形成,大飛機(jī)、大火箭、大煉油、大機(jī)車為代表的高端新興產(chǎn)業(yè)呈現(xiàn)增長態(tài)勢。然而,在京津冀產(chǎn)業(yè)對接過程中,濱海新區(qū)需要落實(shí)國家對天津市的功能定位及主導(dǎo)產(chǎn)業(yè)選擇,因此新區(qū)產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和優(yōu)化問題尤為重要,有必要對新區(qū)現(xiàn)有產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行深入研究,借鑒國內(nèi)外成功經(jīng)驗(yàn),尋求可行性對策,以實(shí)現(xiàn)經(jīng)濟(jì)與社會、自然、人的和諧發(fā)展為目標(biāo),促進(jìn)濱海新區(qū)新的騰飛。本文主要探討了京津冀協(xié)同發(fā)展戰(zhàn)略指導(dǎo)下,濱海新區(qū)產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀、問題和優(yōu)化的路徑與對策。文章首先介紹了國家“十三五”規(guī)劃對京津冀協(xié)同發(fā)展的要求,研究背景及濱海新區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的必要性,產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的國內(nèi)外研究綜述及相關(guān)理論。通過分析濱海新區(qū)產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀、現(xiàn)階段存在的問題和新常態(tài)下產(chǎn)業(yè)結(jié)構(gòu)呈現(xiàn)的新特點(diǎn),論述了濱海新區(qū)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的迫切性。京津冀產(chǎn)業(yè)對接是京津冀協(xié)同發(fā)展的關(guān)鍵環(huán)節(jié)和重要領(lǐng)域,在此基礎(chǔ)上,本文通過國外產(chǎn)業(yè)對接的成功經(jīng)驗(yàn),利用2012年京津冀地區(qū)投入產(chǎn)出數(shù)據(jù),對京津冀產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行比較,分析產(chǎn)業(yè)對接的現(xiàn)實(shí)基礎(chǔ),并通過產(chǎn)業(yè)關(guān)聯(lián)系數(shù)及產(chǎn)業(yè)自給率等指標(biāo),對三城市主導(dǎo)產(chǎn)業(yè)及產(chǎn)業(yè)對接方向進(jìn)行研究。然后結(jié)合天津市的區(qū)位優(yōu)勢、資源現(xiàn)狀和產(chǎn)業(yè)分布,提出了濱海新區(qū)的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的戰(zhàn)略重點(diǎn)。最后,該文依據(jù)濱海新區(qū)產(chǎn)業(yè)的歷史現(xiàn)狀和資源特色,對每個(gè)主導(dǎo)產(chǎn)業(yè)的現(xiàn)狀問題和發(fā)展對策進(jìn)行了分析。論述了濱海新區(qū)在制定產(chǎn)業(yè)結(jié)構(gòu)調(diào)整政策時(shí),應(yīng)該處理好的重要環(huán)節(jié),并有針對性地提出了產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的一系列可供決策參考的政策性建議。
[Abstract]:China's "13th Five-Year" development planning of Beijing Tianjin Hebei collaborative development, build a national strategic world-class modern city group. At the same time. The test area of free trade and economic center in the north, the implementation of the national new construction of national focus on supporting the development and opening of Tianjin Binhai New Area is to 1000 - rare history opportunity, challenge and the adjustment of industrial structure and upgrade. After years of development, Binhai New Area of modern industrial system initially formed, large aircraft, rocket, refinery, locomotives as the representative of the high-end and emerging industries showing growth. However, in Tianjin Industrial docking process, Binhai New Area need to implement national function orientation and the choice of leading industry in Tianjin the city, so the adjustment and optimization of industrial structure in the area is particularly important, it is necessary to further study the existing industrial structure area, learn from the successful experience abroad, seeking Seek the feasible countermeasure, in order to achieve economic and social, natural, harmonious development as the goal, to promote the new development of Binhai New Area. This paper mainly discusses the Beijing Tianjin Hebei coordinated development strategy under the guidance of the present situation of the industrial structure of Binhai New Area, path and Countermeasures of problems and optimization. This paper first describes the state of "13th Five-Year" of planning and coordination the requirements of the development of Beijing Tianjin Hebei, the necessity of the research background and the Binhai New Area of industrial structure adjustment, optimization of industrial structure of domestic and foreign research and the related theory. Through the analysis of current situation of Binhai Industrial structure development, presents new features of industrial structure exist in the present stage and under the new norm, discusses the urgency of Binhai Industrial structure adjusted. Beijing Tianjin Hebei docking is important areas and key links of Beijing Tianjin Hebei coordinated development, based on the successful experience of the foreign industry docking, the use of The input and output data of 2012 in Beijing Tianjin Hebei region, compared to the industrial structure of Beijing Tianjin Hebei, the analysis of the real basic industrial docking, and through industrial correlation coefficient and industrial self-sufficiency rate and other indicators, conducts research on the leading industry and the industrial docking direction of three city. Then combined with the Tianjin city location, resources and industrial distribution, and put forward the strategy focus on the adjustment of industrial structure of Binhai New Area. Finally, according to the historical situation and characteristics of resource industry in Binhai New Area, each of the leading current problems and development countermeasures are analyzed. The Binhai New Area in the development of industrial structure adjustment policy, should be an important part of the deal, and puts forward the the adjustment of industrial structure of a series of reference for decision-making policy recommendations.
